SUBJECT: APPROPRIATION OF LOS ANGELES COUNTY PROPOSITION A
FUNDS FOR GARVEY CENTER REPAIRS AND MAINTENANCE
SUMMARY
The City of Rosemead receives funds, annually, from a Los Angeles County Proposition
A Grant. These funds, which are available through a Los Angeles County Regional Park
and Open Space District assessment, were made available to the City upon opening the
Garvey Community Center to offset the costs of operations and maintenance. The City
currently is in the process of drawing down the final $107,351.49 that is available from
the grant. Of the available Prop A funds, there is $25,000 programmed into the City's
Fiscal Year 2014-15 Budget and approximately $82,000 is unencumbered. It is desired
that the remaining funds, approximately $82,000, be appropriated into the Facilities
Maintenance account in order to fund numerous repair and maintenance activities at the
Garvey Community Center.
Staff Recommendation
It is recommended that the City Council adopt Resolution No. 2014-58 appropriating
Los Angeles County Prop A funds to the Facilities Maintenance account to complete
repairs and maintenance at the Garvey Community Center.
DISCUSSION
The Garvey Community Center has approximately 20,000 square feet of space for
community meetings, activities, and events. The Garvey Community Center was
opened in 2003 and as it is approaching 12 years in service, there are some repairs and
improvements that are necessary to maintain the center at the high level expected by
the community. The necessary repair and maintenance items include:
• Painting of the exterior trim and finishes
• Removal and replacement of parking lot trees
• Repair of parking lot asphalt and concrete
• General Landscape Improvements
• Slurry sealing parking lot and restriping
• Replacement of carpet in FGT Room, lounge and billiard room

Some of these activities are already underway including the painting of the exterior trim
and finishes, general landscape improvements, and preparation for the tree removal.
City staff, assisted by the City's landscape contractor TruGreen, routinely maintain the
grounds and landscape at the Garvey Community Center and have begun upgrading
the existing landscape, for both aesthetic and water conservation purposes. The trees,
which were installed during the initial construction of the facility, are causing significant
damage to the parking lot asphalt and creating potential trip hazards. There are
approximately 14 Tipuana trees in the parking area most of which have caused the
surrounding pavement to raise and crack creating trip hazards and unsightly conditions.
The trees will be replaced with various trees of assorted trees which will be more
aesthetically pleasing than the existing trees and should not damage the pavement.
Once the trees are removed and replaced, all damaged asphalt and concrete will be
repaired or replaced. In the spring, when weather conditions are more favorable, a new
seal coat will be added to the parking lot which will conceal the patch work from the
asphalt repair and give the lot a clean and consistent look. Some minor maintenance
activities, including the replacement of some of the carpet, will be completed to the
interior of the building as needed.
Should the available funding be appropriated to the facilities maintenance account, all
services and materials will be procured pursuant to the City's purchasing guidelines.

APPROPRIATING EXCESS LOS ANGELES COUNTY PROPOSITION A FUNDS
FOR USE IN THE MAINTENANCE OF THE GARVEY COMMUNITY CENTER
WHEREAS, appropriations are the legal authority for a City to spend its funds;
and
WHEREAS, from time to time it is necessary to amend the budget with additional
appropriations; and
WHEREAS, the City was recently notified that it will receive additional Los
Angeles County Proposition A grant monies in excess of original budget projections;
and
WHEREAS, the Garvey Community Center is in need of maintenance activities
to preserve its appearance and functionality, including tree and landscape
replacements, parking lot asphalt and concrete repair, painting, and carpet replacement;
and
WHEREAS, the Los Angeles County Proposition A Grant Funds are designated
for use at the Garvey Community Center
NOW THEREFORE, $82,000 is appropriated in the General Fund for
Expenditures as defined below:

The additional appropriation is made a part of the approved FY 2014-15 budget as
though it were a part of the initial approved budget fully set forth and the City Manager
is authorized and empowered to expend such sum for the purpose of such account, but
with no expenditure by any office or department for any item within an account shall
exceed the amount budgeted without written approval of the City Manager.
