SUBJECT: ROSEMEAD PARK SKATE PLAZA PROJECT
SUMMARY
Included in the July 2010 bond issuance by the former Redevelopment Agency was a
project to complete a number of improvements and upgrades to facilities at Rosemead
Park, including the basketball courts, turf, landscape, and other amenities. Additionally,
over the past year, the City Council has directed staff to pursue the development of a
skateboard plaza at Rosemead Park utilizing remaining bond funds. The City Council
has previously approved a contract for design, the actual design of the facility, and a
contract for the construction of the plaza. Staff is bringing this entire project for to the
Oversight Board for review and anticipates that construction could begin as early as
November.
Staff Recommendation
It is recommended that the Oversight Board approve Resolution 2015 -0010 confirming
the contracts and expenditures related to the Rosemead Park Skate Plaza Project.
DISCUSSION
BACKGROUND
At multiple City Council meetings in the fall of 2014, the Council directed staff to move
forward with a plan to develop a skate plaza at Rosemead Park. After reviewing all City
owned locations for space to develop a skateboard facility, staff identified Rosemead
Park as the best potential site for the development of a skate plaza. At the November
10, 2014 City Council meeting, the Council reviewed two conceptual designs for a plaza
in the area directly west of the Rosemead Aquatic Center and north of the parking lot.
This area has sufficient open space and a natural grade change, both which are
desirable features in the development of a skate plaza. The skate plaza will be
approximately 10,000 square feet of concrete flatwork and features.
DESIGN
Based on direction from the City Council, staff conducted a request for proposal process
for design services for the skate plaza project. Staff developed a scope of work and
solicited proposals from firms with experience in designing skateboard facilities in
Southern California. The City received proposals from four (4) firms that are

experienced in designing skateboard facilities across California, the country, and the
world.

On April 28, 2015, the City Council awarded a contract to Spohn Ranch Skateparks, of
Los Angeles, to complete the design of the skate plaza. Throughout the design process,
staff worked with the consultant to understand the City's objectives and familiarize
themselves with the location. In order to solicit public input on the design of the park,
two (2) public workshops were held at the Rosemead Community Recreation Center
that included a conceptual presentation from the design firm and a hands on workshop
to solicit input on the design of the park. More than 50 members of the community were
present between the two workshops.
Spohn Ranch submitted a complete design for the Rosemead Park Skate Plaza that
was approved by the City Council on August 11, 2015. The engineer's estimate for the
cost of construction is $497,000.
CONSTRUCTION
At the time of approval of the park design, the City Council also approved a contract for
construction of the park with Spohn Ranch through a cooperative purchasing
mechanism known as HGAC Buy (Helping Governments across the Country Buy).
HGAC Buy is a purchasing cooperative that is administered by the Houston Galveston
Area Council that conducts competitive bids and procurements for assorted goods and
services. Spohn Ranch is enrolled with the HGAC Buy as a vendor for both the design
and construction of skateboard facilities. Spohn Ranch is a licensed general
engineering contractor in the State of California and has extensive experience in the
construction of skateboard facilities. Title 1 of the California Government Code allows
cities and other public agencies to participate in cooperative purchasing programs, such
as HGAC Buy.
Under the HGAC Buy agreement, Spohn Ranch's construction is available at a savings
of 5% below the construction estimate for a total of $475,000. By directly contracting
with Spohn Ranch, through the HGAC Buy, the City is assured that the work will be
done by a contractor that is experienced and competent in this field of work.
Additionally, by having Spohn Ranch construct the plaza, which they also designed, the
City will save on the need to procure additional construction management services and
it should mitigate the need for significant change orders which can typically increase
construction costs by up to 15 %.

Site preparation and landscaping related work may be performed by City crews, existing
contracted maintenance firms, or other contractors as necessary.
FINANCIAL REVIEW
Funding for the construction of the Rosemead Park Skate Plaza Project is included in
the bond proceeds from the former redevelopment agency. The total appropriation of
bond proceeds necessary to award this project is approximately $497,000 as described

A RESOLUTION OF THE OVERSIGHT BOARD FOR THE SUCCESSOR
AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION
CONFIRMING THE CONTRACTS AND EXPENDITURES RELATED TO THE
ROSEMEAD PARK SKATE PLAZA PROJECT
WHEREAS, the Rosemead Successor Agency received the Finding of
Completion on April 18, 2013 from the Department of Finance; and
WHEREAS, the Finding of Completion states that the Rosemead Successor
Agency may utilize proceeds derived from bonds issued prior to January 1, 2011 in a
manner consistent with the original bond covenants per Health and Safety Code Section
34191.4(c); and
WHEREAS, the Rosemead Successor Agency is holding approximately $7.1
million in bond proceeds derived from bonds issued prior to January 1, 2011 for Capital
Improvement Projects identified in the bond covenants; and
WHEREAS, the Rosemead Successor Agency will be required to provide
oversight of the completion of the Capital Improvement Projects to ensure compliance
with the bond covenants; and
WHEREAS, the approved Capital Improvement Projects have been included on
each Recognized Obligation Payment Schedule filed by the Rosemead Successor
Agency;
NOW, THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR
AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION
HEREBY RESOLVES:
1. The Rosemead Successor Agency Oversight Board confirms that the vendors
and professional services firms listed below are qualified and capable to provide
materials and construction services necessary to complete the Rosemead Park
Skate Plaza Project.
2. That the contract with the following firms shall not exceed the amounts listed in
the table below. If any contract amendments are required, all such changes shall
be brought back to the Oversight Board for review and approval.

MY LOCAL OR STATE BIDDING
REQUIREMENTS?
All governmental entities are legally allowed to
participate in programs like HGACBuy via
cooperative purchasing statutes — either Interlocal
Cooperation or Joint Powers authority.
Products and services offered through HGACBuy

or competitive proposal . format based on municipal
