1. WORKSHOP
A. 5-Year Capital Improvement Program Workshop
The City has been working to develop a 5-Year Capital Improvement Program (CIP)to help
identify the future funding needs of the City for infrastructure and facility improvements. The
report is the draft 5-Year CIP that has been developed by using resources such as the draft
Parks and Facilities Master Plan, the Pavement Management Study, and a current needs
assessment. The draft 5-Year CIP is sorted into three categories: Engineering (street and
right-of-way projects), Buildings, and Parks. The intention of the workshop is to provide input
on the projects outlined and to discuss the various funding shortfalls and needs.

B. Display of the Vietnam American Heritage and Freedom Flag with the United States of
America Flag Along Valley Boulevard as a Symbol of Freedom and Democracy
The Vietnamese Refugee Community of Los Angeles County is again requesting that the
City Council support the Vietnamese American citizens of the Rosemead community by
authorizing the display of the Vietnamese American Heritage and Freedom Flag side-by-side
with the United States of America Flag as a symbol of freedom and democracy along Valley
Boulevard from Saturday,April 25th through Sunday, May 3b. The display of the flags
together side-by-side in this manner is consistent with the protocol specified in the United
States Flag Code. This years'flag display will also commemorate 40 years since the end of
the Vietnam War and fall of Saigon on April 30, 1975.
Recommendation: That the City Council approve the request of the Vietnamese Refugee
Community of Los Angeles County to display the Vietnamese American Heritage and
Freedom Flag side-by-side with the United States of America Flag from April 25,2015
through May 3, 2015 in accordance with the protocol specified in the United States Flag
Code.
C. Installation of Keep Clear Markings—Garvey Avenue and Willard Avenue
At its meeting on April 2, 2015, the Traffic Commission reviewed the traffic conditions and
roadway access at the intersection of Garvey Avenue and Willard Avenue. Motorist have
expressed concern regarding the backup of vehicles on eastbound Garvey Avenue blocking
the intersection at Willard Avenue making it difficult for vehicles to enter and exit Willard from
Garvey Avenue. The Traffic Commission recommended, with unanimous vote,that the City
Council consider the addition of Keep Clear markings at this location.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install"Keep Clear" pavement markings with limit lines in the eastbound
travel lanes of Garvey Avenue at the intersection of Willard Avenue.

D. Review of Traffic Improvements—Angelus Avenue and Klingerman Street
At its meeting on April 2, 2015, the Traffic Commission reviewed the traffic conditions in the
vicinity of Angelus Avenue and Klingerman Street and recommended that signage and
striping improvements be made in the area. Staff had received a number of complaints
regarding the speeds of vehicles, the safety of a curved intersection where Angelus Avenue
and Klingerman Street come together, and the proximity of this area to Rice Elementary
School. Staff and a consulting engineer reviewed the conditions in this area and
recommended some signage and striping improvements to enhance safety in this area for
residents, motorists, and pedestrians,especially school children.
Recommendation: That the City Council approve the Traffic Commission's
recommendation of an updated signage and striping plan for the area of Angelus Avenue
and Klingerman Street.
E. Approval of Purchase Order—Transit Buses
The City's public transit program offers both a fixed route bus system,the Rosemead
Explorer, and curb to curb Dial-A-Ride service for individualized transportation needs.These
services are provided by Southland Transit, Inc. under a contract that is set to expire June
30, 2015, and staff is developing a request for proposals (RFP)for transit operation services.
Through the RFP development process staff has determined that having the contract
operator provide the transit buses at the City's expense is not the most economical approach
as the City pays for the cost of the buses plus interest for over the contract duration, yet does
not maintain the residual value of the buses. Based on discussions with other municipal
transit providers it is apparent that the practice of cities fumishing transit buses to the
contract transit operator has become the norm in the industry.
The City frequently purchases fleet vehicles through a negotiated State General Services
Contract whereby a small agency, like the City of Rosemead,can recognize pricing typically
reserved for large volume purchases.The California Association for Coordinated
Transportation (CaIACT) similarly negotiates these purchase agreements for the
procurement of transit buses. Creative Bus Sales,the approved CaIACT vendor, has
prepared quotations for the purchase of five transit buses,which will maintain the City's
current level of service. The funds to be used for the purchase of the transit buses will be
drawn from the City's Proposition A transportation allocation as part of the 2015-16 Fiscal
Year budget process.
Recommendation: That the City Council authorize the purchase order of five transit buses
from Creative Bus Sales per specifications and quotation obtained through CaIACT.

F. Second Dwelling Unit Agreement
Chapter 17.30"Second Dwelling Units",of the City's Zoning Code, defines a second dwelling
unit and includes the requirements for allowing them, which includes, but is not limited to,the
maximum number of bedrooms, unit size, height limits, setbacks, and parking. In addition,
Chapter 17.30 implies that the lot must already contain an existing single-family dwelling unit
poor to the second dwelling unit being constructed. However, it is not uncommon for an
applicant to request to build a new primary dwelling unit and a second dwelling unit at the
same time. If it is the desire of the City Council to allow concurrent construction of the
primary dwelling unit and second dwelling unit, then applicants should be required to enter
into a formal recordable agreement with the City.
Recommendation: That the City Council approve the"Second Dwelling Unit"Agreement
and authorize the Community Development Director to execute this agreement when a
written request is made by an applicant for the concurrent construction of a new primary
dwelling unit in conjunction with a second dwelling unit.

A. Formation of an Anti-Graffiti Task Force
Council Member Low has placed this item on the agenda with the objective of reducing the
incidence of graffiti within the community.
B. Mayor's Appointments for 2015.2016/Approval of FPPC Form 806
Each year, a listing of City Council Member appointments to a variety of regional and state
committees and boards is prepared and submitted by the Mayor. To assist the Mayor,
members of the City Council had the opportunity to complete the"Mayor's Appointments for
2014-2015"form listing each individual's preference for the particular committees and
boards.
In addition, it is recommended that the City Council approve the Fair Political Practice
Commission's(FPPC) Form 806 to be consistent with the Mayor's appointments and be
posted as required in the City's website.
Recommendation: That the City Council approve the Mayors Appointments for 2015-2016
and authorize the City Clerk to file the Fair Political Practice Commission's From 806 and
post the form on the City's website, as required by law.
