Ordinance No. 313 - Regulating SandblastingORDINANCE NO. 313 AN ORDINANCE OF THE CITY OF ROSEMEAD REGU- LATING SANDBLASTING WITHIN THE CITY AND AMENDING THE ROSEMEAD MUNICIPAL CODE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1, The Rosemead Municipal Code is hereby amended by adding to Article VII, Chapter 4 thereof to read as follows: CHAPTER 4 - SANDBLASTING 7400, Permit Required. It shall be unlawful for any person toany sandblasting on the outside of any building within the City without first having obtained a permit from the City Manager. A separate permit shall be required for each separate job or location at which such sandblasting is to be done. 7401. A lication for Permit. An applicant for a sand- blasting permit shall first file an application in writing in the office of the City Manager. The City Manager shall prepare and furnish forms for that • purpose, Each application shall state: (a) The location of the job; (b) The building or portion thereof to be sand- blasted; (c) The estimated duration of the job; (d) The date when sandblasting work is to commence; (e) The number of men to be employed; and (f) The type of equipment which will be used, 7402, Permit Fee, At the time of filing such application a permit l-ee shall be paid to the City Manager. The amount of the permit fee shall be computed according to the number of days stated in said application as the estimated duration of the job and in accordance with the following schedule: • For any working For any days bu For any working job not lasting more days . . . . . . . . job lasting more than t not more than twelve job lasting more than days . . . . . . . . than three . , . . . . $10.00 three working working days $20,00 twelve . . . . . . . $30.00 7403. Insurance. Before a permit shall be issued the app 'scant shall file with the City a policy, or poli- cies, of insurance or a certificate, or certificates, of insurance satisfactory to the City Attorney and providing for public liability insurance in the mini- mum amount of $200,000,00 for personal injury to one person and $500,000.00 for personal injury to two or more persons in any one accident, and for insurance against property damage in the minimum amount of $10,000.00. • • 7404. Notice. Before the applicant shall commence any sawn besting work he shall give a three day notice in writing to all owners or occupants of buildings within a 150 feet radius of the building on which the proposed work is to be done and the applicant shall submit evidence to the Superintendent of Building that such.-three day notice has been given. 7405. Restrictions. The following restrictions shall apply to a sandblasting: 1. Each sandblasting operation shall at all times be protected and separated from any adjoining property by canvas or other suitable barrier suffi- cient to prevent splashing or blowing or water or sand, or both. 2. No sandblasting shall be permitted before 8:00 o'clock A.M., or after 5:00 o'clock P.M., of any day, nor shall the same be permitted on a Sunday or legal holiday unless special permission has been granted by the City Manager in the interest of public convenience or necessity. is 3. No dry sandblasting shall be permitted except by special permission of the City Manager, and permission therefor shall be granted only in those situations wherein wet sandblasting cannot be done due to pecu- liar circumstances, and any application for dry sand- blasting shall state therein that permission is requested for dry sandblasting and the reasons why wet sandblasting cannot be used. 4. The City Manager is authorized to impose such other reasonable precautionary regulations as he deems reasonable required to prevent damage to nearby buildings or their contents, or to prevent dust or other particles from polluting the air or becoming a public nuisance or menace to health. • 7406. Revocation Of Permit. Failure to comply with any provision o this article shall be cause for immediate revocation of any permit issued for sandblasting and immediate cessation of sandblasting on any job. The City Manager may revoke such permit and order the cessation of such work without prior notice. It shall be unlawful for any person to engage in sandblasting after a permit therefor has been revoked. 7407. Miscellaneous. Nothing contained herein shall be deemed to exempt the applicant or permittee from the provisions of any other requirements of this Municipal Code, or from the payment of any other fees or the obtaining of any other permit required by this Code.
