SUBJECT: ANNUAL SALARY AND BENEFITS RESOLUTIONS
SUMMARY
The City Council will consider approval of four annual salary and benefits Resolutions:
General Service Unit, Middle Management, Professional, and Confidential Service Unit,
Management Service Unit and City Council. The Resolution for the General Service Unit
includes an amendment to an existing Memorandum of Understanding (MOU) with the
Rosemead Employees Association (REA) covering all General Service employees. The
other annual Resolutions detail the changes to the terms and conditions of employment
for other full -time employees. The purpose of the annual salary and benefits resolutions
is to ensure transparency and to implement modifications to the City's compensation
system. Amendments to the MOU and Resolutions also include salary range adjustments
for various classifications.
Staff Recommendation: Adopt Resolution No. 2015 -31 for General Service;
Resolution No. 2015 -32 for Middle Management, Professional, and Confidential
Service; Adopt Resolution No. 2015 -34 for Management Service; and Adopt
Resolution No. 2015 -35 for City Council.
BACKGROUND
The existing MOU with the REA will expire on June 30, 2016. On May 27, 2014, the City
Council approved and adopted the MOU and resolutions for Middle Management,
Professional, and Confidential Service and Management Service which authorized the
salary ranges of all positions that were at the top of the salary range or exceed the
maximum salary range for the classification to be surveyed annually and all other
classifications to be surveyed bi- annually.
Salary range adjustments will be made to maintain competitive compensation levels with
the local labor market. These adjustments to the salary ranges are the result of surveys
of comparable agencies which include: City of Alhambra, City of Diamond Bar, City of
Duarte, City of El Monte, City of La Puente, City of Montebello, City of Monterey Park,
City of Pico Rivera, City of San Dimas, City of San Gabriel and City of Temple City
according to established policies and procedures. Employees eligible for an annual merit

increase may receive a merit salary adjustment of up to 3% during the 2015 -2016 Fiscal
Year.
Amendments to the MOU will include salary range adjustments for the Administrative
Assistant classification and inserting the Human Resources Specialist classification into
the General Service Unit. In addition, amendments to the resolutions will include salary
range adjustments to the Administrative Specialist, City Engineer and Assistant City
Manager classifications to maintain competitive compensation levels due to the results of
the compensation study. In addition, the cafeteria benefit allowance will be increased
from $1,650 to $1,700 per month for FY 2015 -2016 for all full -time employees including
members of the City Council.
Some of the main features of the revised MOU and salary and benefits resolutions include
the following:
Administrative Assistant
The salary range for this classification will be adjusted to $3,412 - $4,617 per month to
maintain competitive compensation levels with the labor market.
Reclassification of Office Specialist to Human Resources Specialist: The incumbent in
the Office Specialist classification currently functions as the Human Resources Specialist.
In addition, the scope of her duties and level of responsibilities are aligned more
appropriately with the Human Resources Specialist classification. The incumbent
performs more than just basic clerical and administrative duties. The scope of the duties
often encompasses highly confidential, technical and analytical skills. In addition to
working on independent projects with limited supervision, the incumbent analyzes
legislative bills and researches various items on behalf of the City Manager. She often
utilizes independent judgment, drafts and interprets policies and often consults
supervisors from various departments that are higher in the classification ranks.
Due to the scope of her duties and level of responsibilities, it is recommended that the
position of Office Specialist be reclassified to Human Resources Specialist. The salary
range for this classification will be $3,669 - $4,965 per month to maintain competitive
compensation levels with the labor market.
Administrative Specialist
The Administrative Specialist classification is linked to the Administrative Assistant
classification. The salary range for this classification will be adjusted to $3,754 - $5,079
per month to maintain competitive compensation levels with the labor market.
City Engineer
Historically, the City Engineer position was filled by a former California Public Employees'
Retirement System (CalPERS) annuitant in a part -time capacity. Therefore, the City did

not establish a market based range for this classification. After his departure, the
Associate Civil Engineer obtained his Professional Engineer (PE) license and was
promoted to the City Engineer classification on September 9, 2014. This promotion
marked the first time that the City has had a full -time City Engineer classification and
therefore, needed to establish a competitive market based salary range. The salary range
for this classification will be $8,060 - $10,905 per month.
Assistant City Manager
The salary range for this classification will be adjusted to $10,248 - $13,864 per month to
maintain competitive compensation levels with the labor market.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.
FISCAL IMPACT
The total estimated net cost to implement the terms and conditions the Resolutions have
been factored into the City's proposed budget for the 2015 -2016 fiscal year.

GENERAL SERVICE UNIT OF THE CITY OF ROSEMEAD
WHEREAS, THE FOLLOWING classifications in the General Service of the City
of Rosemead ( "City ") are critical to the efficient and effective operations of the City,
WHEREAS, employees in these classifications are non - exempt under the
provisions of the Federal Fair Labor Standards Act; and
WHERAS, the City Council desires to establish the compensation levels for
classifications in General Service of the City;
NOW THEREFORE, BE IT RESOLVED that effective July 1, 2015, the City
Council amend the existing Memorandum of Understanding to include the salary ranges
and benefits for the classifications covered by this Resolution.
ARTICLE 2: RECOGNITION & EFFECTIVE DATES
Full -time Team Members in the following classifications are covered by this Resolution:
ARTICLE 10: CAFETERIA -STYLE HEALTH, WELFARE, & SAVINGS BENEFIT
Effective July 1, 2015, the City will provide each full -time Team Member with $1,700 per
month for use towards enrolling in any of the City offered health plans, dental plans, and
vision plans. Any unused remainder can be put into a deferred compensation plan,
taken as a taxable cash disbursement, or used for the purchase of any City sponsored
insurance, long -term care, or long -term saving program. Team Members can also
choose to take the entire benefit as deferred compensation or cash, but must first show
proof of health insurance through another source.

MIDDLE MANAGEMENT, PROFESSIONAL, AND CONFIDENTIAL
SERVICE UNIT OF THE CITY OF ROSEMEAD
WHEREAS, THE FOLLOWING classifications in the Middle Management,
Professional and Confidential Service of the City of Rosemead ( "City ") are critical to the
efficient and effective operations of the City, the City Council recognizes the
management, supervisory, professional and /or confidential nature of their positions; and
WHEREAS, employees in these classifications are exempt under the provisions
of the Federal Fair Labor Standards Act; and
WHERAS, the City Council desires to establish the compensation levels for
classifications in Middle Management, Professional, and Confidential Service of the
City;
NOW THEREFORE, BE IT RESOLVED that effective July 1, 2015, the
City Council amend the existing Resolution No. 2014 -12 and Resolution No. 2014 -38 to
include the salary ranges and benefits for the classifications covered by this Resolution.
SECTION 1: APPLICABILITY
Full -time Team Members in the following classifications are covered by this Resolution:

taken as a taxable cash disbursement, or used for the purchase of any City sponsored
insurance, long -term care, or long -term saving program. Team Members can also
choose to take the entire benefit as deferred compensation or cash, but must first show
proof of health insurance through another source.

the City Council recognizes the management nature and responsibilities of the
positions; and
WHEREAS, employees in these classifications are exempt under the provisions
of the Federal Fair Labor Standards Act and serve in an "at -will' employment capacity;
NOW THEREFORE, BE IT RESOLVED that effective July 1, 2015, the City
Council amend the existing Resolution No. 2014 -13 to include the salary ranges and
benefits for the classifications covered by this Resolution.
