SUBJECT: REVIEW OF TRAFFIC CONDITIONS NEAR JANSON ELEMENTARY
SCHOOL — APPROVAL OF STRIPING IMPROVEMENTS
SUMMARY
At the Traffic Commission Meeting of February 12, 2015 the Traffic Commission received
feedback from the community and provided input on the traffic conditions around Janson
Elementary School. Staff has reviewed the discussions that took place at the meeting and
has continued to review the conditions as described. The plan presented for approval
includes the improvement of signage and striping in the area as well as a temporary trial of
parking restrictions along Bartlett Avenue.
Staff Recommendation
It is recommended that the Traffic Commission recommend that the City Council approve:
1. The installation of parking restrictions on Bartlett Avenue on School Days from 7:00
a.m. until 3:00 p.m., on the East and West sides of the street as indicated on the
attached plan, on a temporary basis from May 1, 2015 through June 30, 2015
2. The installation of the signage and striping improvements in the vicinity of Janson
Elementary School, per the attached Signage and Striping Plan
DISCUSSION
Existing Conditions
Janson Elementary School is located on Marshall Street between Bartlett Avenue and
Walnut Grove Avenue and serves approximately 600 students. The school has a driveway
in the back of the property, off of Bartlett Avenue, that serves as the drop off and pick up
area. Vehicles enter this driveway off of Bartlett Avenue and exit through the back of the
property to Olney Street back to Bartlett Avenue. According to City records, this
configuration for drop off and pick up was established in 2002.
Bartlett Avenue is a north-south local residential collector street that is approximately 36
feet wide and has a posted speed limit of 25 miles per hour. Olney Street is a local street
with a width of 36 feet and a posted speed limit of 25 miles per hour. Loftus Drive is a

residential street with an approximate width of 28 feet and a prima facie speed limit of 25
miles per hour. These three streets allow for travel in each direction and permit on street
parking with the exception of street sweeping restrictions.
At the intersection of Bartlett Avenue and Marshall Street, there is an existing 4-way stop-
controlled intersection and yellow marked school zone crosswalk on two legs of the
intersection. There is a stop sign for traffic traveling westbound on Loftus Drive at the
intersection of Bartlett Avenue, where Loftus Drive "T's" into Bartlett Avenue. Cross traffic
on Bartlett Avenue does not stop. There is also a yellow marked school zone crosswalk for
pedestrians crossing Loftus Drive on Bartlett Avenue. There are no stop controls at the
intersection of Bartlett Avenue and Olney Street.
Concerns from Community
The Traffic Commission and Staff heard a number of concerns from the community at the
meeting of February 12, 2015. The thesis of all concerns was the idea that the safety of
pedestrians, especially school children, is of the highest priority. Additional concerns
related to speeding vehicles, the volume of vehicles coming through the area, the inability
of an emergency vehicle to get down Bartlett Avenue during peak hours, and pedestrians
crossing where there is no crosswalk or crossing guard.
Recommended Improvements
Based on Staff review of the feedback received from the community, improvements have
been identified for potential installation in this area.
Parking Restrictions — Trial Period
Concerns from the community reflected the volume of vehicles traveling down Bartlett
Avenue and the traffic impacts these vehicles create. Additionally, concerns were
expressed that an emergency vehicle would not be able to move through the traffic during
peak hours or that vehicle are trying to go two and three vehicles wide up and down Bartlett
Avenue. The restricting of parking along Bartlett Avenue has been discussed through this
process as a potential measure to alleviate the congestion along Bartlett Avenue. In
addition to alleviating congestion, the restriction of parking on the East side of Bartlett
Avenue will prevent parents from parking on the curb and making unsafe crossings on
Bartlett Avenue with their children.
The proposed parking restrictions would be for School Days from 7:00 a.m. until 3:00 p.m.
and they would be implemented on a trial basis from May 1, 2015 through the end of the
school year at Janson Elementary. By making these restrictions temporary, staff and the
community will be able to see the effects of these implementations and provide feedback
prior to making them permanent. At the conclusion of the school year, these restrictions
can be revisited and a determination can be made as to whether or not they are to be made
permanent. These temporary restrictions will be posted properly and they will be
enforceable by the City's parking enforcement staff.

Striping Improvements
Additional concerns indicated that turns of vehicles coming off of eastbound Olney Street
turning left to northbound Bartlett Avenue are often cut short. Currently, as Olney Street
and Bartlett Avenue are local residential roadways, there is no striping on the roadways.
Engineering staff has proposed the installation of approximately 50 feet of Caltrans striping
"Detail 21", which is double yellow lines, from each leg of the intersection. This simple
striping will help to tighten up the flow of traffic and indicate where turn movements ought to
be made. Similar striping improvements have been completed, to the satisfaction of school
administrators, on Fern Avenue near Sanchez Elementary and Temple Intermediate.
Additionally, it is proposed that "25 MPH" speed legends be striped on the pavement on
Olney Street for vehicles leaving the school property and traveling eastbound.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process. A notification
of this review was circulated to adjacent residents, businesses, and schools within a
minimum radius of 300 feet of this location.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a proposal to install new
striping and parking restrictions along Bartlett Avenue and Olney Street. The parking
restrictions will restrict parking, as shown on the reverse, on school days from 7:00 a.m.
until 3:00 p.m. These restrictions will be introduced on a temporary basis from May 1,
2015 through June 30, 2015. At the conclusion of the trial period, these restrictions will
be evaluated to be determined if they should be made permanent.
You are being notified because your property is in close proximity to this location. We
encourage your comments regarding traffic safety in this area. If you wish to comment
on the issue, you are invited to attend the Traffic Commission's next meeting on
Thursday, April 2. 2015 at 7 PM at the Rosemead City Hall City Council Chambers.
