AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD ESTABLISHING PUBLIC ENFORCEMENT
OF THE CALIFORNIA VEHICLE CODE IN CERTAIN
PRIVATE ROADS AND PARKING FACILITIES SERVING
COMMERCIAL ESTABLISHMENTS AND DECLARING THE
URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN:
SECTION 1. The Rosemead Municipal Code is hereby
amended to add Section 3310.1 to read as follows:
(a) Pursuant to Section 21107.6 of the Vehicle Code of
the State of :California, the enforcement of traffic regulations
as set forth in the Rosemead Municipal Code shall be provided
on all private roads serving commercial establishments designated
in accordance with the provision of this section.
(b) Notwithstanding the provisions of Subdivision (a)
hereof, no such enforcement shall occur of said road described
herein on which the owner of said road has caused to be erected
a notice or sign of such size, shape and color as to be readily
legible during daylight hours from a distance of 100 feet, to
the effect that the road is privately owned and maintained, and
that it is not subject to public traffic regulations or control.
(c) The owners of all private roads designated pursuant
to this section shall be required to provide all curb markings,'
crosswalk striping, signs, and such other markings as are neces-
sary to provide notice to the general public that all traffic
laws and regulations are enforced on the premises. All such
signs, markings and stripings shall be provided in accordance
with the applicable laws and regulations of the Vehicle Code of
the State of California and the Rosemead Municipal Code.
(d) The provisions of this section shall apply to,and en-
forcement of all applicable provisions of the Vehicle Code and
• Municipal Code shall commence at all privately owned commercial
establishments which the City Council shall designate by resolu=tion in accordance with the provisions of Vehicle Code Section
21107.6.
SECTION 2. The City Council of the City of Rosemead
hereby finds and declares that the public health, safety and
welfare requires the immediate enactment of this ordinance and
hereby declares the urgency of this ordinance because

in private shopping facilities poses a danger to the public
at large by blocking entry by emergency vehicles, causing
traffic congestion and forcing pedestrians to walk in con-
gested and heavily traveled accessways.
