B. Quarterly Interim Financial Update for the Quarter Ended September 30,2014
The City Council will review the City of Rosemead Quarterly Financial Update for the Quarter
ended September 30,2014, as well as, the Treasurer's Reports of Cash and Investments for
the City, the Rosemead Housing Development Corporation, and the Rosemead Successor
Agency. It should also be noted that the reports for the Fiscal Year ended June 30, 2014 are
currently being prepared and reviewed by the City's auditor and should be available in eady
December 2014.
Recommendation: That the City Council receive and file the Financial Update report and
the Treasurer's Reports of Cash and Investments.
C. Appropriation of Los Angeles County Proposition A Funds for Garvey Center Repairs
and Maintenance
The City of Rosemead receives funds, annually, from a Los Angeles County Proposition A
Grant. These funds, which are available through a Los Angeles County Regional Park and
Open Space Distdct assessment, were made available to the City upon opening the Garvey
Community Center to offset the costs of operations and maintenance. The City currently is
in the process of drawing down the final$107,351.49 that is available from the grant. Of the
available Prop A funds, there is$25,000 programmed into the City's Fiscal Year 2014-15
Budget and approximately$82,000 is unencumbered. It is desired that the remaining funds,
approximately$82,000, be appropriated into the Facilities Maintenance account in order to
fund numerous repair and maintenance activities at the Garvey Community Center.
Recommendation: That the City Council approve Resolution No. 2014-58,entitled:

5. MATTERS FROM CITY MANAGER& STAFF
A. Review and Discussion of Concepts for a Skate Plaza at Rosemead Park
Discussion of constructing a skateboard-friendly amenity in Rosemead has occurred at
several recent City Council meetings. Direction was given for staff to investigate the best
potential locations for skateboard amenities within the City. Staff has walked and reviewed
all City owned parks and has been able to identify an area at Rosemead Park as the best
possible location.
In addition to identifying locations for a potential skate plaza, staff reached out to the Street
League Skateboarding Foundation, a non-profit organization based in Los Angeles that
assists with the development of skate parks and plazas both in the United States and
internationally. Staff met with Street League Foundation staff and their design and
construction partner, California Skateparks, to discuss options for skateboard amenity
development at Rosemead Park. Two options were discussed and conceptual drawings
have been developed by California Skateparks.
Recommendation: That the City Council provide direction regarding options for the
development of a skate plaza.
B. Mandatory Water Conservation Measures
Recently, the Upper San Gabriel Valley Municipal Water District declared a water supply
emergency as the amount of imported water that can be obtained for purposes of recharging
the Main San Gabriel Basin is being restricted. As a result, the City Council will consider a
declaration of mandatory Phase II water conservation measures contained in Chapter 13.04
of the Rosemead Municipal Code. Upon adoption of the resolution,enhanced public
information outreach efforts will be made in concert with local water companies. Warning
notices will be issued for observed violations of the water conservation regulations. If the
violators refuse to comply with the water conservation regulations, staff would then be
empowered to issue administrative citations.

A. Resolution No. 2014-55—City of Rosemead casting its full votes for Mayor Pro Tem
Margaret Clark to the Board of the San Gabriel Basin Water Quality Authority
On September 9,2014, the City Council approved Resolution No. 2014-40 nominating Mayor
Pro Tem Margaret Clark to the Board of the San Gabriel Basin Water Quality Authority
(SGBWQA). At this time Resolution No. 2014-55 will serve to cast the City's five (5) votes to
Margaret Clark to represent the cities without pumping rights to the Board of the SGBWQA
pursuant to SB 1679.
Recommendation: That the City Council approve Resolution No.2014-55, entitled:
