Through a Request for Qualifications (RFQ) process conducted in late 2014, the City has received the qualifications of four interested consulting firms. The proposed professional service agreements will enable the City to draw upon the expertise of any of the consulting firms on a project -by- project basis to obtain funding for various infrastructure and community services projects and programs. The agreements will not entail retainer payments to the consulting firms; rather, the firms will be compensated on a project -by- project basis through agreed upon hourly rates or percentage -based proposals for specific grants. Staff Recommendation: That the Council direct the City Manager to negotiate professional service agreements, subject to the form specified by the City Attorney, with the following firms for grant writing services: Arroyo Strategy Group, based in South El Monte, CA Avant Garde, based in Pomona, CA California Consulting Services, based in Montebello, CA Evan Brooks Associates, based in Pasadena, CA At the direction of the City Council, the City issued a RFQ seeking the services of independent, third -party grant writing firms to assist in securing grants from federal, state, county governments and from private foundations. The City is not offering a monthly stipend, but rather is seeking to establish relationships with firms to identify and pursue grant opportunities as they become available. The RFQ was distributed to approximately ten firms and proposals were received from four grant writing firms as follows: Arroyo Strategy Group, based in South El Monte, CA Avant Garde, based in Pomona, CA California Consulting Services, based in Montebello, CA Evan Brooks Associates, based in Pasadena, CA In recent years, the City of Rosemead has done business directly with Avant Garde and Evans Brooks Associations. In addition, the City of Rosemead has interacted with Arroyo Strategy Group through the City's membership in the Rt. 60 Transportation Coalition. California Consulting Services is also a well -known firm that assists public agencies secure grant funding. With each of these firms being pre - qualified through a professional service agreement, the City will have ready access and the ability to solicit proposals on grant opportunities on a project -by- project basis. In addition, each of these pre - qualified firms will be entitled to approach the City with ideas and proposals to apply for grants. Retainers or stipends will not be provided to these pre - qualified firms. Rather, the firms will be compensated on a project -by- project basis through agreed upon hourly rates or percentage -based proposals for specific grants. During the past several years, the City has operated with a similar cadre of pre - qualified firms for civil engineering services with considerable success. Under this system, bids are solicited from each of the pre - qualified engineering firms for civil engineering projects. The firms do not receive retainers or stipends from the City; rather, the firms submit bid proposals for work on a project -by- project basis. The City seeks to establish a cadre of qualified, experienced grant writers whose expertise can be drawn upon to procure funding for various infrastructure and community improvement projects as well as for programs to serve community needs. The City is not offering a monthly stipend, but rather is seeking to establish relationships with firms to identify and pursue grant opportunity as they become available. Scope of Services The City is interested in establishing agreements with qualified grant writers who can perform the following: 1. Serve as a consultant to seek and secure funding. 2. Research, seek, identify and write Federal, State, County, and private grant proposals that are applicable to the City. 3. Develop strategies and prioritize schedules and timelines for each identified grant. 4. Upon request by City staff, manage the process of submitting required post - award reports to funder(s) to assure that ongoing compliance is met. 5. Manage and monitor the funding agency and file a progress report with City staff assistance, as required. 6. Monitor public and private grant opportunities to identify additional sources of potential financial and matching support and alert and coordinate with the appropriate department for program specifics. 7. Meet with the City Manager, Department Directors and City Council to evaluate departmental and resource needs as directed to meet City's objectives. Required Elements in Response /Response Format Firms, teams, or individuals responding to the RFQ shall provide the following information within their proposal. Only completed submittals will be evaluated. A. Cover Letter Respondents should submit a cover letter expressing their interest. The letter shall contain, at a minimum, the following information a. Statement of interest referencing grant writing b. Certification that the information and data submitted is true and complete to the best knowledge of the individual signing the letter. c. Respondent's name, address, telephone and fax numbers, and email address of the individual to contact regarding the submittal. d. An authorized principal or partner of a firm shall sign the letter B. Qualifications 1. Respondents shall identify the key individual to be assigned to the City (by name and position) and describe their specific work experience, educational background, and their length of tenure with respondent. 2. How much funding have you been directly responsible for drawing into specific communities? (Please provide the agency name, agency contact number, and amount for each community) 3. Respondents shall submit names, addresses, and phone numbers of references familiar with the respondents ability, experience, and reliability in the performance and management of grant writing services similar to this proposal 4. How do you gauge success in grant writing and grant prospect research? i.e., what benchmarks do you propose to be used to measure your performance? 5. List grant agencies and foundations with which you are familiar with and have experience working with. 6. How many of the following grant types have you been responsible for having awarded in the pastfive years? a. Federal b. State c. County d. her Insurance Requirements Agreements executed pursuant to this solicitation will require the selected vendor(s) to carry the following minimum amounts of insurance: a. Workers' Compensation in statutory limits. b. Comprehensive General Liability Insurance: $100,000 /occurrence c. Automobile Liability or Hired & Non -Owned Vehicle Liability Insurance:$1,000,000 /each accident (if applicable) d. Professional Liability Insurance: $11000,000 /Occurrence The City, its officers, and employees are to be named as additional insured under both the Contractor's General Liability and Automobile Liability policies. Said insurance will be required to be maintained in full force and effect during the term of the agreement with the City. Legal Requirements Offerors are required to comply with all provisions of federal, state, county and local laws, ordinances, rules and regulations that are applicable to the services being offered in this RFQ. Lack of knowledge of the Offeror shall in no way be a cause for relief from responsibility, or constitute a cognizable defense against the legal effect thereof. Evaluation The City will assemble an Evaluation Committee of no fewer than three (3) City staff members to evaluate the proposals and to make their recommendation(s) to the City Council, The City will be the sole judge of its own best interests, the proposals, and the resulting agreement. The City's decisions will be final. The committee and or City Council may require the respondent(s) to do an oral presentation. Although, each committee member independently examines each proposal prior to the meeting, the selection of the proposal for recommendation to the City Council is determined by the consensus of the Evaluation Committee. Criteria: QUALIFICATIONS 30 POINTS PREVIOUS EXPERIENCE 30 POINTS ABILITY TO PERFORM 30 POINTS LOCATION OF THE FIRM 10 POINTS The Evaluation Committee will evaluate each submittal against the published solicitation. Other Considerations This RFQ is a solicitation and not an offer to contract. The City reserves the right to issue clarifications and other directives concerning this RFQ, to make and issue modifications to the RFQ timeline; to require clarification or further information with respect to any proposal received, and to determine the final scope and terms of any contract, and whether to enter any contract. The provisions herein confer no rights, duties or entitlements to any respondents. No reimbursement will be made by the City for any costs incurred prior to an executed agreement. This requires an adequate level of preparation prior to completing the grant application in order to assure that the application contains a well written and organized project scope, schedule, and budget that are consistent with one another. This demonstrates to the funding agency that a project is implementable within the timeframe required by the grant. The second and equally important measure is identifying if a project is consistent with a funding program's goals and policies (and visa - versa). Unsuccessful grants are often a result of an agency attempting to make a project "fit" the requirements of a funding program. Also, a project applicant's local policies may not be consistent with the funding agency's policies. Identifying a nexus between the city's and funding agency's goals and policies is a key factor in gauging a grant applications ultimate CYRKK:F.'f -YI The final measure of successful grant preparation is the local agency's return on investment resulting from the grant application's preparation. The cost of preparing and submitting a grant application depends on the complexity of the project for which the grant funding is being sought and the grant application's requirements. The cost of preparing a grant application and administering the grant may, overtime, be equal to or exceed the financial benefit derived from securing the grant. The person that will be directly working with the City of Rosemead is Mr. Hernandez. Mr. Hernandez has been personally responsible for obtaining over 24 million dollars in funding for the City of South El Monte and is currently overseeing the implementation of the programs within the Housing Department. For the Housing Department alone, Mr Hernandez has received $4.5 million dollars through Calhome within the last 4 years to implement their First Time Home Buyers Program and Owner Occupied Rehabilitation programs. In addition, Arroyo Strategy Group has been responsible for obtaining funding for various cities in the San Gabriel Valley including the city of Duarte, El Monte, South El Monte, La Puente and Baldwyn Park in various amounts which total over 8 million dollars. The department heads and management understands what project lack funding or have been shelved due to lack of funding. Arroyo Strategy Group would conduct initial interviews with department heads and create a wish list of potential projects and based on their feedback and that of the City Manager, we would proceed to research possible funding sources. Once those funding sources have been determined, it would be up to the City to determine if they would like to submit an application. We were awarded the CalTrans Active Transportation Grant for $550,000, the Assistance to Firefighters Grant for $269,388 and the Land Water Conservation Fund for almost $100,000. While all may handle responsibilities, there will be one primary point of contact for the City regarding all facets of grant identification and research, grant writing, and all post award compliance. Steve Samuelian founded California Consulting in 2004. He has held various leadership posts during a career spanning over 25 years. He began as a volunteer for a political campaign and founded a political foundation where he served as president in high school and college. Steve graduated from California State Polytechnic University at Pomona with a degree in Political Science. In January 1995, he was appointed as Field Director for U.S. Congressman George Radonovich. He was later promoted to District Director overseeing the 19 Congressional District Office staff and District operations for the Congressman, where he served in this capacity for 8 years. A tireless worker for Armenian- American issues nationwide, Steve has traveled twice to Armenia. He traveled as an international election observer as part of the Office Organization of Security and Cooperation in Europe (OSCE) delegation to observe the adoption of Armenia's first Constitution. His election observation report was later filed in the US Congress Congressional Record. In 2002, Steve was elected to the California State Assembly representing the 29` Assembly District. He was appointed to the Assembly Appropriations Committee by the Speaker and served as the Vice - Chairman of the Assembly Elections and Redistricting Committee. Steve has been the keynote speaker, a panelist and has participated in many forums, conferences and events throughout California. He has been interviewed by local, State and National Television, Radio and Newspaper outlets on a variety of issues related to local government and education. Steve is happily married with two children and resides in Southern California. Tristan Shamp is our Statewide Grant Manager. Tristan joined California Consulting in June 2009 and has written over 230 grants earning over $15 million in grant awards for our clients. He earned his Bachelor of Art's degree in History from the University of California, Los Angeles in 2005, Summa Cum Laude and has completed his Master of Arts degree in History at California State University Fresno in 2009, also Suma Cum Laude. Tristan has taught credited courses at CSU Fresno and has worked as a writing tutor and supplemental history instructor at Fresno City College. Tristan has completed the Grant Writing & Management Program through CSU Fresno in October 2010 and holds a professional certification in grant writing and program management. Dr. Al Solano has been with California Consulting almost two years and is our Southern California Grant Manager. He has a strong record of improving organizational and student outcomes in both K12 and higher education settings. He facilitated changes that led an elementary school to win the USDoE National Blue Ribbon for program innovation and increased student achievement. As PI/PD of a Los Angeles -area multi- partnership Strengthening Institutions Cooperative grant program, he led a team that increased low - socioeconomic community college student success rates; recognized as a national model by external evaluators. As a consultant, Dr. Solano has facilitated 3 FOftK1A ONSULI]N large -scale grant proposals through a framework and process he developed to ensure a seamless transition from proposal to implementation. He has also served as grant proposal process trainer, and has extensive experience as an external evaluator for USNE and USDL grants. He earned a BA from Cornell University, MPA from USC, and EdD from UCLA. Paul Solano has been with California Consulting for over two years and serves as our Southern California Regional Director. He has served the Bassett Unified School District (BUSD) as a School Board Member since 2001. He is a dedicated community leader who understands the importance of a good education and sound ethical governance. Since his election, BUSD has had consistent gains and improvement in its API scores (10 years in a row) and has had more students going to 4 -year universities. Paul has also championed environmental causes and energy conservation as a school board member. During his tenure, Bassett High School became one of the first schools in the San Gabriel Valley to install an artificial turf field to help with water conservation. Through the BUSD's recently approved Solar Energy Program, 70% of the District's energy use will change from electric energy to solar power, at a reduced and fixed cost for over 25 years saving the district millions of dollars in energy costs. He has experience in the legislative process and with municipal law through his work as a Legislative Analyst for a law firm. He also worked in city administration as a Grants Administrator ensuring that public dollars were spent efficiently and that the funding directly served the needs of the community. While working full -time, he attended East Los Angeles College (ELAC) where he received his Associate of Arts degree. He transferred to the University of Southern California (USC) where he earned a Bachelor of Arts degree in Political Science, becoming the first in his family to graduate from college. He is also a proud graduate of Bishop Amat Memorial High School. Paul is an engaged member of his community, and actively raises money for a variety charities. He has raised thousands of dollars for various local and national charities including the Heart and Soul Foundation, St. Jude Children's Research Hospital, and the Wounded Warrior Project. Karen Simpson is a Project Manager joined California Consulting this year and is located in Southern California. She has served within municipal government for 27 years for the Cities of Los Angeles, and Pomona, California. Karen has garnered her grant- writing skills for Federal and State funding opportunities from multiple Community and Economic Development programs. She has extensive knowledge and training in grant program management, grant research, grant writing, and post -award program compliance. She is skilled in building collaborates between community based organizations, faith -based entities, educational, and social institutions, which resulted in Federal grant awards totaling $10.4 million in less than 7 years. She has written grants addressing: at -risk children and youth, K -12 education, job training, homeless assistance, economic development, housing improvement, and lead - hazard control. David Marquez has been with California Consulting for three years as a Project Manager. He focuses on developing capacity building and community development related services on behalf of non -profit agencies, local government, and the private sector to serve the diverse communities of Los Angeles. He has extensive experience and familiarity in the area of community and economic development, social and health services and planning and land use issues. Previously, he served as Chief Deputy of Legislation and Policy for former Los Angeles Councilmember Mike Hernandez, where he managed the legislative and planning staff. He began his career as a community organizer, nearly twenty years ago in East Los Angeles. He considers his experience and education as a community organizer as the foundation of his present work. David was born in East Los Angeles. He graduated from the University of La Verne with a Bachelor of Arts in History and International Studies. He has spent nearly his entire professional career working in the City of Los Angeles. He is also proud of his community involvement in the City of Los Angeles as a Commissioner for the City of Los Angeles East Area Planning Commission, Member of the Founders Board for the Los Angeles Neighborhood Land Trust, and as a board member for the 24th St Theatre, Arts Community Land Activism (ACLA), the California Hospital Medical Center, California Hospital Medical Center -Hope Street Family Center Community Advisory Board and Communications Committee. Cedar Landsman has been with California Consulting for over a year. She holds a Master's Degree in Urban Planning from the Luskin School of Public Affairs at UCLA. Her concentration in community economic development and food systems planning had a focus on the intersection between the built environment and public health. She also holds a Masters in Latin American Studies and a certificate in Leadership in Sustainability from the Anderson School at UCLA. She has practical and research experience in community nutrition and obesity prevention; stakeholder analysis and engagement; participatory planning /community engagement; youth -led advocacy and leadership development; school and community gardening; nutrition and food policy; industry /sectoral analysis; trade and distribution; workforce development/career ladders; and redevelopment. She holds a Bachelor's Degree from Hampshire College with a concentration in globalization studies and social movement history. Cedar moved into the field of grant writing as she saw the opportunity to use her professional skills to attract much needed resources to deserving organizations and programs that serve under - resourced communities in Los Angeles and beyond. Cedar also served as Program Coordinator for the Community Market Conversion (CMC) program, a food access and economic development pilot program of the Community Redevelopment Agency of Los Angeles in partnership with the LA County Department of Public Health's RENEW grant program and several non -profit partners. CMC was a food access project in underserved areas of South Los Angeles that leveraged redevelopment funding for fagade improvement to neighborhood corner stores with a requirement that stores sell fresh food. Prior Cedar also worked as graduate intern with the Chief Operating Officer at the Community Redevelopment Agency of Los Angeles. She has authored articles and conference presentations on sustainable development, community engagement, food systems planning and healthy retail policy. Before going into urban planning, Cedar worked as a community advocate and organizer in Los Angeles, Mexico, and Massachusetts. Lynda M. Jenkins, M.P.A., joined California Consulting this year as a Project Manager specializing in grant writing, grantsmanship, program seminars, grant management, fundraising, sponsorships and research. She has assisted educational, governmental and private organizations of all sizes with federal, state and private grants for several decades. Prior to launching her grant writing career, Ms. Jenkins worked in higher education and local government during her professional career. Lynda's educational background is from California State University, Fullerton where she earned a B.A. in English and a Masters of Public Administration with an emphasis in Urban Management. She is currently active in two Cal State Fullerton alumni associations and is a board member on the Non Profit Alumni Association. Diana Dinerman joined California Consulting as a Project Manager in 2014. She is a Washington, DC native. She has been a project manager and grant writer since 2004, specializing in education, performing arts, and civic projects. Ms. Dinerman received her BA from Indiana University and her MA from George Washington University. Ms. Dinerman has facilitated and moderated panels on dance and performance, and received several grants for interdisciplinary collaborations between artists and scholars, including the DC Commission for the Arts and Humanities, the Humanities Council of Washington, DC, and the Institute for Advanced Study at the University of Minnesota. Ms. Dinerman is a doctoral candidate in American History at the University of Minnesota. She specializes in post- war cultural history, specifically the dance theater history of Los Angeles. Most recently, Ms. Dinerman was a research fellow at the New York Public Library for the Performing Arts and the University of Southern California. California Consulting is a full service grant writing firm. We are experts in the fields of grant research and identification, preparing comprehensive and concise grant application packages, submitting grants in a timely fashion and follow through after the grant has been submitted to determine the status of the grant. Needs Assessment (Meetings with City Department Heads to review priorities and funding needs): We learn about the client at the outset of the contract by conducting an in -depth Needs Assessment. Each client is assigned a lead Project Manager and they meet with the client regularly and talk with them on an ongoing basis. This relationship building is the key to keeping the grants pursued on target with the client's overall goals. Grant Research and Identification: Our Project Manager's conduct thorough research on an ongoing basis. We track current and upcoming grants in order to let our client's know what is available and what we recommend would fit their situation. By regularly tracking grant announcements we are able to present these grant opportunities to our clients as soon as they are released. Grant Preparation Process: We take your thoughts and ideas and make them a reality. By learning about your history, your needs and how the award will positively impact the City, we are able to communicate that information with a clear and concise grant package to get the agency's attention. When your staff and California Consulting agree to develop a grant proposal, we will develop a checklist and schedule. The checklist and schedule will include what things the City will be responsible for and when we will need them submitted to our office. The only reason the City will have to be involved in the grant preparation process is when the required information is information we don't have access to. California Consulting retains copies of all grants we've submitted. If the application was successful, we use it as a guide for future grants. Our philosophy is why reinvent the wheel if it worked the first time. Below is a list of general tasks for our grant process: a. Create a task timeline with due dates b. Ensure the proposed project meets the grant agency's requirements c. Review similar successful grant applications and apply where possible d. Collect information on the project e. Meet with staff to create an accurate scope of work, budget, timeline, narratives, and cost analysis f. Obtain letters of support when necessary g. Draft proposals and send to staff for review h. Incorporate staff edits in final drafts i. Submit completed application timely j. Monitor funding agency until grant awards are announced. 5. Grant Review and Approval Process: We conduct an internal quality assurance process to ensure the best quality product is submitted. 6. Facilitation of Partnership Meetings: Our Project Managers will arrange and schedule meetings with key City Personnel to review all grants prior to submission to ensure application accuracy. 7. Timely Submission: We create a precise timeline to ensure the grant is submitted on time. This timeline not only captures the submission deadline, but we create other deadlines in order to obtain the information needed for a quality submission. Everyone is on the same page and we know what needs to be done and when so there is no scrambling at the last minute. 8. Grant Administration: Some grants require post award compliance, reporting and administration. California Consulting will prepare required agency reports and submit them by the required due date. We propose that to the extent legally allowed, the City hire California Consulting as grant administrators when dollars are available from within the grant (at no additional cost to the City). When grant dollars from the grant are not available for administration, reporting and evaluation purposes we will provide these services at no cost to the City. 11 9. Progress Reporting: California Consulting will prepare a monthly report for the City reflecting grants in progress, grants submitted and grants awarded. This will provide the City with a clear strategy on reaching funding goals. 10. Quality Assurance: California Consulting takes pride in our impeccable grant applications. We have been successful in this area due to our thorough quality assurance measures. Our Grant Mangers conduct group meetings with all Project Managers twice each month. In addition, our Grant Managers meet individually with each Project Manager twice per month to review each client. These meetings thoroughly discuss each client's needs, what grants are being worked on and what additional grants may be a good fit. Our Grant Managers not only review the grant application at each level of completion, they review the final product prior to submission. This ensures the best quality product prior to final submission. 11. Potential Special Issues or Problems: Below is a list of expected or anticipated difficulties and recommendations on how to overcome them: Providing Matching Funds: Many granting agencies have a matching funds requirement. This can be an obstacle when trying to secure funding for agency with limited available funds. In order to overcome this obstacle, it is important to provide the client with other available funding sources for the proposed project. This may include the use of other grant monies, tax credits, low interest loans, and private sector financing. Grant Management: Many times awarded agencies do not have the staffing available to manage the grant reporting and project reporting to maintain the grant. If the agency doesn't have staff available, it is important to partner with an outside reporting agency, contract with a grant management professional, or consider budgeting for additional staffing to manage grants funds and /or attended grant management workshops. Signatures/Resolutions: Managers and department heads are busy, and may inadvertently cause delays in the application process. Agency management should be aware of the need for signatures and resolutions to be done in timely fashion to ensure a competitive application is submitted on time. Inter - agency Agreements /MOUs: Granting agencies often require evidence of support through interagency agreements, MOUs, and letters of support. Whenever possible, the lead agency should notify other agencies and organization of the project proposal and give them time to provide support material. Evidence of Community Input: Community development grants will require evidence and support of a need within a ` community. Granting agencies will want record of public meetings, how they were conducted, how many people were present, notification strategies, recording, draft reviews, and process 12 to final document. The lead agency must assign a staff member to coordinate public meetings, take pictures, and record necessary data. Technical Data: A project narrative often requires the expert knowledge of an engineer, planner, health official, or any other persona possessing technical expertise. Staff should be aware of the need to gather information from them. This may require scheduled meetings, emails, and phone calls to provide an explanation of the data, It is important for management to create a "cooperative attitude" among staff members to assist the grant writing firm in order to produce the best opportunity for funding.
