A. Adoption of Development Impact Fees
Municipal Code Amendment 15 -01
The changing fiscal landscape in California during the past 30 years has steadily undercut
the financial capacity of local governments to fund infrastructure. As a result of the State's
action to eliminate redevelopment agencies in 2012, it is necessary for the City to establish
Development Impact Fees (DIF) to generate funds for future improvements. The primary
policy objective of a DIF program is to ensure that new development pays the capital costs
associated with growth. In accordance with the City's Strategic Plan, which states: To
address a foreseeable lack of funding for future capital improvements, complete a
Development Impact Fee (DIF) study for the initiation of new fund accounts for infrastructure
improvements, a Rosemead DIF study was conducted to calculate and present fees that will
enable the City to maintain its public facility standards as new development creates
increases in service demands. The Rosemead DIF Study and the implementing Ordinance
No. 949 and City Council Resolution No. 2015 -07 have been prepared in accordance with
the Mitigation Fee Act (Government Code Section 66000 et seq.).

B. National Security Seminar, US Army War College
The City Council will consider authorizing the attendance of Council Member Polly Low to the
National Security Seminar, US Army War College in Carlisle, PA, on June 15t — June 4th.
Recommendation: That the City Council authorize the attendance, at City expense for the
air flight only, of Council Member Polly Low to the National Security Seminar, US Army War
College in Carlisle, PA, on June 15t — June 4th
C. Approval of Fireworks Stand Locations
The City Council will consider a list of 11 applicants, including their stand locations, who
have requested permits to sell fireworks. Like past years, all applicants be required to pay
the firework permit fee of $250, along with a $300 refundable deposit, and the electrical
permit fee be waived. Once approved by the City Council, and prior to issuance of the
fireworks permit, all applicants will be required to pay the firework permit fee, submit a
refundable deposit fee, and provide a copy of their certificate of insurance naming the City as
an additional insured.
Recommendation: That the City Council approve the list of applicants and their stand
locations, and waive the electrical permit fee.
D. Highway Safety Improvement Project — Garvey Avenue Rejection of all Bids
During Fiscal Year 2010 -2011, the City applied for and was awarded funding through the
Highway Safety Improvement Program, Cycle 5 for the construction of pedestrian and traffic
safety enhancements along Garvey Avenue. These improvements include upgrades to
several traffic signal systems including the addition of pedestrian countdown heads,
upgrading existing signal heads to larger sized LEDs, the addition of video detection systems
for traffic phasing and emergency vehicle preemption systems. The Engineer's Estimate for
this project was $350,000.
A public bid process was conducted for this project and on May 6, 2015, the City Clerk
opened four (4) bids. The lowest bid received was $577,126, which far exceeds the
Engineer's Estimate for this project.

Recommendation: That the City Council reject all bids received for the Highway Safety
Improvement Project — Garvey Avenue and direct staff to review and modify the scope of
work and to conduct another public bid for this project.
E. Traffic Signal Improvements Project— Mission Drive and Walnut Grove Avenue
Included in the proposed Fiscal Year 2015 -16 Capital Improvement Program (CIP) Budget is
a project that will undertake improvements to the traffic signal at the intersection of Walnut
Grove Avenue and Mission Drive. The existing conduit is undersized causing shorts in the
traffic signal wiring, which occasionally results in traffic signal outages. These shorts and
outages are unpredictable which has led to signal outages and frequent repair work. It has
been determined that the entire conduit needs to be replaced with a larger conduit to ensure
proper operation of the signal and plans and specifications have been developed for the
project.
Although funding will not be available until July 1, 2015 as a part of the 2015 -16 CIP Budget,
staff has conducted a public bid for this project and is ready for the contractor to mobilize so
that work may begin in early July.
Recommendation: That the City Council:
1. Approve the plans and specifications for the Traffic Signal Improvements Project,
Mission Drive and Walnut Grove; and
2. Award a contract to California Professional Engineering, Inc. in an amount of $97,887.99
and authorize a contingency amount of $15,000 (approximately 15 %) to cover the costs
of any unforeseen construction expenses.
F. City's Water Use Plan at Facilities, Parks and Infrastructure to Achieve Mandatory
Conservation Requirements
On April 1, 2015, Governor Brown issued an executive order mandating additional water
conservation of 25% statewide compared to 2013 consumption figures. Based upon the new
mandates, the City needs to take action to reduce overall consumption by 25 %, which
equates to at least 10 million gallons of water. Staff has developed a plan that is explained
in detail as part of the Discussion section of this report in an effort to meet the 25% water
conservation target established by the Governor. The plan will make every attempt to
achieve these conservation goals while maintaining, to the greatest extent possible, the
City's valuable parks and open spaces.
Recommendation: That the City Council receive and file the report.

G. LASD Annual Service Level Authorization
The City contracts with the Los Angeles County Sheriff's Department for police services.
Each year the City must re- authorize the Service Level Authorization for the deployment
contracted by the City. The enclosed Service Level Authorization maintains the existing
service levels of twelve 56 -hour patrol shift units, 7 special assignment deputies, 2 motor
deputies, a Sergeant and a Lieutenant. It should be noted that the Lieutenant position is not
listed on the authorization form as the position is not directly billed to the City as an itemized
cost. The estimated costs include a 2.5 % increase in cost, plus an increase in the Liability
Trust Fund from 5% to 6 %.
Recommendation: That the City Council approve the Service Level Authorization with the
Los Angeles County Sheriffs Department and authorize the City Manager to sign any
necessary documentation.
5. MATTERS FROM CITY MANAGER & STAFF
A. Garvey Avenue Medians — Turf Removal Project
At the City Council Meeting on May 12, 2015, a project involving the removal of all turf grass
on the Garvey Avenue medians was discussed. Funding was added for this project during
the midyear budget updates in January and at the time, the proposal was the installation of
artificial turf. Staff has prepared the project for bid as the installation of artificial turf,
however, at the City Council Meeting on May 12, 2015, it was decided that all potential
options should be reviewed prior to proceeding with this project.
Pursuant to Governor's update drought regulations issued on April 1, 2015, the watering of
ornamental turf on street medians is prohibited. Based on the drought conditions and the
planned removal of turf along the medians, staff turned off the irrigation in these areas prior
to the Governor's order.
Recommendation: That the City Council provide direction regarding the turf removal
project on the Garvey Avenue Medians.
6. MATTERS FROM CITY COUNCIL
A. SB 355 (Lars) Rivers and Mountains Conservancy Board Representation
Mayor Clark, who serves on the Board of Directors for the San Gabriel and Lower Los
Angeles Rivers and Mountains Conservancy (RMC), has placed this item on the agenda for
consideration by the City Council. At issue is SB 355 (Lara) which seeks to change the
representation on the RMC board of directors. A position letter on this bill is being presented
for City Council for consideration.
