In the absence of John Maulding, Gene Zeller the then Assistant Superintendent of Building appealed before the County Board of Supervisors, played the part indicated above as the Regional Engineer. Follocaing the scenario the Board of Supervisors adopted the three codes. Attached is a copy of Health and. Safety Code, Sections 17958 and 17958.7. The volume of text material has increased over the years to the point where publishing in separate documents became a necessity. F:hen the 1978 National Electrical Code is adopted sometimes in 1978, the County Building Laws will be complete and .will consist of three volumes. These will be the tcao volumes you currently.tiave and in addition, the County Electrical Code volume. A fourth book entitled 1977 Los Angeles County Building Laws contains the unique County provisions of the four codes without any. of the Uniform Code material. In the past the publisher of the County Building Code has totally reprinted the adopted Pfodel Codes inserting where appropriate those changes to the Plodel Codes made by the County of Los Angeles. Due to increasing costs, and a general cross-the-board belt tightening; the Mode]. Codes, particularly the International Conference of Building Officials felt that by granting the County permission to reproduce their document they Caere losing sales not only to the County of l,os Angeles but to others thaC would buy the County Code in lieu of purchasing a Model Code. In the future years, the County caill find itself in the position of either purchasing the Model Codes as needed or paying a royality for each volume of the reproduce County Code that is distributed. The tcao Model Codes groups involved, the International Conference of Building Officials and the International Conference of Plumbing and Ptechanical Officials, this year for the last time granted permission for the reproduction of their document. They provided our publisher with their plates from which he could then readily reproduce [heir documents. Th2s meant, of course, that he did not have to set in' type the entire code docu,aent, only the County amendments needed to be type set. T}ie only way of doing this was to print the County`s changes in a separate segment of the book as they did not always replace word for work or paragraph for paragraph the sections they replaced. Let us revieca the Building Code, as an example, you will note that the page numbers in front of your book have a "b" prefix. These page numbers • continue from b-1 through b-117. These pages include the County`s amendments to Chapters 4 through 60 of the Uniform Building Code; they include the administrative portion of the County Code Chapters 1 through 3 and they include those c}iapters beyond Chapter 60 which are unique to the County of Los Angeles. Page b-115 introduces Chapters 4 through 60 .. FTr. Li ~d~>~ amson October 31, 1.977 Page 2 of the 1976 Edition of the Uniform Building Code. On the next page is a brief description of what follows, basically, Chapters 4 through 60 of the Uniform Building Code reprinted verbatim from that document. In reviewing the Uniforr Building Code chapters you will note in the margin shaded vertical lines which indicate that the sections are revised from the previous edition of .the Uniform Building Code. In addition to the shaded lines you cai7.1 periodically cote a solid line. The solid lines may be in different sections or may be in the same section as a shaded line. The solid line is a cross-reference to the County Code and infers that this particular section has been modified by the County. To find the County's modification one needs to turn to the appropriate section at the front of the book in the "b" pages. This procedure also is followed in the Plumbing and Mechanical Code. Briefly running through that document the first few pages p-1 through p-24 are the County amendments to the Plumbing Cgde. These are followed by the Uniform Plumbing Code. Approximately half through the book you will encounter the .Uniform Mechanical Code preceded by the County amendments on pages m-1 through m-16. There is an additional volume titled "Los Angeles County Building La;as." - This document is primarily intented for individuals that would be doing • work caithin the unincorporated territory of the County and wish to know what changes the County has made to the Model Codes. Individuals caho currently have a Model Code and have no need to buy an additional copy. The previously discussed "b" sheets for building, "p" sheets for Plumbing, and "m" sheets for lechanical are included within this particular docu„~ent as are the County changes to the Electrical Code as it exists on November 1, 1977. This particular document does not contain any reprint from any of file Pfodel Codes. In fhe cities adoption process they will be adopting the two documents, the Building Code document and the Plumbing and Mechanical document both sprial bound. They will not be adopting the soft cover document entitled Los Angeles County Building Laws as this material is contained in the other volumes. Amendments to State Adopted Model Building Code The finding required by the State Housing Law as to the necessity of changes made by local jurisdiction is limited to those changes effecting residential occupancies only. The County changes to the biodeL Code are those contained- in the County's adopting ordinance and appearing in -Section 20 through Section 91, those changes to the Uniform Building Code which occur within Chapters"4 through 60. _ The following discussion will address .only those changes which effect, residential buildings as this is the only :item of consideration. .. ~~- ~~ Pfr. Lin Williamson October 31, 1977 Page 3 Sections 1304 and 1404 of the Uniforn Building Code have been amendment to include specific provisions relating to bars, grills or screens placed over emergency bedrooms egress and rescue windows. The modification requires that these grills, which are commonly installed for security purposes, be openable from the inside by individuals that may be trapped within the building during a fire. Its intent is to assure that the code requirement for an emergency egress window from bedrooms. is not negated by an o;aner's inadvertent installation of security devices. Several well publicized deaths within the I.os Angeles area in the past few years clearly indicate the need for this amendment. An addition to the 2•fodel-Code occurs in Chapter 16 adding Fire 'Lone 4. As you know, this is the brush fire hazardous area, the requirements contained within this section are intended to minimize property loses due to the rapid spread of brush fire. The inclusion of these require- ments followed the disasterous t•ialibu-Topanga•fire in 1970. Section 1807 is amended. This is the'section.that provides life safety provisions for high-rise buildings. It is included only because these changes would apply to any residential building exceeding 75 feet in height. These provisions are somewhat different from those contained in the Uniform Euilding Code primarily through the recommendation of the Los Angeles County Fire Department. In a related item Chapter 3S has been amended to require sprinkler systems in all buildings exceeding three- - story in height, this is a departure from the Uniform Building Code. Chapter 25 dealing with wood construction is amended in Section 25].8 under the general frame construction requirements to provide additional seismic bracing for residential buildings. Related changes again dealing c.-ith seismic e~:ist within Chapter 37 for the reinforcing and anchorage of masonry fireplaces. These amendments occurred following the San Fernando Earthquake and recommendations made by the Counties Earthquake Task Force "A" and the County Earthquake Commission. Chapter 29 includes an added section entitled "Foundations on Expansive Soil." This addition to the Ptodel Code includes specification type • code language for buildings to be.constructed on expansive soil, .these provisions were added in the mid-1960's to address the problem of expansive soil caithout requiring all individual owners to secure the services of a soil engineering firm. These provisions have proven adequate in their ten years or so of use. .. t~Ir. EXCEPTION. In Group I Occupancies, unobstructed stud and joist spaces may be used provided not more than one required firestop is removed. COt•1MENT: To allow stud and joist spaces to be used as combustion air supply ducts where not prohibited by the Building Code. Table 10-D footnote 1 is amended to read: llnsulation may be omitted on that portion of a duct which is located • within a wall or a floor-ceiling space v:here both sides of this space are exposed to conditioned air and where this space is no t, ventilated or other- vise exposed to unconditioned air. COMMENT: To be consistent ~•+ith Uniform .Code Committee action. . • i D~~ ~6~ SIGNIFICANT DIFFEREt1CES BETWEEN THE COUNTY PLUMBING CODE At1D THE UNIFORM PLUMBING CODE Section 315 of said Uniform Plumbing Code is amended by changing subsection (f) to read: (f). No"water, soil or waste pipe shall be installed or permitted outside of a building or in an exterior wall or uninsulated attic unless where necessary adequate provision is made to protect such pipe from freezing. COMMENT: Includes necessary existing provision from 1875 Los Angeles County Plumbing Code. ' Section 1107 of said Uniform Plumbing Code is•amended by deleting subsection (e). (b), (c) and (d) of-said Uniform Plumbing Code is amended to read: SEC. 1119.-- ABANDONED SEWERS AND SEWAGE DISPOSAL FACILITIES (b) Every cesspool;-septic-tank-and or seepage pit which has been • abandoned or has been discontinued otherwise from further use or to which no waste or soil pipe from a plumbing"fixture is connected, shall have the sewage removed therefrom and be completely filled with earth,-sand; .gravel, concrete or other approved mate~i.al. - • (c) The top cover or arch over the cesspool;-septic-tank; or seepage pit shall be removed before filling and the filling shall no[ extend above the top of the vertical portions of the sidewal k or above the level of any outlet pipe until inspection has been called and the cesspool;-septic-tank; or ' seepage pit has been inspected. After such inspection ,. the cesspool;-septic tank or seepage pit shall be filled to the level of the top of the ground. (d) No person owning or controlling any cesspool;-septic-tank; or seepage p(t on the premises of such person or in that portion of any public street, alley or other public property abutting such premises, shall fail, refuse or neglect to comply with the provisions of this section or upon receipt or notice so to comply from the Department having jurisdiction. COMMENT: Considered an unnecessary expense. Section 1.119 of said Uniform Plumbing Code is amended by adding • subsection (f). (f) No such excavation shall be left unattended at any time unless the permittee shall have first provided a suitable and adequate barricade to assure public safety. COMMENT: Retains present-Los Angeles County Plumbing Code requirements for public safety. Section 1310 of said Uniform Plumbing Code is amended by amending subsection. (a) to read: • - _ (a) Water heaters generating a glow, spark or flame capable of igniting flammable vapors may. be installed in a residential garage provided the pilots and burners or heating elements and switches; are, at least eighteen (18!') y -7- • ~ ~, Dom: ~6~ ~ inches above the floor level lJhen'a water heater is replaced it shall be installed as set forth in this Section. COMMENT: Orders of the Board of Supervisors. Section 1310 of said Uniform Plumbing Code is amended by adding sub- section (d) to read: (d) Storage o-ster heaters over four (ti') feet in height from their base shall be anchored or strapped to prevent horizontal or vertical displacement due to earthquakes.- EXCEPTION: Water heater served by ri id water connections or installed in individual compartments need not be further stabilized COFIMENT: Retains Los Angeles County Uniform Plumbing•Code ear[hquake requirements. Section I-5, Subsection (i) of said Uniform Plumbing Code is amended to read: (i) Access to each septic tank shall be provided by at least two (2) `manholes twenty (20") inches in minimum dimension or by an equivalent removable cover stab. One access manhole shall be located over the inlet and one (1) access manhole shall. be located over the outlet. Wherever a first compartment exceeds twelve (12') feet in length, an additional manhole shall be provided over the baffle wall. Lining materials shall be placed tight together and laid with joints stag- gered. Except in the case of approved type pre-cast concrete circular I i section; no brick or block shall be greater in height than its width and i ' shall be laid flat to form at least a four (4") inch vrall. [trick or block I yreater than tvrelve (12") inches in. length shall have chamfered matching ends and be scored to provide for seepage. Excavation voids behind the brick, block or concrete liner shall have-a-m}n}mdm-of-s}x-{6u}-}nehes-af e}con-9f&u-grave}-or-cock-and-sha}} be progressively backfilled arhile the i lining is being installed. COMMENT: Unenforceable. (i) An approved .dented inlet fitting shall be provided in every seepage • pit so arranged as to prevent the inflovr from damaging the sidewall.
