February 12, 2015
The special meeting of the Rosemead Traffic Commission was called to order by Chair Russell- Chavez at
7:02 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

STAFF PRESENT: Acting Public Works Director Hawkesworth, Acting Public Works Manager Sullivan, and
Administrative Assistant Llamas
1. PUBLIC COMMENT FROM THE AUDIENCE
Vella Navarro, 2239 Angelus Avenue, has concerns with the resident's safety and with vehicles speeding at
the corner of Klingerman Street and Angelus Avenue. She also informed staff that they previously had
delineators installed at the location and cars are either hitting or running over them, she is requesting to
have speed bumps installed at the location.
2. CONSENT CALENDAR
Commissioner Hall motioned, seconded by Commissioner Ornelas to approve Item A (November 6, 2014
Minutes) from the Consent Calendar. Votes resulted in:

3. OLD BUSINESS
A. DISCUSSION OF TRAFFIC CONDITIONS IN THE VICINITY OF JANSON
ELEMENTARY SCHOOL
Staff provided the Traffic Commissioners with a brief description on the item and recommended that they
receive the public comments and provide feedback and direction to staff regarding the traffic conditions in
the vicinity of Janson School. No action is desired at this time.
Salvador Portugal, 3625 Dubonnet Avenue, has concerns with vehicles speeding at the corner of Dubonnet
Avenue and Loftus Drive and would like some speed control along that area. Mr. Portugal agree in having a
stop sign installed at the corner of Olney Street and Bartlett Avenue.
Ron Esquivel, 8722 Loftus Drive, requested in having speed limit signs installed on Dubonnet Avenue and
Loftus Drive, Mr. Esquivel doesn't agree with having a stop sign installed at the corner of Olney Street and
Bartlett Avenue, but does recommend in getting Keep Clear on Bartlett Avenue and Loftus and on Marshall
Street and Dubonnet Avenue.

Caroline Barrera, 8716 Olney Street, has concern with traffic congestion along Olney Street and Bartlett
Avenue during school hours and is worried that if they were to ever need emergency assistance, emergency
vehicles won't be able to get through.
Robert Barrera, 8716 Olney Street, told the Traffic Commission that some of the major problems he sees is
people parking in the middle of the street on Bartlett Avenue along with people speeding from Bartlett
Avenue onto Loftus Drive. He recommended having parking restrictions on the west curb from on Bartlett
Avenue Monday thru Friday and adding having a stop installed and adding lines to divide the traffic.
Veronica Pena, 8648 Olney Street, has major concerns with traffic and safety issues along Olney Street and
Bartlett Avenue.
Peter Pena, 8648 Olney Street, informed the Traffic Commissioners that his biggest concerns would be
emergency vehicles not being able to get thru due to traffic issues. He is also concerned about the presence
of vehicle toxins.
Staff informed the Commissioners that per records and minutes obtained from back to 2002 an
environmental impact study was not done because there was no addition facility being expanded, it was
only a reconfiguration.
Florencio Molina, 8609 Olney Street, expressed his concerns about the traffic congestion and safety issues
along Olney Street and Bartlett Avenue. He has also asked if the Commissioner can help and suggest that
the school relocate the loading zone back onto Marshall Street.
Gabriel Cardenas, Principal to the back of the school was for the safety of the students and has also
suggested in adding parking restrictions on the west side curb of Bartlett Avenue.
Staff informed the Commissioners that they have meet with the school district and did mention to them that
the driveway off of Bartlett Avenue is narrow and it will need to be expanded.
Robert Barrera, 8716 Olney Street, expressed his concerns for the safety of the students and informed the
Commissioners that he has witness school officials crossing students in an unsafe and unmarked
intersection putting the students in danger.
Commissioner Hall said that after hearing everyone concerns it seems that the biggest focus seems to be
for the safety of the kids and finding a solution for emergency vehicles to be able to get thru onto Olney
Street if an emergency assistance were to be needed.
Staff provided closing remarks regarding what the City is able to look at regarding these issues. Staff stated
the City can look at red curbing, street striping, sidewalk, and driveway approaches. The City cannot
mandate how the School operates its pick up and drop off system.
4. STAFF REPORT
Staff provided the Traffic Commission with an update on current and upcoming projects throughout the City.
5. COMMISSIONER REPORTS
Chair Russell- Chavez asked if all the City Bridges will be getting painted black. Residents living across the
street from Rosemead Park are requesting if 2ft of red curb can be added to each side of their driveway to
avoid cars from parking too close. She inquired about the status of safety improvements Hellman Avenue.
She also thank for taking care of the Parking issues in front of the Cemetery off of Valley Blvd.

7. ADJOURNMENT
The meeting adjourned at 8:32 p.m. The next Traffic Commission meeting is scheduled for March 5, 2014 at
7:00 p.m., and in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
