(HCI) are taking this opportunity to respond to the City of Rosemead Request for Proposal No. 2014-12, dated November 10, 2014 to provide Building Inspection and Plan Check Services. 1. Introduction: See previously attached above. 2. Executive Summary: HC1 understands that the City is seeking the services of a Consultant to administer and operate the Building and Safety Division. Under the direction of the Community Development Director, the Consultant would provide services to fulfill the responsibilities of Building Official, Building Inspector(s), Counter Technician, and Plan Checker(s). The Consultant would provide the range of expertise necessary to carry out the normal functions of a Building and Safety Division to assure compliance with City adopted Building Codes and related Municipal Code requirements; perform building inspections; interface with permit applicants; staff the public counter, provide problem solving method for unique or challenging plan check or code interpretation issues; report writing when necessary; policy & procedure recommendations; and provide additional services as needed and as determined by the City Manager. City hall hours of operation are 7:00am—6:00pm, Monday—Thursday, with Fridays closed. HCI understands and will provide all inspection services by ICC certified Building Inspectors for all residential and nonresidential construction, and construction related activity, during regular City Hall hours of operation and on Fridays from Sam until 12:00 pm. Also upon request, HCI will be asked to provide inspection services before and after City Hall hours of operation and on weekends/holidays. HCI is required to provide a full-time certified Building Official who will oversee the functions of the division, a full-time Counter Technician, and appropriate number of Building Inspectors and Plan Checkers for daily workload. HCI is also required to provide over the counter plan review services Monday through Friday from 7:00am to 10:00am and S:OOpm to 6:OOpm. HCI shall be required to perform all residential and non-residential plan check and coordinate closely with the Planner assigned to each project including review of final plan check as Building Official. Plan check shall ensure compliance with California Title 24 codes as amended by Los Angeles County. HCI will also be required to provide all the necessary materials (i.e. staff reports, ordinances, resolutions, etc.) for the City to adopt the Los Angeles County Codes and will be required to attend the City Council meeting for said items. HCI staff will interface with permit applicants; staff the public counter during City Hall hours of operation and provide off hour inspection services as requested; provide problem solving methods for unique or challenging plan check or code interpretation issues; report writing when necessary; policy& procedure recommendations; attend City Council meetings when necessary. HCI is required to provide staff qualified in post-disaster safety assessment, and will be available to the City to assess the safety of buildings in the event of a disaster. HCI will also provide inspection services for special projects as determined by the City Manager. The City uses the 1-OL permit system to input permits which HCI will as well. HCI staff will either already know the system or will make sure to learn to use the system quickly. Based upon the provided average monthly permits activity over the three fiscal years and in conversing with the City, HCI proposes a Building Official, one Counter Technician and two full time Building Inspectors to serve the Building & Safety Division. The Building Official will also act as a plan checker during the required 7:OOam to 10:OOam and 5:00pm to 6:OOpm hours. Any adjustment to Building and Safety staff will be done in full consultation with the City. 3. Work Plan: HCI will work with the current Consultant to make sure there is a smooth transition. HCI proposes the Building Official to provide plan check services at the counter during the required hours of 7:00am to 10:00am and from 5:00pm to 6:00pm. The Counter Technician will be available at the public counter to provide general information and assistance at the counter and take in plans for plan check. Large plans that cannot be checked over the counter during the hours indicated above will be taken in by the Counter Technician and transported to HCI to be checked by its plan check staff. All transportation of plans will be done at NCI's expense via UPS, FedEx. The two Building Inspectors proposed will do inspections between 8am and 5pm which answering phone calls and doing office work between lam and 8am and from 5pm to 6pm. On Fridays, inspectors will work between 8am and 12pm. If the Building Official or Counter Technician are neededhequired to work on Fridays, that can be accommodated as well. 4. Performance Standards: HCI like the City also prides itself in providing `Business Friendly' service, which included timely inspections and plan check services. HCI will follow and adhere to all the City's requirements and regulations. HCI's work will be of the highest quality and shall be provided in a timely and professional manner. Compensation). The feedback we have received from all jurisdictions we serve is that our plan-check turn- around time is routinely significantly shorter than their prior experience with other consultants. It will, therefore, be our goal to provide quick turn-around for all plan checks for the City of Rosemead and ensure the highest level of`Customer Service'. All inspection will be endeavored to be performed on a 1-day notice basis, unless the inspection load doesn't permit it, in which case the inspection will be provided the following day. Inspection requests can be left via voicemail or taken down during the day by Building Safety staff If specific inspection times are requested for a sound reason or on an emergency basis, the Inspector will does his/her best to provide the inspection at the requested time. 5. Firm Qualifications: HCI maintains a staff of competent professionals capable of providing competent Building Official, Plan Check, Building Inspection and Public Works Inspection services. HCI has the staff capable of making complex code interpretations and decisions affecting the life, safety and welfare of the public. HCI has the personnel to provide high quality building plan review and inspection for residential, commercial and industrial projects based on California Title 24 codes, including the California Building Code, California Residential Code, California Mechanical Code, California Electrical Code, California Plumbing Code, California Green Code, California Fire Code, California and ADA accessibility, Title 24 Energy and all applicable ordinances adopted by the City of Rosemead. We have plan checked and provided extensive inspection services for malls, hotels, parking structures, high-rise buildings, warehouses, strip malls, fire stations, hospitals, schools, police stations,juvenile centers, gas stations, underground fuel tanks, parks, apartments, condominiums, single family residences, custom homes, track homes and so on. In addition, HCI can provide comprehensive fire and life safety plan check, plan review for fire alarm systems and fire sprinkler systems, inspections for fire alarm and fire sprinkler systems, special extinguishing systems, hazardous occupancy, warehouse inspections, and annual high-rise building inspections. 3 The HCI team can provide excellent assistance in value engineering, as also in ensuring that any inconsistencies or mistakes in the construction documents are identified and corrected well before the construction phase thereby ensuring that all deliverables are free of errors. Statement of Understanding: HCI understands that the Consultant's function is to be all inclusive of Building and Plan Check services for Residential and Non-Residential new construction, additions, and remodels, and within the hours of operation as noted in this RFP. 11. Unanticipated or Significant Deviations: HCI will address unanticipated or significant deviations and/or additional requests by the City Manager on a case by case basis in consultation and agreement with the City. Typically most of these cases will be handled on an hourly basis, again as negotiated with and approved by the City. CONCLUSION: Why should City of Rosemead consider HCI? i.
