SUBJECT: GRANT WRITING SERVICES CONSULTING AGREEMENTS
SUMMARY
The City Council will consider the establishment of a cadre of qualified grant writing
firms to assist the City in obtaining grants from federal, state, county governments and
private foundations. Through a Request for Qualifications (RFQ) process conducted in
late 2014, the City has received the qualifications of four interested consulting firms.
The proposed professional service agreements will enable the City to draw upon the
expertise of any of the consulting firms on a project -by- project basis to obtain funding
for various infrastructure and community services projects and programs. The
agreements will not entail retainer payments to the consulting firms; rather, the firms will
be compensated on a project -by- project basis through agreed upon hourly rates or
percentage -based proposals for specific grants.
Staff Recommendation: That the Council direct the City Manager to negotiate
professional service agreements, subject to the form specified by the City Attorney, with
the following firms for grant writing services:
Arroyo Strategy Group, based in South El Monte, CA
Avant Garde, based in Pomona, CA
California Consulting Services, based in Montebello, CA
Evan Brooks Associates, based in Pasadena, CA
At the direction of the City Council, the City issued a RFQ seeking the services of
independent, third -party grant writing firms to assist in securing grants from federal,
state, county governments and from private foundations. The RFQ stated: The City

not offering a monthly stipend, but rather is seeking to establish relationships with firms
to identify and pursue grant opportunities as they become available.
The RFQ was distributed to approximately ten firms and proposals were received from
four grant writing firms as follows:
Arroyo Strategy Group, based in South El Monte, CA
Avant Garde, based in Pomona, CA
California Consulting Services, based in Montebello, CA
Evan Brooks Associates, based in Pasadena, CA
In recent years, the City of Rosemead has done business directly with Avant Garde and
Evans Brooks Associations. In addition, the City of Rosemead has interacted with
Arroyo Strategy Group through the City's membership in the Rt. 60 Transportation
Coalition. California Consulting Services is also a well -known firm that assists public
agencies secure grant funding.
With each of these firms being pre - qualified through a professional service agreement,
the City will have ready access and the ability to solicit proposals on grant opportunities
on a project -by- project basis. In addition, each of these pre - qualified firms will be
entitled to approach the City with ideas and proposals to apply for grants. Retainers or
stipends will not be provided to these pre - qualified firms. Rather, the firms will be
compensated on a project -by- project basis through agreed upon hourly rates or
percentage -based proposals for specific grants.
During the past several years, the City has operated with a similar cadre of pre - qualified
firms for civil engineering services with considerable success. Under this system, bids
are solicited from each of the pre - qualified engineering firms for civil engineering
projects. The firms do not receive retainers or stipends from the City; rather, the firms
submit bid proposals for work on a project -by- project basis.

REQUEST FOR QUALIFICATION FORGRANT
WRITING SERVICES
Introduction
The City of Rosemead (City) is seeking the services of independent, third -party grant
writers to assist in securing funds through various grant opportunities available through
the Federal, State and County as well as, through private foundations on behalf of the
City. The City seeks to establish a cadre of qualified, experienced grant writers whose
expertise can be drawn upon to procure funding for various infrastructure and
community improvement projects as well as for programs to serve community needs.
The City is not offering a monthly stipend, but rather is seeking to establish relationships
with firms to identify and pursue grant opportunity as they become available.
Scope of Services
The City is interested in establishing agreements with qualified grant writers who can
perform the following:
1. Serve as a consultant to seek and secure funding.
2. Research, seek, identify and write Federal, State, County, and private grant
proposals that are applicable to the City.
3. Develop strategies and prioritize schedules and timelines for each identified grant.
4. Upon request by City staff, manage the process of submitting required post -
award reports to funder(s) to assure that ongoing compliance is met.
5. Manage and monitor the funding agency and file a progress report with City staff
assistance, as required.
6. Monitor public and private grant opportunities to identify additional sources of
potential financial and matching support and alert and coordinate with the appropriate
department for program specifics.
7. Meet with the City Manager, Department Directors and City Council to evaluate
departmental and resource needs as directed to meet City's objectives.
Required Elements in Response /Response Format
Firms, teams, or individuals responding to the RFQ shall provide the following
information within their proposal. Only completed submittals will be evaluated.
A. Cover Letter
Respondents should submit a cover letter expressing their interest. The letter shall
contain, at a minimum, the following information
a. Statement of interest referencing grant writing
b. Certification that the information and data submitted is true and complete to
the best knowledge of the individual signing the letter.
c. Respondent's name, address, telephone and fax numbers, and email address
of the individual to contact regarding the submittal.
d. An authorized principal or partner of a firm shall sign the letter
B. Qualifications
1. Respondents shall identify the key individual to be assigned to the City (by
name and position) and describe their specific work experience, educational
background, and their length of tenure with respondent.
2. How much funding have you been directly responsible for drawing into specific
communities? (Please provide the agency name, agency contact number, and
amount for each community)
3. Respondents shall submit names, addresses, and phone numbers of references
familiar with the respondents ability, experience, and reliability in the performance
and management of grant writing services similar to this proposal
4. How do you gauge success in grant writing and grant prospect research? i.e.,
what benchmarks do you propose to be used to measure your performance?
5. List grant agencies and foundations with which you are familiar with and have
experience working with.
6. How many of the following grant types have you been responsible for having
awarded in the pastfive years?

Insurance Requirements
Agreements executed pursuant to this solicitation will require the selected vendor(s) to
carry the following minimum amounts of insurance:
a. Workers' Compensation in statutory limits.
b. Comprehensive General Liability Insurance: $100,000 /occurrence
c. Automobile Liability or Hired & Non -Owned Vehicle Liability
Insurance:$1,000,000 /each accident (if applicable)
d. Professional Liability Insurance: $11000,000 /Occurrence
The City, its officers, and employees are to be named as additional insured under both
the Contractor's General Liability and Automobile Liability policies. Said insurance will
be required to be maintained in full force and effect during the term of the agreement
with the City.
Legal Requirements
Offerors are required to comply with all provisions of federal, state, county and
local laws, ordinances, rules and regulations that are applicable to the services being
offered in this RFQ. Lack of knowledge of the Offeror shall in no way be a cause for
relief from responsibility, or constitute a cognizable defense against the legal effect
thereof.
Evaluation
The City will assemble an Evaluation Committee of no fewer than three (3) City staff
members to evaluate the proposals and to make their recommendation(s) to the City
Council, The City will be the sole judge of its own best interests, the proposals, and the
resulting agreement. The City's decisions will be final. The committee and or City
Council may require the respondent(s) to do an oral presentation. Although, each
committee member independently examines each proposal prior to the meeting, the
selection of the proposal for recommendation to the City Council is determined by the
consensus of the Evaluation Committee.

Other Considerations
This RFQ is a solicitation and not an offer to contract. The City reserves the right to
issue clarifications and other directives concerning this RFQ, to make and issue
modifications to the RFQ timeline; to require clarification or further information with
respect to any proposal received, and to determine the final scope and terms of any
contract, and whether to enter any contract. The provisions herein confer no rights,
duties or entitlements to any respondents. No reimbursement will be made by the City
for any costs incurred prior to an executed agreement.

Avant -Garde continues to provie grant research, writing, fund administration, bid
administration, and administrative staff support services to the City of Temple City.
Initiated as a funding consultant for the Rosemead Boulevard Project in November
2007, one of the first Avant -Garde collaborations with the City was to take a
comprehensive look at the existing City budget and provide advisement of the various
funding opportunities available for the project. Additionally, Avant -Garde analyzed
existing allocations to ensure that all specialty funds were budgeted in a timely manner
to prevent fund losses and maximize their utilization. Our demonstrated experience and
expertise led to informal goal setting with the City's management and thus began
Avant - Garde's grant writing and funding management services as a resource to the
City.

President and CFO of Avant - Garde. Ms. Calleros expertise is in administering federal
and state funded projects, program development, and records management. She

projects for various funding sources, and manages development and capital
improvement programs /projects from conception to completion. She has experience in

Ms. Ana Marie LeNoue has over 25 years of experience in municipal services. She is the
President and C.E.O. of Avant - Garde. Ms. LeNoue established the company's
foundation in municipal services based on her extensive program management
experience that includes 17 years as a municipal employee managing various capital
projects and programs. She presently directs the company's Community Outreach and
Grants program with projects in the Cities of Industry, Montebello, Bell Gardens, La
Mirada, and Hawaiian Gardens. Mrs. LeNoue directs the Community Outreach team in
support of various capital projects for clients throughout the Southland. Under her
direction, Ms. LeNoue ensures proper resource allocation in the research and
development of grant opportunities, grant applications, and project development for
various clients. Her understanding of municipal government and project management
make her uniquely qualified to identify funding opportunities and project /program
amenities that complement grant program goals and objectives therefore,
strengthening the potential success of the grant application.
Ms. LeNoue is a versatile, dynamic, results- oriented leader with a strong track record of
performance in high -paced and uniquely challenging organizations. She utilizes keen
analysis, insights and a team approach to drive organizational improvements and

An effective communicator, Ms. Ramirez's multi- faceted skill set allows her to
understand the needs of diverse audiences and provide them with practical solutions
to problems. Ms. Ramirez has experience working with governmental agencies such as
the Department of Motor Vehicles and the Employment Development Department. Ms.
Ramirez has valuable knowledge of both state and federal regulations, making her
capable to perform administrative and managerial duties as a program manager. Ms.
Ramirez is a graduate of California State University, Los Angeles. She has earned both a
Bachelor's and Master's degree in Political Science.
Mr. Jose Montoya has been with the firm for five years. Mr. Montoya recently earned a
Juris Doctorate from Whittier College with a concentration in Environmental Law and

Glendale Community College in 2007. Mr. Joaquin's responsibilities include grant

SECTION 5. PROJECT APPROACH AND UNDERSTANDING
Avant -Garde is capable and available to perform the following Grant Services scope
of work including but not limited to:
A. Meeting with City staff to review work plans and identify City priority projects and
programs in need of funding and determine eligible grant funding or other
County, State, or Federal funds. As part of this Scope of Work, Avant -Garde will
not charge for these meetings as we view these interactions critical to grant
pairing success.
B. Research and determine potential grants and related funding sources that
projects and programs may be both eligible and competitive. Assist the City in
developing an overall strategic plan for funding opportunities inclusive of
prioritized schedules and timelines for each identified grant. Brief summaries of
potential funding opportunities will be submitted for consideration. This task is also
considered a basic foundation to our grant services and will not be charged to
the City.
C. At the request of the City, prepare and submit grant application(s) and any
related supplemental materials such as support letters, maps, and graphs. Upon
request, Avant -Garde will supply the City with a detailed scope of work and
budget for each grant application. Each proposal is subject to negotiation and
refinement based on available resources offered by the City.
D. Monitor and assist with advocacy of grant requests as necessary to obtain
approval from granting agencies /organizations. Avant -Garde maintains
communication with funding agencies including participating in specific agency
sponsored workshops, information gathering and follow up prior to and during

the open application period, and specific attention is given during the award
process where additional information may be needed to secure modified
funding considerations.
E. Track and notify the City when future grant opportunities become available that
match City identified priorities. Avant -Garde will offer this service at no charge.
It is the firm's practice to utilize our unique understanding of the City to seek
funding opportunities and provide brief summaries for staff's consideration.
Avant -Garde specializes in government funding and grant sources with requirements
ranging from basic applications and documentation to competitive project submittals.
Avant -Garde staff can assist the City of Rosemead in identifying federal and state fund
allocation balances as it relates to all areas of Rosemead's municipal responsibility. We
can assist in determining eligible projects, provide advisement of program requirements
and are available to prepare and administer the program as required by the funding
agencies to ensure full compliance.
Avant -Garde can provide administrative responsibilities such as assistance with the
preparation and monitoring of the operating budget; analyze the agency's needs and
prepare, recommend and administer long- and -short range programs consistent with
the economic capabilities of the agency, including information vital to the preparation
of the annual fiscal budget for the City; assist with project funding oversight, inter-
departmental coordination, and project close -out as it pertains to funding

Mr. Salvador Lopez Jr., Senior Planner — Community Planning
Mr. Lopez has over 15 years of experience as a city planner specializing in land use planning,
sustainability, urban design, smart growth, bicycle and pedestrian planning and grants planning,
acquisition and management. Mr. Lopez has served as a Health and Built Environment Analyst
where he worked to integrate health and the built environment to ensure that cities see the
benefits of working on long -term planning to address economic and development challenges
that affect public health and the built environment. He has been instrumental in ensuring long-
term sustainability of communities through the development of health driven policies including
tobacco retail licensing, comprehensive smoke -free ordinances, healthy retail and vending
policies, and Complete Streets. Mr. Lopez has been an integral component to creating
walkable, bikeable and healthy cities. Mr. Lopez serves in the area of land use and non -
motorized transportation planning, health and sustainability planning, project management and
grant writing.
Mr. Art Cueto, Associate Planner — Transportation
Mr. Cueto has more than 20 years of professional experience in the areas of land use and
transportation planning, urban design, and development management in both the public and
private sectors. Art served as the Metro's Bicycle and Pedestrian Modal Lead where he worked
to implement $80 million in bicycle, pedestrian and streetscape improvement projects
throughout Los Angeles County, helped develop the agency's joint development policies that
resulted in the development of numerous transit - oriented development projects along the
Metro Rail system, and oversaw the planning and environmental clearance of major capital
improvement projects. Art's public sector experience includes the development of master
plans of mixed use and faith -based projects, project entitlement, and development
management. Art serves in the areas of land use and transportation planning, project
management, and public financing /grant writing.
Ms. Juliet M. Arroyo, Associate Planner - Environmental
Ms. Arroyo has over 20 years of experience in urban planning specializing in environmental
review and compliance at the state and federal levels for large and small, private and public
projects. She has additional experience in transportation planning, historic resources, urban
design, land use planning, public funding, and redevelopment. Ms. Arroyo has worked as a
transportation planner and environmental specialist. She monitored federal funding
expenditures for transportation projects and has prepared Preliminary Environmental Studies

Mr. Zarza is a planner with over 14 years of experience specializing in GIS and mapping. In
addition to his current planning expertise, his projects include: cartographically preparing map
layouts and print maps for staff reports and meeting presentations, assembling census
geography and attributes for community mapping and analysis, geocode addresses, digitizing
and assembling geodatabases.

The ultimate measure of a successful grant application is the city's ability to implement the
funded project in a timely and cost - effective manner. This requires an adequate level of
preparation prior to completing the grant application in order to assure that the application
contains a well written and organized project scope, schedule, and budget that are consistent
with one another. This demonstrates to the funding agency that a project is implementable
within the timeframe required by the grant. The second and equally important measure is
identifying if a project is consistent with a funding program's goals and policies (and visa - versa).
Unsuccessful grants are often a result of an agency attempting to make a project "fit" the
requirements of a funding program. Also, a project applicant's local policies may not be
consistent with the funding agency's policies. Identifying a nexus between the city's and
funding agency's goals and policies is a key factor in gauging a grant applications ultimate

The final measure of successful grant preparation is the local agency's return on investment
resulting from the grant application's preparation. The cost of preparing and submitting a grant
application depends on the complexity of the project for which the grant funding is being
sought and the grant application's requirements. The cost of preparing a grant application and
administering the grant may, overtime, be equal to or exceed the financial benefit derived from
securing the grant. Over the past 8 years, the City of Rosemead has awarded EBA a total of
$148,000 in contracts that have resulted in the preparation of eight successful grant

applications totaling $5.4 million in project funding. This represents a 3,600% return on
investment (R01) for the city.
The following is a chart of grant agencies and foundations for which EvanBrooksAssociates
frequently interacts with and has successfully gained funding from:
EvanBrooksAssociates was awarded a total of 84 grants in the past five years. As depicted in
the center pie chart below, EBA successfully obtained and managed six (6) federal grants, thirty -
nine (39) state grants, and thirty -nine (39) regional or county grants in the past five years.
The six federal grants were all awarded by the Federal Transit Administration. Of the 39 state
grants, thirty -seven (37) were awarded by Caltrans, while two were awarded through the
California Strategic Growth Council. Finally, the county grants were primarily awarded by two
agencies: Metro and South Coast Air Quality Management District.

Grant Writing
Grant - writing is an essential need for any City that is seeking funds from state, federal, corporate
and foundations. As grant funding becomes more limited in this challenging economy, the
pressure for the City of Rosemead to submit professional and competitive proposals increase.
Our role at Arroyo Strategy Group (ASS) is to convert your city's ideas and concepts into workable
and concrete programs and projects. Arroyo Strategy Group will serve as the bridge between the
grant applicant and the grant provider. Arroyo Strategy Group's role is to put into writing your
municipality's concepts and transform them into projects that the funding institution will support.
More than just providing a well - written document, Arroyo Strategy Group grant writers possess
strong research skills. Part of the work of the grant writer is the identification and selection of
appropriate potential donors. Arroyo will research grant- making organizations and analyze them
to identify likely funding sources for specific projects and programs Arroyo will increase the
chances of getting the funds by advising on submitting the proposal to the right institution.
Arroyo Strategy Group will provide the following services:
To initiate this project properly, Arroyo Strategy Group Team will conduct a kick -off
meeting with City Staff. The first part of the meeting will consist of a review of the
proposed scope of work, anticipated project schedule for current grants, deliverables and
discuss staff concerns and desires regarding the existing and proposed projects
and needs of the City, respectively. The second part of the meeting will be a site
reconnaissance with City staff to visit some of the potential project sites within
the City. Following the field reconnaissance, Arroyo will provide a list of available
grants that have little or no matching requirements by submission date and
request approval by City Staff to pursue those available funds.
• ASG will work with Departments to refine projects to meet grant criteria.
ASG will identify potential grant partners that results in the greatest impact on the City
and its funding goals.
• ASG will prepare grant applications with assistance from Department star

Grant Administration
As the Grants Administrator, Arroyo Strategy Group will adhere to every grant's individual
guideline requirements. Arroyo Strategy will provide, at a minimum, the following tasks:

Qualifications

Principal
Mr. Hernandez graduated from the University of Southern California and majored in Political
Science with a Minor in Business (Marketing). He was a Sergeant in the United States Marine
Corps for six years and served in Desert Shield /Desert Storm and Somalia. He was the Chief
Executive Officer of Perfectly Planned Marketing, Inc. for 5 years and has worked on projects for
the U.S. Department of Agriculture, Los Angeles Unified School District, the California Latino
Caucus and various municipalities. For the last 11 years, he has been the lead Housing /Grants
Consultant for the City of South El Monte. He specializes in issues dealing with compliance to
various Housing and Community Development (HCD) mandates, Regional Housing Needs
Assessment, CDBG including contract compliance, grant writing including researching alternative
funding sources for projects, Home Improvement Programs, First Time Home Buyer Programs,
relocation and community outreach as it pertains to ensuring that the community is supportive of
the decisions taken by the Council, City Managers and Directors. He is the Principal of Arroyo
Strategy Group.
Annamarie Montanez, Ph.D.
Lead Consultant
Ms. Montanez did her undergraduate work in the University of Southern California and has
received her Masters in Education with and Administrative Credential from the University of
Lavern. She has recently received her Ph.D. in organizational leadership from the University of
Lavern. She has been instrumental in the accreditation of several schools for the Los Angeles
Unified School District and is primarily responsible for the administrative functions of two adult
education sites. She has developed policies and procedures for various educational,
intergovernmental and private policies including but nor limited to Human Resource Handbooks,
Accreditation Manuals, and feasibility studies for private and public projects throughout the State.

Sean P. Mitchell
Lead Consultant
Mr. Mitchell graduated from the University of Southern California with a degree in Business and a
Minor in Computer Science. He has been instrumental in creating computer platforms /programs
for public and private entities throughout the State. He is currently the chief administrative officer
for a privately owned insurance firm in Northern San Diego County. He is instrumental in
designing interactive computer programs for some of our clients and is principally responsible for
creating web platforms for the company. Mr. Mitchell's fortes also include graphic /web design,
creation and implementation of business plans /marketing plans, data management and
manipulation, as well as, administrative and strategic long range planning.
The person that will be directly working with the City of Rosemead is Mr. Hernandez. Mr.
Hernandez has been personally responsible for obtaining over 24 million dollars in funding for the
City of South El Monte and is currently overseeing the implementation of the programs within the
Housing Department. For the Housing Department alone, Mr Hernandez has received $4.5
million dollars through Calhome within the last 4 years to implement their First Time Home Buyers
Program and Owner Occupied Rehabilitation programs.
In addition, Arroyo Strategy Group has been responsible for obtaining funding for various cities in
the San Gabriel Valley including the city of Duarte, El Monte, South El Monte, La Puente and
Baldwyn Park in various amounts which total over 8 million dollars. In addition, Arroyo Strategy
has helped non profits and private corporation seek funding exceeding 2 million dollars.

At Arroyo Strategy Group success is determined not by the number of applications submitted but
the number of successful funding allocations obtained for our clients. Our approach is more
consistent with that of a boutique shop that provides excellent customer service, understands
what the client is looking for and works hand in hand with each individual department to meet their
unique goals and objectives. In addition, because Arroyo Strategy Group is a small firm, we
ensure that we only take on clients or municipalities within each sector. For example, Arroyo will
not take on as a client a municipality that has a population under fifty - thousand residents because
we have the City of South El Monte that falls within those parameters. In the same token, Arroyo
will not take on an additional client that has a population over fifty - thousand residents because we
would be working with Rosemead. The reason for this approach is simple; there are limited
number of funding sources and funding amounts vary and we would do a disservice to other
clients if we start competing against ourselves for the same funding sources.
Grant research is not based on the availability of funding but by the type of projects that each
individual department within the City would like to complete. The department heads and
management understands what project lack funding or have been shelved due to lack of funding.
Arroyo Strategy Group would conduct initial interviews with department heads and create a wish
list of potential projects and based on their feedback and that of the City Manager, we would
proceed to research possible funding sources. Once those funding sources have been
determined, it would be up to the City to determine if they would like to submit an application.
Some of the major deterrents for submission would be lack of time, lack of matching funds, lack
of personnel to implement the program, or too stringent a timeline for completion of the entire
project

Founder Experience
California Consulting, LLC Owner Steve Samuelian has held various leadership posts during
a career spanning almost 30 years. He began as a volunteer for a political campaign and founded a
political foundation where he served as president in high school and college. Steve graduated from
California State Polytechnic University at Pomona with a degree in Political Science. In January
1995, he was appointed as Field Director for U.S. Congressman George Radonovich. He was later
promoted to District Director overseeing the 19 Congressional District Office staff and District
operations for the Congressman, where he served in this capacity for 8 years. Steve served on the
board of a Chamber of Commerce, on the board of Crime Stoppers and on the board of a County
United Way.
A tireless worker for Armenian- American issues nationwide, Steve has traveled twice to
Armenia. He traveled as an international election observer as part of the Office Organization of
Security and Cooperation in Europe (OSCE) delegation to observe the adoption of Armenia's first
Constitution. His election observation report was later filed in the US Congress Congressional
Record.
In 2002, Steve was elected to the California State Assembly representing the 29 Assembly
District. He was appointed to the Assembly Appropriations Committee by the Speaker and served as
the Vice - Chairman of the Assembly Elections and Redistricting Committee.
Steve has been the keynote speaker, a panelist and has participated in many forums,
conferences and events throughout California. He has been a guest speaker for League of Cities
division meetings, Contract Cities, and other municipal and education groups. He has been
interviewed by local, State and National Television, Radio and Newspaper outlets on a variety of
issues related to local government and education.

Grant Management Team
Tristan Shamp is our Statewide Grant Manager. Tristan joined California Consulting in June
2009 and has written over 230 grants earning over $15 million in grant awards for our clients. He
earned his Bachelor of Art's degree in History from the University of California, Los Angeles in
2005, Summa Cum Laude and has completed his Master of Arts degree in History at California State
University Fresno in 2009, also Suma Cum Laude. Tristan has taught credited courses at CSU Fresno
and has worked as a writing tutor and supplemental history instructor at Fresno City College. Tristan
has completed the Grant Writing & Management Program through CSU Fresno in October 2010 and
holds a professional certification in grant writing and program management.
Dr. Al Solano is our Southern California Grant Manager. Dr. Solano has a strong record of
improving organizational and student outcomes in both K12 and higher education settings. He
facilitated changes that led an elementary school to win the USDoE National Blue Ribbon for program
innovation and increased student achievement. As PI/PD of a Los Angeles -area multi - partnership
Strengthening Institutions Cooperative grant program, he led a team that increased low -

In the past two months alone, California Consulting received award notifications for 4
Department of Justice COPS Hiring grants for our municipal clients totaling $939,000. We were
awarded the CalTrans Active Transportation Grant for $550,000, the Assistance to Firefighters Grant
for $269,388 and the Land Water Conservation Fund for almost $100,000.

California Consulting, LLC proposes several grant writers to assign to the City of Rosemead.
While all may handle responsibilities, there will be one primary point of contact for the City regarding
all facets of grant identification and research, grant writing, and all post award compliance.
Steve Samuelian founded California Consulting in 2004. He has held various leadership
posts during a career spanning over 25 years. He began as a volunteer for a political campaign and
founded a political foundation where he served as president in high school and college. Steve
graduated from California State Polytechnic University at Pomona with a degree in Political Science.
In January 1995, he was appointed as Field Director for U.S. Congressman George Radonovich. He
was later promoted to District Director overseeing the 19 Congressional District Office staff and
District operations for the Congressman, where he served in this capacity for 8 years.
A tireless worker for Armenian- American issues nationwide, Steve has traveled twice to
Armenia. He traveled as an international election observer as part of the Office Organization of
Security and Cooperation in Europe (OSCE) delegation to observe the adoption of Armenia's first
Constitution. His election observation report was later filed in the US Congress Congressional
Record.
In 2002, Steve was elected to the California State Assembly representing the 29` Assembly
District. He was appointed to the Assembly Appropriations Committee by the Speaker and served as
the Vice - Chairman of the Assembly Elections and Redistricting Committee.
Steve has been the keynote speaker, a panelist and has participated in many forums,
conferences and events throughout California. He has been interviewed by local, State and National
Television, Radio and Newspaper outlets on a variety of issues related to local government and
education.
Steve is happily married with two children and resides in Southern California.
Tristan Shamp is our Statewide Grant Manager. Tristan joined California Consulting in June
2009 and has written over 230 grants earning over $15 million in grant awards for our clients. He
earned his Bachelor of Art's degree in History from the University of California, Los Angeles in
2005, Summa Cum Laude and has completed his Master of Arts degree in History at California State
University Fresno in 2009, also Suma Cum Laude. Tristan has taught credited courses at CSU Fresno
and has worked as a writing tutor and supplemental history instructor at Fresno City College. Tristan
has completed the Grant Writing & Management Program through CSU Fresno in October 2010 and
holds a professional certification in grant writing and program management.
Dr. Al Solano has been with California Consulting almost two years and is our Southern
California Grant Manager. He has a strong record of improving organizational and student outcomes
in both K12 and higher education settings. He facilitated changes that led an elementary school to
win the USDoE National Blue Ribbon for program innovation and increased student achievement.
As PI/PD of a Los Angeles -area multi- partnership Strengthening Institutions Cooperative grant
program, he led a team that increased low - socioeconomic community college student success rates;
recognized as a national model by external evaluators. As a consultant, Dr. Solano has facilitated

Paul Solano has been with California Consulting for over two years and serves as our
Southern California Regional Director. He has served the Bassett Unified School District (BUSD) as
a School Board Member since 2001. He is a dedicated community leader who understands the
importance of a good education and sound ethical governance.
Since his election, BUSD has had consistent gains and improvement in its API scores (10
years in a row) and has had more students going to 4 -year universities. Paul has also championed
environmental causes and energy conservation as a school board member. During his tenure, Bassett
High School became one of the first schools in the San Gabriel Valley to install an artificial turf field
to help with water conservation. Through the BUSD's recently approved Solar Energy Program, 70%
of the District's energy use will change from electric energy to solar power, at a reduced and fixed
cost for over 25 years saving the district millions of dollars in energy costs.
He has experience in the legislative process and with municipal law through his work as a
Legislative Analyst for a law firm. He also worked in city administration as a Grants Administrator
ensuring that public dollars were spent efficiently and that the funding directly served the needs of
the community.
While working full -time, he attended East Los Angeles College (ELAC) where he received
his Associate of Arts degree. He transferred to the University of Southern California (USC) where
he earned a Bachelor of Arts degree in Political Science, becoming the first in his family to graduate
from college. He is also a proud graduate of Bishop Amat Memorial High School.
Paul is an engaged member of his community, and actively raises money for a variety
charities. He has raised thousands of dollars for various local and national charities including the
Heart and Soul Foundation, St. Jude Children's Research Hospital, and the Wounded Warrior Project.
Karen Simpson is a Project Manager joined California Consulting this year and is located in
Southern California. She has served within municipal government for 27 years for the Cities of Los
Angeles, and Pomona, California. Karen has garnered her grant- writing skills for Federal and State
funding opportunities from multiple Community and Economic Development programs. She has
extensive knowledge and training in grant program management, grant research, grant writing, and
post -award program compliance. She is skilled in building collaborates between community based
organizations, faith -based entities, educational, and social institutions, which resulted in Federal grant
awards totaling $10.4 million in less than 7 years. She has written grants addressing: at -risk children
and youth, K -12 education, job training, homeless assistance, economic development, housing
improvement, and lead - hazard control.
David Marquez has been with California Consulting for three years as a Project Manager.
He focuses on developing capacity building and community development related services on behalf
of non -profit agencies, local government, and the private sector to serve the diverse communities of
Los Angeles. He has extensive experience and familiarity in the area of community and economic
development, social and health services and planning and land use issues. He has combined his

knowledge of varied issues with his experience in policy development, coalition building, grant
management, fund development and local government to develop both strategies for issue oriented
advocacy and program sustainability for his clients.
Prior to joining California Consultants, he served as the Executive Director of several non-
profit agencies where he focused on building collaborations and cross - institutional partnerships, both
formal and informal, between schools, the private sector and community based organization to
increase the social and economic capital of families in Los Angeles County. Previously, he served as
Chief Deputy of Legislation and Policy for former Los Angeles Councilmember Mike Hernandez,
where he managed the legislative and planning staff. He began his career as a community organizer,
nearly twenty years ago in East Los Angeles. He considers his experience and education as a
community organizer as the foundation of his present work.
David was born in East Los Angeles. He graduated from the University of La Verne with a
Bachelor of Arts in History and International Studies. He has spent nearly his entire professional
career working in the City of Los Angeles. He is also proud of his community involvement in the
City of Los Angeles as a Commissioner for the City of Los Angeles East Area Planning Commission,
Member of the Founders Board for the Los Angeles Neighborhood Land Trust, and as a board
member for the 24th St Theatre, Arts Community Land Activism (ACLA), the California Hospital
Medical Center, California Hospital Medical Center -Hope Street Family Center Community
Advisory Board and Communications Committee.
Cedar Landsman has been with California Consulting for over a year. She holds a Master's
Degree in Urban Planning from the Luskin School of Public Affairs at UCLA. Her concentration in
community economic development and food systems planning had a focus on the intersection
between the built environment and public health. She also holds a Masters in Latin American Studies
and a certificate in Leadership in Sustainability from the Anderson School at UCLA. She has practical
and research experience in community nutrition and obesity prevention; stakeholder analysis and
engagement; participatory planning /community engagement; youth -led advocacy and leadership
development; school and community gardening; nutrition and food policy; industry /sectoral analysis;
trade and distribution; workforce development/career ladders; and redevelopment. She holds a
Bachelor's Degree from Hampshire College with a concentration in globalization studies and social
movement history.
Cedar moved into the field of grant writing as she saw the opportunity to use her professional
skills to attract much needed resources to deserving organizations and programs that serve under -
resourced communities in Los Angeles and beyond. Cedar also served as Program Coordinator for
the Community Market Conversion (CMC) program, a food access and economic development pilot
program of the Community Redevelopment Agency of Los Angeles in partnership with the LA
County Department of Public Health's RENEW grant program and several non -profit partners. CMC
was a food access project in underserved areas of South Los Angeles that leveraged redevelopment
funding for fagade improvement to neighborhood corner stores with a requirement that stores sell
fresh food. Prior Cedar also worked as graduate intern with the Chief Operating Officer at the
Community Redevelopment Agency of Los Angeles. She has authored articles and conference
presentations on sustainable development, community engagement, food systems planning and
healthy retail policy.

Relational Center, a Los Angeles based non - profit focused on sustainable community development.

Before going into urban planning, Cedar worked as a community advocate and organizer in Los
Angeles, Mexico, and Massachusetts.
Lynda M. Jenkins, M.P.A., joined California Consulting this year as a Project Manager
specializing in grant writing, grantsmanship, program seminars, grant management, fundraising,
sponsorships and research. She has assisted educational, governmental and private organizations of
all sizes with federal, state and private grants for several decades. Prior to launching her grant writing
career, Ms. Jenkins worked in higher education and local government during her professional career.
Lynda's educational background is from California State University, Fullerton where she
earned a B.A. in English and a Masters of Public Administration with an emphasis in Urban
Management. She is currently active in two Cal State Fullerton alumni associations and is a board
member on the Non Profit Alumni Association.
Diana Dinerman joined California Consulting as a Project Manager in 2014. She is a
Washington, DC native. She has been a project manager and grant writer since 2004, specializing in
education, performing arts, and civic projects.
Ms. Dinerman received her BA from Indiana University and her MA from George
Washington University. Ms. Dinerman has facilitated and moderated panels on dance and
performance, and received several grants for interdisciplinary collaborations between artists and
scholars, including the DC Commission for the Arts and Humanities, the Humanities Council of
Washington, DC, and the Institute for Advanced Study at the University of Minnesota. Ms. Dinerman
is a doctoral candidate in American History at the University of Minnesota. She specializes in post-
war cultural history, specifically the dance theater history of Los Angeles. Most recently, Ms.
Dinerman was a research fellow at the New York Public Library for the Performing Arts and the
University of Southern California.

California Consulting understands the City of Arvin is seeking a Consultant to assist the City
in researching and identifying potential grant opportunities and provide general grant writing services.
California Consulting is a full service grant writing firm. We are experts in the fields of grant research
and identification, preparing comprehensive and concise grant application packages, submitting
grants in a timely fashion and follow through after the grant has been submitted to determine the
status of the grant.
California Consulting has a fundamental business philosophy founded on open
communication and tailoring the grants we go after to fit the client's needs.
1. Needs Assessment (Meetings with City Department Heads to review priorities and
funding needs): We learn about the client at the outset of the contract by conducting an
in -depth Needs Assessment. Each client is assigned a lead Project Manager and they meet
with the client regularly and talk with them on an ongoing basis. This relationship building
is the key to keeping the grants pursued on target with the client's overall goals.
Sample questions asked during the Needs Assessment:
a) List and describe any program initiatives or priority projects.
b) What needs, projects, or content areas would you like to target for funding? You can
list specific projects or general areas in which you have funding needs.
c) List any grants for which you are considering applying or have decided to apply. In
addition, please list what kind of grant- writing support would be helpful for each grant.

e) List past grant applications you would like to revise and submit again.
2. Facilitation of Department Decision Making Processes: Our Project Managers are
experts on grant identification. With years of experience, your Project Manager will be
able to assist the City in deciding which grants make the most sense on meeting the
funding needs identified.
3. Grant Research and Identification: Our Project Manager's conduct thorough research
on an ongoing basis. We track current and upcoming grants in order to let our client's
know what is available and what we recommend would fit their situation. By regularly
tracking grant announcements we are able to present these grant opportunities to our
clients as soon as they are released. California Consulting provides our clients with a Grant
Activity Report each month detailing the grants available, grants in progress and grants
submitted. Our Grant Writers provide our clients with available grant opportunities on an
ongoing basis.

4. Grant Preparation Process: We take your thoughts and ideas and make them a reality.
By learning about your history, your needs and how the award will positively impact the
City, we are able to communicate that information with a clear and concise grant package
to get the agency's attention.
When your staff and California Consulting agree to develop a grant proposal, we will
develop a checklist and schedule. The checklist and schedule will include what things the
City will be responsible for and when we will need them submitted to our office. The only
reason the City will have to be involved in the grant preparation process is when the
required information is information we don't have access to. California Consulting
retains copies of all grants we've submitted. If the application was successful, we use it
as a guide for future grants. Our philosophy is why reinvent the wheel if it worked the
first time.
Below is a list of general tasks for our grant process:
a. Create a task timeline with due dates
b. Ensure the proposed project meets the grant agency's requirements
c. Review similar successful grant applications and apply where possible
d. Collect information on the project
e. Meet with staff to create an accurate scope of work, budget, timeline, narratives,
and cost analysis
f. Obtain letters of support when necessary
g. Draft proposals and send to staff for review
h. Incorporate staff edits in final drafts
i. Submit completed application timely
j. Monitor funding agency until grant awards are announced.
5. Grant Review and Approval Process: We conduct an internal quality assurance process
to ensure the best quality product is submitted.
6. Facilitation of Partnership Meetings: Our Project Managers will arrange and schedule
meetings with key City Personnel to review all grants prior to submission to ensure
application accuracy.
7. Timely Submission: We create a precise timeline to ensure the grant is submitted on
time. This timeline not only captures the submission deadline, but we create other
deadlines in order to obtain the information needed for a quality submission. Everyone is
on the same page and we know what needs to be done and when so there is no scrambling
at the last minute.
8. Grant Administration: Some grants require post award compliance, reporting and
administration. California Consulting will prepare required agency reports and submit
them by the required due date. We propose that to the extent legally allowed, the City hire
California Consulting as grant administrators when dollars are available from within the
grant (at no additional cost to the City). When grant dollars from the grant are not
available for administration, reporting and evaluation purposes we will provide these
services at no cost to the City.

9. Progress Reporting: California Consulting will prepare a monthly report for the City
reflecting grants in progress, grants submitted and grants awarded. This will provide the
City with a clear strategy on reaching funding goals.
10. Quality Assurance: California Consulting takes pride in our impeccable grant
applications. We have been successful in this area due to our thorough quality assurance
measures. Our Grant Mangers conduct group meetings with all Project Managers twice
each month. In addition, our Grant Managers meet individually with each Project
Manager twice per month to review each client. These meetings thoroughly discuss each
client's needs, what grants are being worked on and what additional grants may be a good
fit. Our Grant Managers not only review the grant application at each level of completion,
they review the final product prior to submission. This ensures the best quality product
prior to final submission.
11. Potential Special Issues or Problems: Below is a list of expected or anticipated
difficulties and recommendations on how to overcome them:
Providing Matching Funds:
Many granting agencies have a matching funds requirement. This can be an obstacle
when trying to secure funding for agency with limited available funds. In order to overcome
this obstacle, it is important to provide the client with other available funding sources for the
proposed project. This may include the use of other grant monies, tax credits, low interest
loans, and private sector financing.
Grant Management:
Many times awarded agencies do not have the staffing available to manage the grant
reporting and project reporting to maintain the grant. If the agency doesn't have staff available,
it is important to partner with an outside reporting agency, contract with a grant management
professional, or consider budgeting for additional staffing to manage grants funds and /or
attended grant management workshops.
Signatures/Resolutions:
Managers and department heads are busy, and may inadvertently cause delays in the
application process. Agency management should be aware of the need for signatures and
resolutions to be done in timely fashion to ensure a competitive application is submitted on
time.
Inter - agency Agreements /MOUs:
Granting agencies often require evidence of support through interagency agreements,
MOUs, and letters of support. Whenever possible, the lead agency should notify other
agencies and organization of the project proposal and give them time to provide support
material.
Evidence of Community Input:
Community development grants will require evidence and support of a need within a
` community. Granting agencies will want record of public meetings, how they were conducted,
how many people were present, notification strategies, recording, draft reviews, and process

to final document. The lead agency must assign a staff member to coordinate public meetings,
take pictures, and record necessary data.
Technical Data:
A project narrative often requires the expert knowledge of an engineer, planner, health
official, or any other persona possessing technical expertise. Staff should be aware of the need
to gather information from them. This may require scheduled meetings, emails, and phone
calls to provide an explanation of the data, It is important for management to create a
"cooperative attitude" among staff members to assist the grant writing firm in order to produce
the best opportunity for funding.
Government Advocacy

Having this experience, expertise and established relationships with current State and Federal
Legislator's gives us an edge on government relations. We specialize in relations with Government
