SUMMARY
On December 9, 2014, the City Council conducted an annual review of the City Manager's job
performance and provided an overall rating of Exceeds Expectations. The City's established
policies and procedures for merit salary adjustments apply to the City Manager in the same
manner as all other full -time employees. As a result, the City Manager's currently monthly
salary range will be increased by two percent (2%) effective on December 9, 2014. The amount
of the adjustment conforms to the standards established for all full -time employees of the City
during the current 2014 -15 Fiscal Year.
Staff Recommendation
That the City Council approve the merit salary adjustment of 2% within the salary range in
accordance with the city's established policies and procedures for all full -time employees.
BACKGROUND
The City's compensation system for all full -time employees provides for annual performance
evaluations and eligibility for merit salary adjustments within established salary ranges. The
City Manager's annual salary is within the established salary range. A 2% adjustment to the
City Manager's current salary of $197,760.92 will bring the annual salary to $201,716.13, which
is below the salary range maximum.

FISCAL IMPACT
Funds for merit salary adjustments for full -time employees have been included in the City's
2013 -14 Fiscal Year Budget.

Financial Stability and Economic Development
• City Council approved an updated Strategic Plan for 2014 and 2015 to guide the
efforts of the City over the next two -year period, including five -year financial
projections
• Adopted a balanced Budget for the current 2014/15 Fiscal Year that enables the
delivery of high quality municipal services and community special events
• Negotiated and approved a two -year labor agreement MOU through 6/30/16 and
corresponding resolutions to continue cost containment measures, i.e., vacation
accumulation limits, "amoeba" flex weeks, administrative leave limits, etc.
• Initiated development of a Garvey Avenue Specific Plan and EIR by formation of
an Ad Hoc Committee comprised of City Council, Planning Commission, Traffic
Commission and Beautification Committee representatives; and retained the
professional services of MIG, Inc. for the preparation of related studies
• Developed and distributed an attractive Rosemead promotional marketing
brochure for use in attracting business development
• Prepared the City's first -ever Finance Dept. Procedures Manual that includes
policies, procedures, and calendar of monthly activities and deadlines
• 692 new business licenses were issued in 2014, including Sam Woo BBQ, Kami
Buffet & Grill (in the former Charley Brown's building), Jersey Mike's Subs, Hoa
Binh Supermarket (an extensive remodel of the former Beach's market building),
etc.
Public Safety
Reinstated the position of Public Safety Supervisor to oversee day -to -day
operations of Code Enforcement, Community Services Officers, and other civilian
non -sworn operations; and hired an individual in this position with strong
technical and educational qualifications
Implemented the Area Watch crime prevention community outreach program in
the City's nine neighborhood districts that:
a) Increased citizen crime prevention awareness;
b) Enhanced understanding of code enforcement efforts;
c) Improved emergency preparedness; and
d) Provided animal control awareness and dog license canvassing efforts
Continued operation of the Rosemead Public Safety CONNECTIONS forum and
its various programs, including revision of the text of The Parent's Survival Guide
to be distributed in January of 2015
• Provided information on an ongoing basis to residents and businesses on
needed items to be prepared for an earthquake or other emergency conditions
• Adopted an ordinance and regulations mitigating casino bus activities in the City
to promote vehicular and pedestrian safety, and to resolve parking displacement
and littering problems
• Initiated neighborhood notification and awareness programs, which have resulted
in decreases in residential burglaries throughout the City
• Enhanced the Sheriff Dept. crime suppression efforts in the wake of gang
violence, including deployment of additional patrol resources, accessing the
gang task force resources and several offender arrests
• Implemented the electronic Nixie public safety notification system
• Improved deployment procedures of the City's Emergency Operations Center
(EOC) through staff training and drills
• Implemented a GPS "bait" theft program that resulted in numerous property
crime arrests
Parks & Recreation
• Initiated Saturday and evening recreational basketball leagues for K through 8'"
grade boys and girls in the Garvey Park Gym and local schools gyms
• Partnered with Sing Tao Newspapers to host the City's first -ever Moon Festival,
which drew thousands of visitors to Rosemead
• Hosted Rosemead's first -ever Trunk or Treat event at RCRC with 450 attendees
that also involved the LA County Sheriff's and Fire Departments
• Re- opened the Rosemead Community Recreation Center (RCRC) in August
following interior renovations, with a full range of classes, events, and a computer
lab; also, relocated the Parks & Recreation Dept. administrative staff from the
City Hall basement to RCRC
• The basketball courts at Rosemead Park have been completely renovated with
new playing surface, standards, energy- efficient lights and a seat -wall for
spectators
• Renovated the 65 -year old Garvey Park Gym with new windows, new expanded
restrooms, refinished playing floor, and an exterior make -over. (The Gym will
reopen in January 2015 with a dedication ceremony in conjunction with the
basketball program opening day events.)
• Arranged for the Young Americans performing group to come back to Rosemead
in Spring 2015 for a three -day workshop involving youth of the community
• Studied and presented recommendations on the potential for construction of a
skate plaza, with Rosemead Park identified as the likely site
• Replaced playground equipment including construction of a security fence for the
pre - school program at Rosemead Park
• Installed new energy efficient parking lot lighting at Rosemead Park
• Continued negotiations with SCE on the design of the future Jay Imperial Park on
San Gabriel Blvd., south of Garvey Avenue; and improvements to Zapopan Park
• Erected new monument signs at Rosemead Park and Garvey Park
• Conducted a full slate of quality community events i.e., 4`" of July Parade,
Carnival and Fireworks Show, Memorial Day Ceremony, Fall Fiesta, Lunar New
Year Festival, Easter Eggstravaganza, 9/11 Memorial Ceremony, Holiday Tree
Lighting event/Dinner with Santa, etc.
• Partnered with El Monte Union High School District for replacement of a
dilapidated chain -link fence separating RHS from Rosemead Park with a new
tubular steel fence and landscape improvements
• Initiated dialogue with the Garvey School District to obtain cooperation in the
City's efforts to make improvements to the Garvey Park west softball field
Beautification and Infrastructure Improvements
• Reconstructed the Civic Center Plaza adjacent to City Hall, the Library and
RCRC, which includes public art, i.e., water features, a Rosemead Town Clock,
9/11 Memorial, and Vietnam War Memorial (A dedication ceremony was
conducted in September of 2014.)
• Reinstated the Beautification Awards program through the efforts of the
Beautification Committee
• Identified property for potential use as a municipal maintenance facility ( "City
Yard ") to enhance the efficiency and effectiveness of the City's maintenance
operations and security of equipment (The establishment of a City Yard would
also enable the restoration of Garvey Park facilities currently used for
maintenance purposes to their intended uses for community recreation.)
• Completed design of a $1 million sewer line expansion serving the Garvey
Avenue corridor
• Facilitated construction and /or engineering design of various right -of -way
infrastructure projects i.e., residential road resurfacing, painting of traffic signal
poles, replacement and repair of sidewalks, curbs & gutters, street signage
replacement, storm drain catch basin inserts, new street medians on Walnut
Grove Avenue, reconstruction of the Del Mar & Hellman Avenues intersection,
etc.
• Completed interior remodeling and replacement of furnishings at City Hall
