A. INSTALLATION OF ADDITIONAL RED CURB—HELLMAN AVENUE AND ISABEL AVENUE
SUMMARY
In October 2013, the Traffic Commission reviewed requests from concerned residents regarding the installation of
parking restrictions (red curbing) along the southwest corner of Hellman Avenue at Isabel Avenue. The Traffic
Commission approved staffs recommendation and approximately twenty-five (25) feet of red curb was installed to
prevent parking along that curb and increase visibility of motorists turning from Isabel Avenue onto Hellman Avenue.
In May 2015, the Traffic Commission received a request from a resident to revisit the conditions in this area. Staff
reviewed the request and consulted with a traffic engineering consultant and it has been recommended that
additional parking restrictions(red curbing) be added to the southwest corner of Hellman Avenue at Isabel Avenue to
improve visibility for motorists.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that an additional 45 feet
(approximately) of red curbing be added to the existing red curbing on the southwest corner of Hellman Avenue at
Isabel Avenue.
B. REVIEW OF RESIDENT REQUEST FOR DISABLED PARKING SPACE—3114 SULLIVAN AVENUE
SUMMARY
Staff received a request for the installation of an on street disabled parking space in front of the residence at 3114
Sullivan Avenue. The City Council adopted a policy for the installation of disabled parking spaces on City streets in
2008. Pursuant to the policy, the requesting party is required to submit a completed application, proof of disabled
parking placards, and a survey form with the consent of their neighbors. The requesting party, in this case, has
complied with these requirements included in the policy. This request has been forwarded to the Traffic Commission
for review as staff found that the requesting party has an available driveway and staff received a call from a resident
who is opposed to the installation.
Staff Recommendation
It is recommended that the Traffic Commission deny the request for the installation of a disabled parking space in
front of 3114 Sullivan Avenue.

C. REVIEW OF TRAFFIC CONDITIONS—HELLMAN AVENUE
SUMMARY
Staff has received several requests to investigate traffic conditions along Hellman Avenue as they pertain to speed
and the ability for residents to enter and exit driveways along the duration of Hellman Avenue. Staff engaged the
services of a traffic engineering consultant to review the traffic conditions along Hellman Avenue within the City.The
traffic engineer has recommended a number of improvements, including striping and signage improvements, to slow
the traffic along Hellman Avenue.
Staff Recommendation
It is recommended that the Traffic Commission recommend that the City Council approve the traffic calming
measures for Hellman Avenue,which include signage and striping improvements.
4. OLD BUSINESS
A. REVIEW OF TRAFFIC CONDITIONS—TEMPLE CITY BOULEVARD AND ELLIS LANE
SUMMARY
Staff has received several requests to review the intersection of Temple City Boulevard and Ellis Lane. This
intersection has been reviewed and discussed at previous Traffic Commission meetings, most recently in December
2013. At that meeting, the Commission approved the installation of a "Keep Clear' Zone for northbound traffic on
Temple City Boulevard to help alleviate the issues with vehicles turning left from Ellis Lane onto Temple City
Boulevard. A serious traffic accident occurred at this intersection in March 2015 and multiple requests have been
made for the Traffic Commission to review the conditions at this intersection again and provide direction on potential
improvements.
Staff Recommendation
It is recommended that the Traffic Commission receive this report and provide feedback regarding the intersection of
Temple City Boulevard and Ellis Lane.
