SUBJECT: REQUEST TO INSTALL PARKING RESTRICTIONS —
EARLE AVENUE AND MARSHALL STREET
SUMMARY
The Traffic Commission received a request from a resident on Earle Avenue to review
traffic conditions and sight visibility at the intersection of Earle Avenue and Marshall
Street. Residents in this area describe a lack of visibility when entering Earle Avenue
from Marshall Street due to vehicles being parked adjacent to the intersection. They
maintain that the visibility problems and the narrow width of the roadway create
hazardous conditions for vehicles turning from Marshall Street onto southbound Earle
Avenue. It has been requested that parking restrictions (red curbing) be installed along
Earle Avenue to increase visibility for vehicles when turning onto Earle Avenue from
Marshall Street. At its regularly scheduled meeting on November 6, 2014, the Traffic
Commission approved the installation of approximately 10 feet of red curbing along the
southwest and southeast corners of Earle Avenue at Marshall Street.
Staff Recommendation
It is recommended that the City Council approve the Traffic Commission's
recommendation to install approximately 10 feet of red curbing along the southwest and
southeast corners of Earle Avenue at Marshall Street.
DISCUSSION
Marshall Street is a heavily traveled east -west connector road in the City. The roadway
is thirty -three (33) feet wide and the posted speed limit is 35 MPH. Parking is permitted
on both sides of Marshall Street in this vicinity, with the exception of street sweeping
restrictions. Earle Avenue is a residential street that is approximately twenty-seven (27)
feet wide and has a prima facie speed limit of 25 MPH. Parking is permitted along both
sides of Earle Avenue, with the exception of street sweeping restrictions.
Requests were received to investigate the traffic conditions and accessibility to Earle
Avenue at the intersection of Marshall Street. The concerns related to vehicles parked
close to the intersection affect visibility of motorists entering Earle Avenue from Marshall
Street. The lack of visibility, coupled with the narrow roadway, creates hazards and near
collisions as incoming vehicles are often unable to see vehicles traveling northbound on

Earle Avenue towards Marshall Street. By installing parking restrictions on both the west
and east sides of Earle Avenue south of the intersection at Marshall Street, parked
vehicles will be pushed back from the intersection, improving motorists' visibility.
Staff investigated the concerns in the area and determined that installing parking
restrictions along both the west and east sides of Earle Avenue south of the intersection
at Marshall Street would address the concerns regarding visibility. It is recommended
that up to 10 feet of red curbing be installed in this location. The current curb length is
seventy-six (76) feet. Installing ten (10) feet of red curbing will leave sixty -six (66) feet of
parking space, room for at least three vehicles based on the City's standard of twenty-
two (22) feet per parking space. It should be noted that there is a large volume of street
parking available in the vicinity.
This item was discussed by the Traffic Commission at the regularly scheduled Traffic
Commission Meeting of November 6, 2014. At this meeting, the Commission discussed
the item and approved a recommendation to the City Council. In addition to the request
letter that was received, at least one resident spoke at the meeting in support of this
item.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation
of approximately 10 feet of parking restrictions (red curbing) to the southwest and
southeast corners of Earle Avenue at Marshall Street. This request has been made by
residents concerned with lack of visibility when turning from Marshall Street onto Earle
Avenue and that the lack of visibility creates hazardous conditions.
You are being notified because your property is in close proximity to this location. We
encourage your comments regarding traffic safety in this area. If you wish to comment
on the issue, you are invited to attend the Traffic Commission's next meeting on
Thursday, November 6, 2014 at 7 PM at the Rosemead City Hall City Council
Chambers.

The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell- Chavez at 7:00 p.m.
in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

REORGANIZATION OF THE COMMISSION: Commissioner Masuda nominated Commissioner Russell- Chavez as
Chair and Chair Russell- Chavez nominated Commissioner Masuda as Vice Chair, all Commissioners agreed with
nominations.

Staff provided the Traffic Commission with a brief description of the location along with the recommendation of
having approximately 10 feet of red curbing added to the southwest and southeast comer of Earle Avenue at
Marshall Street.
The Commissioners asked staff for clarification on the location where they are proposing to install the red curb.
Theresa Farrell, 3652 N. Eade Avenue, discussed her concerns regarding the location in question and is pleased
with staffs recommendation.

Commissioner Hall motioned, seconded by Vice Chair Masuda to approve staffs recommendation of having
approximately 10 feet of red curbing added to the southwest and southeast comer of Eerie Avenue at Marshall Street
along with touching up the other existing red curb near the location. Votes resulted in:

B. PEDESTRIAN SAFETY IMPROVEMENTS- BARTLETT AVENUE AND LOFTUS DRIVE
Staff requested in having Item 313 (Pedestrian Safety Improvements- Bartlett Avenue and Loftus Drive) to be pulled
from the agenda and asked that no actions be taking till further investigation.
The Traffic Commissioners agreed with having the item tabled and brought back to a future meeting.
C. PROPOSED ORDINANCE- PREVENTION OF MIDBLOCK U -TURN
Staff provided the Traffic Commissioners with a brief description about the item and asked if they can provide them
with any input they may have for the ordinance to prevent midblock U -Tum movements in areas designated by the
City Engineer.
Brian Lewin, 9501 E. Ralph Street, is in support with the proposed ordinance and suggested in banning for any type
of U -Turn near schools to be part of the ordinance.
Vice Chair Masuda asked if the ordinance got approved, what type of wording would be used on the signs and where
they would be placed.
Staff informed the Commission that if the ordinance got approved, it would be suggesting that the Midblock U -Tums
be prevented thru the entire block or thru certain parameters and for the signs to be placed along the whole stretch of
the street.
Commissioner Quintanilla asked staff if they have no Midblock U -Tums near school, if they can be restricted to only
be enforced during school hours or when children are present.
Chair Russell- Chavez recommended that all Midblock U -turns and any U -tum be prohibited near all schools in the
City during school hours or when children are present.
Staff thanked the Commissioners for their input and will bring back a draft of the ordinance for their review.
4. STAFF REPORT
Staff provided the Traffic Commission with an update on current and upcoming projects throughout the City along
with a copy of the green sheet.
5. COMMISSIONER REPORTS
Vice Chair Masuda asked if staff can look into improving the signage and street markings going east bound on
Glendon Way before the freeway entrance.
Commissioner Ornelas concurred with Vice Chair Masuda.

Commissioner Quintanilla asked if a crossing guard can be placed at the intersection of Ivar Avenue and Valley Blvd
during the hours that the schools are let out.
Chair Russell- Chavez asked staff 'd there are any speed calming ideas that can be used on Hellman Avenue,
between Del Mar Avenue and San Gabriel Blvd. Mrs. Russell- Chavez also asked if staff can look into possibly get
turn signals installed at the intersection of San Gabriel Blvd/ Potrero Grande/ Rush Street.
7. ADJOURNMENT
The meeting adjourned at 7:52 p.m. The next Traffic Commission meeting is scheduled for December 4, 2014 at 7:00
p.m., and in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
