CC - Item 6A - Resolution No. 2014-55 - City of Rosemead Casting Its Full Votes for Mayor Pro Tem Margaret Clark to the Board of The San Gabriel Basin Water Quality Authority AEM t e ROSEMEAD CITY COUNCIL K ,. ; STAFF REPORT et, 0 TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGERS, DATE: NOVEMBER 10, 2014 SUBJECT: RESOLUTION NO. 2014-55-CITY OF ROSEMEAD CASTING ITS FULL VOTES FOR MAYOR PRO TEM MARGARET CLARK TO THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY SUMMARY On September 9, 2014, the City Council approved Resolution No. 2014-40 nominating Mayor Pro Tern Margaret Clark to the Board of the San Gabriel Basin Water Quality Authority (SGBWQA). At this time Resolution No. 2014-55 will serve to cast the City's five (5) votes to Margaret Clark to represent the cities without pumping rights to the Board of the SGBWQA pursuant to SB 1679. Staff Recommendation Staff recommends that the City Council approve Resolution No. 2014-55, casting the City's five (5) votes to Mayor Pro Tern Margaret Clark to a four year term on the San Gabriel Basin Water Quality Authority Board. ANALYSIS The Water Quality Authority was established by the State Legislature in 1992 for the purpose of developing, financing and implementing groundwater treatment programs. The seven member board consists of three members representing the overlying municipal water districts, one member representing cities with water pumping rights, one member representing cities without water pumping rights and two member representing water purveyors. Voting by resolution will only be accepted by the Water Quality Authority before December 17, 2014. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. Prepared by: �1,vnLp GL•RIA MOLLEDA CITY CLERK Attachment A-Resolution No. 2014-55 Attachment B-SGBWQA Ballot LA ITEM NUMBER: RESOLUTION NO.2014-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, CASTING ITS VOTE(S) FOR MAYOR PRO TEM MARGARET CLARK TO REPRESENT CITIES WITHOUT PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY WHEREAS, On September 22, 1992, Senate Bill 1679 was signed into law by Governor Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of seven members with three appointed members from each of the three municipal water districts, one elected city council person from cities in the San Gabriel Basin with prescriptive pumping rights, and one elected city council person from cities in the San Gabriel Basin without prescriptive pumping rights, and two appointed members representing water producers; and WHEREAS, the City of Rosemead is one of the cities in San Gabriel Basin without prescriptive pumping rights; and WHEREAS, the City of Rosemead may cast its vote(s) for a representative by resolution and delivered to the San Gabriel Basin Water Quality Authority no later than December 16, 2014 at 12:00 p.m. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Council of the City of Rosemead casts its full vote(s) for Mayor Pro Tem Margaret Clark as the representative for cities in the San Gabriel Basin without prescriptive pumping rights. SECTION 2. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. The election of the city member and alternate will take place at an adjourned meeting of the Board of the Authority set for December 17,2014, at 12:00 p.m., at 1720 W. Cameron Ave., Suite 100, West Covina, California. Your city may cast its votes for one candidate by resolution of the city council. The number of votes to which your city is entitled, based upon population, is set forth above. The resolution of the city council casting its votes must be delivered by certified mail, FedEx, UPS with signature required or hand delivered to the Authority by December 16,2014 at 12:00 p.m. or will not be counted.
