A. Concept Presentation — Proposed 21 -Unit Residential Project (Portion of Don Bosco
Technical Institute)
The Olson Company is proposing to submit a Tentative Tract Map to legally create a 1.92
acre parcel, currently owned by the Don Bosco Technical Institute, to develop a new 21 -unit
residential development, ranging in size from 1,594 square feet to 1,789 square feet. A two -
car garage is also proposed for each single - family residential unit. The subject site is
currently located at 1151 San Gabriel Boulevard in the P -D (Planned Development) zone.
This concept proposed by Olson Company Is in the "pre- application" stage, and is being
presented to the City Council for preliminary discussion and feedback only. No official City
Council action is requested at this time.

A. Municipal Code Amendment 14.01— An Ordinance Amending the Zoning Code to
Comply with newly established Federal Communication Commission ( "FCC ")
Regulations for the Development of Wireless Telecommunications Facilities in the
City of Rosemead
Municipal Code Amendment 14 -01 is a City initialed amendment that proposes to amend the
Zoning Ordinance to comply with newly established Federal Communication Commission
( "FCC ") regulations for the collocation of wireless telecommunication facilities in the City of
Rosemead. On November 17, 2014, the Planning Commission held a public hearing on this
matter and adopted Resolution No. 14 -16.
Recommendation: That the City Council take the following actions:
1. Conduct the noticed public hearing and receive public comment; and
2. Introduce for first reading, by title only, Ordinance No. 944, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AMENDING TITLE 17 "ZONING"
OF THE CITY'S MUNICIPAL CODE BY AMENDING CHAPTER

The proposed urgency ordinance would impose a 45 -day interim moratorium with an
effective date of January 1, 2015 on the issuance of any permits, licenses, tax certificates,
approvals, or entitlements for new massage establishments or the relocation of massage
establishments as such terms are defined in Rosemead Municipal Code Chapter 5.24.
Recommendation: That the City Council adopt Urgency Ordinance No. 945, entitled:

C. Request to Install Parking Restrictions — Earle Avenue and Marshall Street
The Traffic Commission received a request from a resident on Earle Avenue to review traffic
conditions and sight visibility at the intersection of Earle Avenue and Marshall Street.
Residents in this area describe a lack of visibility when entering Earle Avenue from Marshall
Street due to vehicles being parked adjacent to the intersection. It has been requested that
parking restrictions (red curbing) be installed along Eade Avenue to increase visibility for
vehicles when turning onto Earle Avenue from Marshall Street. On November 6, 2014, the
Traffic Commission approved the installation of approximately 10 feet of red curbing along
the southwest and southeast comers of Earle Avenue at Marshall Street.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install approximately 10 feet of red curbing along the southwest and
southeast corners of Earle Avenue at Marshall Street.
5. MATTERS FROM CITY MANAGER & STAFF
A. Update on Skate Plaza Development
As previously discussed at City Council meetings in October and November, staff has been
working to develop plan to build a skate plaza in Rosemead. At the November 10, 2014
meeting, the Council directed staff to move forward with a plan to develop a skate plaza at
Rosemead Park in the area to the west of the Rosemead Aquatics Center. As part of the
ongoing discussion and conceptual development, staff has been working with the Street
League Foundation, a 501 c3 non -profit corporation, to assist in funding and developing the
plaza. The Street League Foundation and its partner, California Skateparks, are developing
a proposal for the design and construction management services for the project. Details
regarding their role and financial contribution are being developed, and it is anticipated that a
contract will be presented for consideration at the first City Council meeting in January 2015.
Since this project would be funded by the bond proceeds of the former Community
Development Corporation, this project will need to be confirmed by the Rosemead Oversight
Board at its January or February meeting. Once confirmed, the design of the project will
begin in February, and will include input from the youth in the community through online
feedback and community meetings.

B. Amendments to Municipal Code Relative to Private Bus Loading and Unloading of
Passengers on Private Properties and Parking Displacement on City Streets by Bus
Patrons
On October 28, 2014, the City Council discussed the impacts of private bus patrons parking
on City Streets for long periods of time. This has resulted in parking space displacement and
other adverse impacts (i.e., late -hour noise and litter) in adjacent residential neighborhoods.
At that time, the City Council directed staff to prepare an ordinance for consideration to
mitigate these adverse parking impact conditions. The City Council will consider the
introduction of an Ordinance that would remove existing provisions in the municipal code that
enable agreements between private bus operators and private property owners for the
loading and unloading of bus patrons, and to make such agreements prohibited under the
Rosemead Municipal Code.
Recommendation: That the City Council introduce for first reading, by title only, Ordinance
No. 948, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA AMENDING SUBSECTION
10.24.030 TO CHAPTER 10.24 OF THE ROSEMEAD
MUNICIPAL CODE TO PROHIBIT PRIVATE BUSES FROM
LOADING AND UNLOADING PASSENGERS ON PRIVATE
PROPERTY

A. Amendments to Preliminary Review Process for Administrative Citations
The City Council will consider amendments to Chapter 1.20 of the Municipal Code to expand
the scope of the Preliminary Review process for administrative citations. The recommended
code changes would enable recipients of administrative citations to obtain timely preliminary
review to consider factual disputes or other extenuating circumstances. The proposed
Ordinance is being presented as a result of direction provided at the City Council workshop
on code enforcement conducted on November 10, 2014,

B. Professional Services Agreement with Englander, Knabe & Allen, LLC
-- Extension of the 710 Freeway
The City Council will consider an agreement with the firm of Englander, Knabe & Allen, LLC
for professional advocacy services relative to extension of the 710 Freeway. Rosemead is a
member of the 710 Freeway Coalition, which is group of local cities in support of this project
to reduce traffic congestion in the west San Gabriel Valley. The agreement would authorize
the expenditure of $18,750 in Measure R transportation funds towards this effort.
Recommendation: That the City Council authorize the City Manager to execute an
agreement with Englander, Knabe & Allen, LLC for professional services related to the 710
Freeway extension in an amount not to exceed $18,750.
