B. Ordinance No.951 —Second Reading: Approving Municipal Code Amendment(MCA)
15-02 and Amending Chapters 17.04 and 17.72 of Title 17 of the City of Rosemead
Municipal Code Relating to Regulations for Nonconforming Uses, Structures, Lots,
and Parking Facilities.
On June 9, 2015, the City Council introduced Ordinance No. 951, approving MCA 15-02 and
amending Chapters 17.04 and 17.72 of Title 17 of the City of Rosemead Municipal Code
relating to regulations for Nonconforming Uses, Structures, Lots, and Parking Facilities.
Ordinance No. 951 is now before Council at the required second reading for adoption.
Recommendation: That the City Council Adopt Ordinance No. 951 at its second reading.
C. Adoption of Resolution 2015-42 Setting the Fee for Shopping Cart Containment Plan
On February 24, 2015 the City Council adopted Ordinance No. 937 adding section 9.32 to
the City's Municipal Code relating to shopping cart retrieval and containment by owners.
Section 9.32.060 states that"each proposed plan shall be accompanied by a processing fee
in an amount as set by resolution of the City Council. No proposed plan shall be accepted
for filing and processing by the Planning Division unless accompanied by the processing fee
established by the City Council." Since this entire process was new and City staff was
unsure of the time involved to review the plans, a fee was not immediately established. Now
that the Planning Division has been working with businesses to receive and review shopping
cart retrieval and containment plans, it's been determined that these plans require a
significant amount of staff time and cost recovery in full is likely not feasible. Full cost

recovery for the review and approval of these plans would be in excess of$500. In order to
be business friendly while enforcing these regulations, staff is proposing a fee of$100.
Recommendation: That the City Council adopt Resolution 2015-42 authorizing the
Shopping Cart Retrieval and Containment Plan fee.
D. Approval of Professional Services Agreements for on-call Engineering Services
The City utilizes professional consultant services for the design of major capital projects
involving street, landscaping, transportation, and utility improvements.As the work load
requires, staff will utilize these firms to perform design services, traffic engineering studies,
public works inspection services, review of private development projects, geotechnical
services, survey work, and special analyses. The attached on-call professional services
agreements will continue to provide the City with the ability to obtain multiple bids for
services on a project by project basis and help ensure efficient service delivery to the
community.
Recommendation: That the City Council approve the professional services agreements
with the attached engineering services firms to provide as needed on-call professional
services and authorize the City Manager to execute the agreements.
E. Authorized Signers on Bank Accounts—City Council Resolution No.2015-43 and
Successor Agency Resolution No. 2015-15
The City of Rosemead (City) and the Successor Agency for the Rosemead Community
Development Commission (Successor Agency) require several different bank accounts to
efficiently operate financial matters. Authorized signers on both the City's and the Successor
Agency's accounts include all City Council members, the Mayor, the Mayor Pro Tern, the
City Manager, the Assistant City Manager and the City Clerk.
Recommendation: That the City Council approve Resolution No. 2015-43 and Successor
Agency Resolution No. 2015-15 authorizing the Mayor, Mayor Pro Tern, City Council
members, City Manager and Assistant City Manager as signers on the City's bank accounts
at Bank of the West.
F. Authorized Signers on Bank Accounts—RHDC Resolution No.2015-08
The Rosemead Housing Development Corporation (RHDC) requires a checking account to
efficiently operate its financial matters. Authorized signers on the RHDC's account include
all RHDC Directors, the President,the Vice President, the Executive Director and the
Assistant City Manager.
Recommendation: That the RHDC Board approve Resolution No. 2015-08 authorizing the
President, Vice President, Directors, Executive Director and Assistant City Manager as
signers on the RHDC bank account; remove the name of the former Secretary, Gloria
Molleda; and appoint the Interim City Clerk, Carol Cowley as the Corporation Secretary until

a replacement Secretary can be appointed.
G. Confirmation of Appointment of Interim City Clerk
The City Council will consider confirmation of the appointment of Interim City Clerk Carol
Cowley. The City Clerk position became vacant on July 2, 2015. As the result of a
competitive selection process, the City Manager appointed Carol Cowley as Interim City
Clerk on a temporary basis effective on July 7, 2015. Upon confirmation of this appointment,
it is envisioned that Ms. Cowley will be employed as Interim City Clerk through December of
2015 until a new City Clerk is appointed by the City Council.
Recommendation: That the City Council confirm the temporary appointment of Carol
Cowley as Interim City Clerk
5. MATTERS FROM CITY MANAGER&STAFF
A. Paratransit System Update
As the City Council is aware, the contract for paratransit services in the City of
Rosemead (Dial-a-Ride and Fixed Route) expired on June 30, 2015. Southland
Transit is continuing operation of the paratransit services on a month-to-month
contract until the Request for Proposals (RFP) process is completed and a new
contract is issued. The City Council will be presented with staffs recommendation
for services at the August 11, 2015 meeting and service under the new contract is
expected to begin October 1, 2015. Part of this new service includes the
elimination of commuter connect services between the Rosemead Place shopping
center and the El Monte transit depot and Metrolink station due to high costs and
low ridership numbers.
Recommendation: That the City Council provide input and direction regarding the
transit system RFP or bus acquisition process if any changes are required.
6. MATTERS FROM CITY COUNCIL
A. Active Duty Military Leave for Council Member Ly; and Consideration of Temporary
Appointment of Jean Hall to the City Council
Council Member Steven Ly has been ordered by the United States Army Reserve to report to
active duty for training effective on July 13, 2015,for a period of 144 days. Prior to reporting
for active military duty, Council Member Ly recommended that-the City Council appoint
Traffic Commissioner Jean Hall to serve in his place on the City Council during his absence.
In response, Ms. Hall has expressed a willingness to serve in this temporary capacity. The
City Council will consider the appointment of Jean Hall to serve on the City Council on a
temporary basis until Council Member Steven Ly returns from active military duty in
December.
