OB - 2015-0006 - Adopting Revisions to the Long-Range Property Management Plan Pursuant to Health and Safety Code Section 34191.5RESOLUTION: 2015 -0006 A RESOLUTION OF THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION APPROVING AND ADOPTING REVISIONS TO THE LONG -RANGE PROPERTY MANAGEMENT PLAN PURSUANT TO HEALTH AND SAFETY CODE SECTION 34191.5 WHEREAS, Pursuant to Health and Safety Code Section 34173(d), the City of Rosemead ( "City ") elected to become the successor agency to the Rosemead Community Development Commission ( "Successor Agency "); and WHEREAS, Pursuant to Health and Safety Code Section 34173(g), the Successor Agency is now a separate legal entity from the City; and WHEREAS, Health and Safety Code Section 34191.5(b) requires the Successor Agency to prepare a long -range property management plan ( "LRPMP ") that address the disposition and use of real properties of the former redevelopment agency; and WHEREAS, it was determined that the former Rosemead Community Development Commission did not hold title to any real property; a LRPMP was submitted indicating no property was held; and WHEREAS, on or about January 7, 2015 staff from the Department of Finance (DOF) contacted City staff that they had identified parcels owned by the former Rosemead Community Development Commission, and indicated that the LRPMP needed to be revised; and WHEREAS, City staff have been in regular communications with the DOF and in those communications from the DOF staff was informed that one property should to be added to the LRPMP; and WHEREAS, on June 8, 2015, the Oversight Board of the Successor Agency to the Rosemead Community Development Commission, at a noticed public meeting, received and approved revision to the LRPMP adding Assessor Parcel No. 5283 - 016 -901 as Property #1 to the LRPMP and will be listed as "sale of property ". NOW THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION HEREBY RESOLVES: 1. The Recitals set forth above are true and correct and are incorporated into this Resolution by this reference. 2. The approval of the LRPMP through this Resolution does not commit the Successor Agency to any action that may have a significant effect on the environment. As a result, such action does not constitute a project subject to the requirements of the California Environmental Quality Act. 3. The Oversight Board hereby approves the revised LRPMP. 4. The proceeds from the sale of the property identified in the LRPMP as "Sale of Property" will be used to fulfill the enforceable obligations of the Successor Agency. 5. The Successor Agency is hereby authorized and directed to take any action necessary to carry out the purposes of this Resolution and comply with applicable law regarding the revised LRPMP, including submittal to the State of California Department of Finance for approval, and posting the approved LRPMP on the Successor Agency's website.
