Claims and Demands • ResolutionNo.2015 -11 Recommendation: to approve Resolution No. 2015 —11, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $669,587.66 NUMBERED 87667 THROUGH 87789 INCLUSIVELY • ResolutionNo.2015 -04 Rosemead City Council and the Successor Agency to the Rosemead Community Development Commission Joint Meeting Minutes of February 24, 2015 Page 1 of 7 Recommendation: to approve Resolution No. 2015 — 04, entitled: A RESOLUTION OF THE CITY OF ROSEMEAD AS THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,219 NUMBERED 10117 B. Ordinance No. 937 — Second Reading: Amending Municipal Code Relating to Shopping Cart Retrieval and Containment by Owners On February 10, 2015, the City Council introduced Ordinance No. 937, amending chapter 9.12.080 of, and adding part 9.32 of the Rosemead municipal code relating to shopping cart retrieval and containment by owners. Ordinance No. 937 is now before Council at the required second reading for adoption. This ordinance was originally introduced as Ordinance No. 947; however, it should be noted that the correct number is 937. Recommendation: That the City Council adopt Ordinance No. 937, at its second reading, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA AMENDING CHAPTER 9.12.080 OF, AND ADDING PART 9.32 OF THE ROSEMEAD MUNICIPAL CODE RELATING TO SHOPPING CART RETRIEVAL AND CONTAINMENT BY OWNERS C. Ordinance No. 948 — Second Reading: Authorizing the City Engineer to Regulate Turn Movements On February 10, 2015, the City Council introduced Ordinance No. 948, authorizing the City Engineer to regulate or prohibit any turn movement by any vehicle at any specific intersection or along any specific street segment within the city limits. Ordinance No. 948 is now before Council at the required second reading for adoption. Recommendation: That the City Council adopt Ordinance No. 948, at its second reading, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA AUTHORIZING THE CITY ENGINEER TO REGULATE OR PROHIBIT ANY TURN MOVEMENT BY ANY VEHICLE AT ANY SPECIFIC INTERSECTION OR ALONG ANY SPECIFIC STREET SEGMENT WITHIN THE CITY LIMITS Rosemead City Council and the Successor Agency to the Rosemead Community Development Commission Joint Meeting Minutes of February 24, 2015 Page 2 of 7 D. Montebello Boulevard/Towne Center Drive Resurfacing Median and Landscape Enhancements Project —Award of Contract As a part of the City's Fiscal Year 2014 -15 Capital Improvement Program, the City Council approved the "Montebello Boulevard/Towne Center Drive Resurfacing, Median and Landscape Enhancements" Project. This project includes the grinding of existing pavement and the reconstruction of the roadway with new asphalt concrete, the replacement of damaged sidewalk, and extensive improvements, including the addition of landscaping, of the medians along Montebello Boulevard, Towne Center Drive, and San Gabriel Boulevard. This project is funded through Measure R and Prop C funds. The City received five (5) bids and the lowest bid received was from Tobo Construction of Los Angeles, CA. Through staff's investigation of the contractor's background it was concluded that no evidence was provided to demonstrate that this contractor has the experience necessary to complete the major street reconstruction as required in this project. It is staff's recommendation that the City Council reject the bid of Tobo Construction and award the contract to the second lowest bidder, Sully - Miller Contracting Co. Recommendation: That the City Council: 1. Approve the plans specifications for the Montebello Boulevard/Towne Center Drive Resurfacing, Median and Landscape Enhancements Project; 2. Reject the bid of Tobo Construction, Inc. as nonresponsive as the contractor cannot provide the necessary references for experience in this type of work, and 3. Authorize the City Manager to enter into a contract with Sully - Miller Contracting Co. in the amount of $624,686.20. In addition, authorize an amount of $62,000 (approximately 10% as a contingency to cover the cost of unforeseen construction expenses; 4. Approve Resolution No. 2015 -13, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA APPROPRIATING ADDITIONAL FUNDS FROM THE CITY'S MEASURE R FUND FOR THE MONTEBELLO BOULEVARDITOWNE CENTER DRIVE RESURFACING MEDIAN AND LANDSCAPE ENHANCEMENTS PROJECT Council Member /Board Member Steven Ly made a motion, seconded by Council Member/ Board Member Polly Low to approve the Consent Calendar. MATTERS FROM CITY MANAGER & STAFF - None 4. MATTERS FROM MAYOR & CITY COUNCIL Council Member Ly requested that when improving sidewalks, there are more decorative coloring and decorative rocks being utilized. He asked staff what other sidewalk improvements are being worked on besides the sidewalks that need to be in compliance with the American with Disability Act. Assistant City Manager /Acting Public Works Director Hawkesworth explained that most of the improvements are currently the median improvements, where decorative rocks are being installed; however, there is no sidewalks being added. Acting Public Works Manager Sullivan stated that any sidewalk work includes replacing any damaged, trip hazardous, or destroyed portions of the sidewalk. Council Member Ly asked staff to consider more decorative sidewalk when making improvements around the City. Council Member low stated residents have expressed concerns to her regarding increased traffic on Walnut Grove Avenue due to the Safe Routes to School project and asked staff to try to speed up the completion of the project. Mrs. Low also stated that there are residents that would like to add sidewalks in front of their homes and asked staff to see how they can assist them. She added that there are residents that are happy to see the continuous city events and improvements, such as, Concerts in the Park, City -wide Yard Sale and the Rosemead Park jogging trail. Council Member Armenia arrived to the City Council meeting at 7:11 p.m. Mayor Pro Tem Clark stated she attended the Southern California Association of Governments sponsored conference on biking, walking, and ride sharing. She explained that Supervisor Javier Hernandez at Hilda Solis office spoke about protected bike lanes along the rivers and flood control channel. Council MemberArmenta thanked the residents for attending the "Clean Up Day" hosted by the Beautification Committee. She commended Brian Lewin for a very successful event and thanked Consolidated Republic Services for donating lunch to the children who volunteered. Ms. Armenta also thanked staff for discussing graffiti and providing outlets to combat this issue. She added that schools from the Garvey School District invited staff and the City Council to their Read Across America event on March 2nd. Council Member Ly asked about the status of the proposed jogging trail at Zapopan Park. Rosemead City Council and the Successor Agency to the Rosemead Community Development Commission Joint Meeting Minutes of February 24, 2015 Page 4 of 7 Parks and Recreation Director Montgomery-Scott responded that staff had difficulty contacting a representative at Southern California Edison to verify who has been assigned to the project. Staff has submitted all information including preliminary designs of the walking trail. He added that there should t be any issues with what the City has proposed, including the acceptance of repairs and maintenance of the walking trail. Council Member Ly suggested that the City's Capital Improvement Project list include in the future, possible parking structures along Garvey Avenue and Valley Boulevard to alleviate some of the pressure off Valley Boulevard. Council Member Armenta stated that many residents have complained about the lane reduction on Walnut Grove Avenue. She requested information on the Montebello Boulevard/Towne Center Drive Resurfacing Median and Landscape Enhancements project. Acting Public Works Manager Sullivan explained that Walnut Grove will continue to maintain two lanes of traffic in both directions. In regards to the medians on Town Center Drive on Montebello Boulevard and San Gabriel Boulevard, those have existing medians and no new medians are being added. The project involves removing the existing asphalt and pavement that runs through the medians to create decorative landscape rather than hardscape. Mr. Sullivan stated that the specifications of the project call for a duration of 45 days. 5.
