HELLMAN AVENUE AND ISABEL AVENUE
SUMMARY
In October 2013, the Traffic Commission reviewed requests from concerned residents
regarding the installation of parking restrictions (red curbing) along the southwest corner of
Hellman Avenue at Isabel Avenue. The Traffic Commission approved staffs
recommendation and approximately twenty-five (25) feet of red curb was installed to
prevent parking along that curb and increase visibility of motorists turning from Isabel
Avenue onto Hellman Avenue. In May 2015, the Traffic Commission received a request
from a resident to revisit the conditions in this area. Staff reviewed the request and
consulted with a traffic engineering consultant and it has been recommended that
additional parking restrictions (red curbing) be added to the southwest corner of Hellman
Avenue at Isabel Avenue to improve visibility for motorists.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that an
additional 45 feet (approximately) of red curbing be added to the existing red curbing on the
southwest corner of Hellman Avenue at Isabel Avenue.
ANALYSIS
Hellman Avenue is an east-west collector street that is approximately 60 feet wide and
allows for two way traffic and parking on both sides of the street. The posted speed limit is
30 MPH. Traffic volume in this location is moderate to heavy at times due, in part, to its
proximity to Interstate 10.
Multiple residents in the area had expressed concerns about traffic safety at the corner of
Hellman Avenue and Isabel Avenue, citing visibility concerns when trying to turn from
northbound Isabel Avenue onto Hellman Avenue. Being that parking is allowed on both
sides of the street, and is heavy at times; vehicles parked near to the intersection affect the
visibility of motorists trying to turn from Isabel Avenue on to Hellman Avenue. By installing
red curbing and pushing parked vehicles away from the intersection, the visibility of
motorists will be improved enabling safer turns onto Hellman Avenue. Based on these
concerns, in October 2013, red curbing was installed at this corner to push parked vehicles
back and increase visibility for motorists as they turned off of Isabel Avenue onto Hellman
Avenue. Based on the installation of 25 feet of red curbing, one parking spot was lost at

that time.
The current concern from the resident is that something more needs to be done to improve
the visibility of motorists turning onto Hellman Axenue from Isabel Avenue. Staff reviewed
the resident's concern and consulted with a traffic engineer. It is believed that by adding an
additional forty-five (45) feet of red curbing, the visibility of motorists would be improved to
approximately two hundred (200) feet. The installation of the additional forty-five (45) feet of
red curbing would result in the loss of two parking spaces in this vicinity. It should be noted
that there is a large volume of available street parking in the area along Hellman Avenue,
Isabel Avenue, and the other surrounding streets.
PUBLIC NOTICE PROCESS
Notifications of the proposed improvements were distributed to effected residents and
businesses within a 300 feet radius of the location.

Today, I am writing this letter to let you know that there is a hazardous
traffic concern at the corner of Isabel Ave and Hellman. I am enclosing a picture
for you, so that you have an idea of what I'm trying to tell you.
I live on Isabel Ave. and every time I drive north on Isabel Ave and try to
make a left or right turn on Hellman there is no way to know when a vehicle is
coming down the hill going west on Hellman. Accidents have occurred on this
corner before as well as many close calls. I hope that the city of Rosemead can do
something to prevent future accidents.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation
of additional parking restrictions along the southwest corner of Hellman Avenue at Isabel
Avenue. Previously, 25 feet of red curb was installed to increase the visibility of motorists
turning from Isabel Avenue to Hellman Avenue. The current request includes the
installation of an additional 45 feet of red curb to further improve visibility. This will result
in the loss of two on street parking spots on Hellman Avenue.
You are being notified because your property is in close proximity to this location. We
encourage your comments regarding traffic safety in this area. If you wish to comment on
the issue, you are invited to attend the Traffic Commission's next meeting on Thursday,
June 4, 2015 at 7 PM at the Rosemead City Hall City Council Chambers.
If you are unable to attend the meeting, you may send a letter with your comments directly
to City Hall, attention Sean Sullivan, Acting Public Works Manager. You may also fax

The Intersection Sight Distance(ISD) is measured along the major road beginning at a point that
coincides with the location of the minor road vehicle. Table 3 provides the recommended values for
ISD, based on the following assumptions:
• Stop control of the minor road approaches;
• Using driver eye and object heights associated with passenger cars;
• Both minor and major roads are considered at level grade;
• Considers a left-turn from the minor road as the worst-case scenario (i.e., requiring the most
sight distance); and
• The major road is an undivided,two-way,two-lane roadway with no turn lanes.
If conditions at the intersection being evaluated differ from these assumptions, an experienced traffic
engineer or highway designer should be consulted to determine whether different ISD values should
be used.

Stopping Sight Distance (SSD)provides sufficient distance for drivers to anticipate and avoid
collisions. However, in some cases this may require a major road vehicle to stop or slow to
accommodate the maneuver by a minor road vehicle.To enhance traffic operations, sight distances
that exceed the recommended SSD (as shown in Table 3) are desirable. Note that design intersection
sight distance criteria for stop-controlled intersections are longer than stopping sight distance to
ensure the intersection operates smoothly.
3.3.2. Skewed Geometry
Optimally,an intersection should be designed to have roadways cross at a 90-degree angle. In
situations where the intersecting angles are 60 degrees or less,the intersections are considered skewed
(see Figure 4).

Potential problems associated with skewed intersections include:
• Vehicles may have a longer distance to traverse while crossing or turning onto the intersecting
roadway,resulting in an increased period of exposure to the cross-street traffic;
• Older drivers may find it more difficult to turn their heads, necks, or upper bodies for an
adequate line of sight down an acute-angle approach;
• The driver's sight angle for convenient observation of opposing traffic and pedestrian crossings
is decreased;
• Drivers may have more difficulty aligning their vehicles as they enter the cross street to make a
right or left turn;
• Drivers making right turns around an acute-angle radius may encroach on lanes intended for
oncoming traffic from the right;

SUMMARY
The Traffic Commission has received requests from residents to investigate traffic
conditions at the corner of Hellman Avenue and Isabel Avenue. The residents describe a
lack of visibility when turning from northbound Isabel Avenue onto Hellman Avenue in
either direction and requested that parking restrictions (red curbing) be installed to increase
visibility and improve safety for motorists in the area.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that red
curbing be installed along curbs on the south side of Hellman Avenue, extending
approximately 25 feet to the west of the intersection at Isabel Avenue.

Staff has investigated the concerns in the area and has determined that installing parking
restrictions along the south side of Hellman will allow for greater motorist visibility. It is
recommended that 25 feet of red curbing be installed on the south side of Hellman from the
intersection to the west. The installation of these parking restrictions will result in a net loss
of one parking space in the vicinity. It should be noted that there is a large volume of street
parking available in the area, especially along Hellman Avenue, Isabel Avenue, and any of
the surrounding streets.

Description
Citizen called with concern about Eastbound traffic on Hellman. The parked cars make it difficult to see cars
coming when she is trying to make a left turn from Isabel onto Hellman. She suggested maybe painting the
curb red to eliminate some of the cars blocking her view.

To whom it may concern.
How many accidents is it gonna take for the city to take action. If the city would just paint about 25 yards in
from the south west corner of Isabel and Hellman red. (So cars can not park there) It would help avoid
accidents on that corner. I have lived on Isabel for more than 30 years and that corner has always been a
problem but with a simple fix. Today there was another accident. That is 4 in just the last 6 months. I know
people don't get police reports all the time so what you have on file might be different. If you just had
someone come out and see. That when cars park on that south west corner of the street. It is nearly
impossible to see a fast moving car going east on Hellman down the hill. If the city could please address
this problem before someone gets killed. A simple red paint on the curb would make a world of difference.
For when you are trying to make a left from Isabel onto Hellman to go west on Hellman. Thank you for your
understanding.
