TC - Minutes - 11-06-14Meeting Minutes for the ROSEMEAD TRAFFIC COMMISSION November 6, 2014 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell- Chavez at 7:00 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Ornelas INVOCATION: Chair Russell- Chavez PRESENT: Chair Russell- Chavez, Vice Chair Masuda, Commissioners Hall, Ornelas, and Quintanilla ABSENT: NONE REORGANIZATION OF THE COMMISSION: Chair Russell- Chavez and Vice Chair Masuda were nominated to remain in their current positions. STAFF PRESENT: Public Works Director Hawkesworth, Public Works Manager Sullivan, and Administrative Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE NONE 2. CONSENT CALENDAR Vice Chair Masuda motioned, seconded by Commissioner Hall to approve Item A (August 7, 2014 Minutes) from the Consent Calendar. Votes resulted in: Yes: Masuda, Hall, Quintanilla, Ornelas, and Russell- Chavez No: None Abstain: None Absent: None 3. NEW BUSINESS A. REQUEST TO INSTALL PARKING RESTRICTIONS - EARLE AVENUE AND MARSHALLSTREET Staff provided the Traffic Commission with a brief description of the location and the recommendation of having approximately 10 feet of red curbing added to the southwest and southeast corner of Earle Avenue at Marshall Street. The Commission asked staff for clarification on where they are proposing to install the red curb. Staff clarified the area on where they are proposing to put the red curb. Theresa Farrell, 3652 N. Earle Avenue, discussed her concerns regarding the location in question. - Rosemead Traffic Commission Meeting Meeting Minutes of August 7, 2014 Page 1 of 3 Commissioner Hall motioned, seconded by Vice Chair Masuda to approve staffs recommendation of having approximately 10 feet of red curbing added to the southwest and southeast corner of Earle Avenue at Marshall Street along with touching up the other existing red curb near the location. Votes resulted in: Yes: Hall, Masuda, Russell- Chavez, Quintanilla and Ornelas No: None Abstain: None Absent: None B. PEDESTRIAN SAFETY IMPROVEMENTS- BARTLETT AVENUE AND LOFTUS DRIVE Staff requested to have Item 3B (Pedestrian Safety Improvements- Bartlett Avenue and Loftus Drive) pulled from the agenda and asked that no actions be taken pending further review. The Traffic Commission concurred to table the item. C. PROPOSED ORDINANCE- PREVENTION OF MIDBLOCK U -TURN Staff provided the Traffic Commissioners with a brief description about the item and for the Traffic Commission to provide their input on an ordinance to prevent midblock U -Turn movements in areas designated by the City Engineer, Brian Lewin, 9501 E. Ralph Street, is in support with the proposed ordinance and suggested in banning all U -Turns near schools be part of the ordinance. Vice Chairman Masuda asked staff what types of signage would be used to inform motorists that U -turns will be prohibited. Staff informed the Commissioners that if the ordinance is approved appropriate No U -Turn signage would be posted in the appropriate areas and would include any additional parameters of the restriction. Commissioner Hall informed staff that there is currently something in the ordinance prohibiting U -turns near schools. Chair Russell- Chavez voiced support for prohibiting midblock U- Turns. 4. STAFF REPORT Staff provided the Traffic Commission with an update on current and upcoming projects throughout the City. 5. COMMISSIONER REPORTS Vice Chair Masuda asked staff if it is possible to improve the signage on Glendon Way near the entrance of the freeway in front of the UFC gym. Commissioner Ornelas concurred with Vice Chair Masuda. Commissioner Quintanilla asked if a crossing guard can be placed at the intersection of Ivar Avenue and Valley Blvd during the hours that the schools are let out. Chair Russell- Chavez asked staff there are any type of speed calming that can be used on Hellman Avenue, between Del Mar Avenue and San Gabriel Blvd. Mrs. Russell- Chavez asked if staff can look in to possibly get turn signals installed at the intersection of San Gabriel Blvd/ Potrero Grande/ Rush Street.
