SUBJECT: DISCUSSION OF TRAFFIC CONDITIONS IN THE VICINITY OF JANSON
ELEMENTARY SCHOOL
SUMMARY
Several comments and concerns have been received by the Traffic Commission and staff
regarding traffic conditions in the vicinity of Janson Elementary School. These complaints
have occurred occasionally over a period of several years and are mostly related to the
volume of traffic in the area, the drop off and pickup procedures at the school, and the
resulting traffic impacts. Staff has discussed these issues with concerned residents,
motorists, and representatives from the Rosemead School District and Janson Elementary
School. At this time, Staff believes it is important to receive public comment and feedback
regarding the conditions in this area to be utilized in a comprehensive traffic review.
Staff Recommendation
It is recommended that the Traffic Commission receive public comment and provide
feedback and direction to staff regarding the traffic conditions in the vicinity of Janson
School. No action is desired at this time.
DISCUSSION
Existing Conditions
Janson Elementary School is located on Marshall Street between Bartlett Avenue and
Walnut Grove Avenue and serves approximately 600 students. The school has a driveway
in the back of the property, off of Bartlett Avenue, that serves as the drop off and pick up
area. Vehicles enter this driveway off of Bartlett Avenue and exit through the back of the
property to Olney Street back to Bartlett Avenue. According to City records, this
configuration for drop off and pick up was established in 2002.
Bartlett Avenue is a north -south local residential collector street that is approximately 36
feet wide and has a posted speed limit of 25 miles per hour. Olney Street is a local street
with a width of 36 feet and a posted speed limit of 25 miles per hour. Loftus Drive is a
residential street with an approximate width of 28 feet and a posted speed limit of 25 miles
per hour. These three streets allow for travel in each direction and permit on street parking
with the exception of street sweeping restrictions.

At the intersection of Bartlett Avenue and Marshall Street, there is an existing 4 -way stop -
controlled intersection and yellow marked school zone crosswalk. There is a stop sign for
traffic traveling westbound on Loftus Drive at the intersection of Bartlett Avenue, where
Loftus Drive 'T's" into Bartlett Avenue. Cross traffic on Bartlett Avenue does not stop.
There is also a yellow marked school zone crosswalk for pedestrians crossing Loftus Drive
on Bartlett Avenue. There are no stop controls at the intersection of Bartlett Avenue and
Olney Street.
Next Steps
It is the intention of staff to receive feedback from the community, affected residents, and
the school community regarding the current concerns and requests moving forward
regarding traffic in this area. Staff will take the feedback, complaints, and suggestions
received and utilize them in reviewing the traffic conditions in this area. Staff and traffic
engineering consultants will review the conditions in this area and create recommendations
to resolve any existing issues moving forward. Any recommendations or plans regarding
traffic in this area will be presented at future Traffic Commission meetings prior to
implementation.

This item has been noticed through the regular agenda notification process. A notification
of this review was circulated to adjacent residents, businesses, and schools within a
minimum radius of 300 feet of this location.

The City of Rosemead Traffic Commission will be reviewing and discussing the traffic
conditions in the vicinity of Janson Elementary School at a Special Meeting of the
Rosemead Traffic Commission on Thursday, February 12, 2015 at 7:00 p.m. at the
Rosemead City Hall Council Chamber. This meeting is for discussion only and no action
or recommendations will be made.
You are being notified because your property is in close proximity to this location and we
encourage your comments regarding traffic safety and conditions in this area.
