PROJECT METHODOLOGY
1 Site Analysis
No urban site is an island and projects such as skateparks and other recreational facilities must be
designed with sensitivity to their surroundings. Every site offers certain opportunities and
constraints. Design solutions must address both of these characteristics if they are to result in
safe and enjoyable recreational facilities. Therefore, we feel that it is imperative to develop a full
understanding of the relationships between the project site, adjacent and nearby uses, and the
surrounding community as early as possible in the design process. LRM accomplishes this by
Iconducting a thorough investigation and analysis of the project site and its locational context.
Workshops

' User input is another critical component to designing and developing successful skateparks. The
reality is that skaters do not need the park,the community does. Involving prospective park users
early in the preliminary design process not only serves to validate the existence of skate sports, it
' also fosters a sense of proprietorship. Obtaining local skaters' input from the beginning ensures
the final result to be a park they will desire to use and take pride in. In our experience, we have
found that "community driven design" is the best way to build a successful park.
The community design procedure is a four-
Awareness step process that continues throughout the
entire project. The first step is awareness.
Since it is crucial for skaters to be familiar
with the site, the first workshop is usually
held at the project site. In this way, the

create design alternatives. The final achievement of the community design process is
understanding. When the skatepark is completed, local skaters view it with the knowledge of

Design
I A skatepark is a highly specialized recreational facility and the arrangement of the equipment is
of crucial importance. The facility needs launch areas, "run-out" room, staging areas for those
waiting their turn, and observation areas for spectators. In addition, skateparks (particularly
publicly owned facilities) must cater to all levels of proficiency, from novices to experts. Parks
I need to have areas that are specifically targeted for different levels of ability. Novices need
elements that will help them develop and advance their skills without becoming intimidated or
discouraged, while experts require innovative and challenging features that allow them to further
Irefine and express their art.

The overall success rating of a skatepark can be found by asking, "How much fun is it?" The
biggest contributor to the "fun factor" is variety. A successful park will provide unlimited routes
for a new experience every time.
Through the evolution of the sport, the techniques and equipment have become more
sophisticated and riders perform tricks that were not feasible years ago. This style demands
carefully designed components. The geometry and configuration of the skate park elements must
be considered. Correct angles, radii, lengths, and transitions are all crucial for rideability.
During construction,a representative skater should observe the progress with trained eyes.
Skating is hard on surfaces, especially edges. Proper construction provides increased durability
for this heavy use. Strong concrete and metal wear-edges are two components that promote
durability. Other details like concrete joints and stress relief are figured in as well. From a
skater's point of view, the design must specify proper surface treatments and smooth joints to
avoid hang-ups.
Above and Beyond
LRM understands the importance of community involvement. We take the extra steps to bring
added awareness to the project. We can create world wide web sites and e-mail addresses
specifically for our clients' skateparks, including information on project scheduling, current
status, photos, and drawings. We include contact lists and additional information, as deemed
necessary. The web sites for our skatepark projects have been very successful and serve as an
' important means of communication between our designers and the skaters who will eventually
use the parks.
' LRM staff is available throughout the term of a project. Questions and comments from city staff,
public officials, skaters, parents, and reporters are welcomed. We provide timely responses to
any phone calls, faxes,or emails that we receive.

SCOPE OF SERVICES
' PROJECT SUMMARY
The City of Rosemead is requesting the design and construction of a permanent concrete
skateboard plaza that is approximately 12,000 square feet in size at Rosemead Park. The
1 desired plaza will be designed, utilizing the existing topography,to include a number of
skateboard friendly amenities, grade changes, and open space creating a desirable place
for skateboard activity.
GENERAL PROJECT OBJECTIVES
• Develop a challenging and fun permanent Skate Park that will provide recreational
' opportunities and challenges for skaters of all ability levels.
• Provide Conceptual Design Layout, Construction Plans, Specifications and
Estimate for a $500,000 Skatepark working closely in coordination with City
' Public Works and Engineering Divisions Departments, those participating in the
public meetings, and the City Council.

SCOPE OF SERVICES /BREAKDOWN OF TASKS
I. Preliminary Study
A.Pre-Design Meeting and Data Collection
1 1. Attend pre-design "kick-off' meeting with staff to establish communication
protocols, clarify and define project schedule, approach, budget and scope.
Research and obtain all pertinent improvement and utility plans, maps, and
1 survey data. Perform field survey work and all engineering required for the
design and preparation of the contract documents.
' II.Design Phase
A. Conduct site reconnaissance and review existing data made available by City.
B. Conduct a public design workshop meeting to present design alternatives using
computer graphics and multi-media resources to obtain input and design element
preferences from the community.
C. Develop alternative design concepts based on site investigation and public meetings
1 to present to City staff to determine final design selection. Included will be an
estimated one (1) City Council Meeting and three (3) staff level meetings (project
kick-off and two (2)design review meetings).
' D. Develop approved final plan for presentation to City staff. (Provide final design
plan, preliminary opinion of construction cost, and full color renderings from a
minimum of six(6)perspectives to clearly illustrate the proposed design features.)

III.Construction Documents
E. Prepare a complete set of construction drawings, details, and specifications at 50%,
' 90% and 100% completion and submit to City for review. Drawings to include
Horizontal control plans, grading, drainage, construction details, technical
specifications, and all other elements required for the successful completion of the
project. The facility shall be designed to meet the requirements of the Americans
i with Disabilities Act (ADA).
F. Each sheet of plans shall include the City of Rosemead title block and shall bear the
' professional seal, certificate number, registration classification, and expiration date
of the professional responsible for the their presentation
G.Review submittals shall be half size (11" x 17"); three (3) sets. An electronic copy
(PDF format) will also be required.
H.Coordinate and obtain final approval of the plans from all agencies and utility
companies with jurisdiction on the project.
1 I. Deliver final set of plans approved by all agencies formatted on 22" x 34" plans.
Final submittal shall include one set plotted on Mylar and electronic copies of the
AutoCAD files complete.
' J. During construction bid process, we shall be available to respond to any inquiries
from contractors and suppliers and prepare any addenda if requested by the City.
1 III. Construction Management
A.Conduct a pre-construction meeting with the City, general contractor and all other
parties involved in the project.
' B. Provide construction management services and review/approve contractor's
construction schedule, shop drawings and materials to be used.
C. Provide construction support to City project manager and contractor via telephone,
1 email and fax.
D.Clarify any ambiguities in the plans and specifications.
E. Prepare and recommend approval of any change orders.
F. Coordinate with the City to meet City standards and funding requirements.
G. Provide construction staking and required inspection of methods and materials used
in construction
H.Conduct final walk-through at completion of construction and provide "punch list"
to City staff.

FEE PROPOSAL.
Lawrence R. Moss & Associates, Inc. is pleased to submit this proposal to provide
Landscape Architectural services to the City of Rosemead for your Skate Plaza Project at
Rosemead Park. The following is the fee breakdown:
Preliminary Conceptual Plans $ 10,000.00
Design concepts with six (6)colored perspective views $15,000.00
Final Construction Documents $18,000.00
Construction Management $ 7,000.00
Total Amount for Services $ 50,000.00
ADDITIONAL SERVICES & HOURLY RATES
' Additional services not covered under the Scope of Services for this project, such as
additional requested meetings, will be billed according to our hourly rate schedule below.
LAWRENCE R. MOSS & ASSOCIATES, INC.
Principal $ 175.00/hr.
' Senior Consultant $ 150.00/hr.
Associate $ 135.00/hr.
' Support $ 110.00/hr.
The following shall not be considered part of the above fees for such services will need to
be negotiated:
1. Revision(s) to any previously approved drawings shall be charged for at the rate
$150.00 per hour.
2. Reimbursable expenses including, but not limited to, printing, plotting,
deliveries, etc. will be charged for at our cost.
