PSC - Minutes - 05-28-15 The mission of Public Safety CONNECTIONS is to: • Serve as a community “think tank” and “information clearinghouse” on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. INTRODUCTIONS/WELCOME CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE EOC ROOM THURSDAY, May 28, 2015 ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES May 28, 2015 2. MINUTES – May 28, 2015 A motion by Nancy Eng and second by Jenny Cuellar to approve the Public Safety CONNECTIONS Forum minutes for April 30, 2015. Minutes were unanimously approved. Sandra Armenta abstained from the vote as she was not present for the April 30th meeting. 3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Lt. Somoano provided an updated crime report for April 2015. An increase of 14% in Part One Crimes compared to last year. These include an increase in robbery, assaults, and burglaries. There was a decrease in auto thefts compared to last year. However, there was a decrease in overall Part 1 Crimes, Year To Date, -3.87%. He reported on recent activities and community outreach: o Narco Team assisted Rosemead Special Assignment Deputies in an operation against a Marijuana grow in the 7500 block of Graves Av. o Los Angeles County Sheriff’s Department Temple Station deputies on the Rosemead Special Assignment Team partnered with the “Living Hope Faith Center” of Riverside to distribute donated non-perishable foods to needy families in the Rosemead community. o Deputies are urging Community Area Watch attendees to report anything unusual to the Temple Sheriff’s Station. Remember, if you “See Something, Say Something!” Sandra Armenta mentioned that Emerson Elementary School was burglarized during the Memorial Day weekend. Nancy Eng asked if Temple Station has been receiving more calls on mentally ill persons as compared to previous years. Captain Jacob shared that there appears to be no change. 4. REVIEW OF THE PARENT SURVIVAL GUIDE BOOKLET David Montgomery-Scott distributed to revised edition of the Parent Survival Guide. The booklet is in the multi-languages. The guide was revised using information from the community and CONNECTIONS members. The guide will be made available at City events. 5. POWER POINT PRESENTATION OF GRAFFITI TUTORIAL Probation Officer Gutierrez shared a PowerPoint presentation to the "Connections" forum. It was a brief tutorial on graffiti in the City of Rosemead. The tutorial provided a description of gang, tagger, "Piecer" Graffiti. He provided an explanation of styles, purpose, symbols, and monikers in the various graffiti types. He also discussed the City’s anti-graffiti efforts including: 1. Immediate removal 2. Heavy citations 3. Use of cameras 4. Environmental design (i.e., ivy on walls and planters) Probation Officer Gutierrez said that there is a Graffiti presentation available to Rosemead and Garvey School District students. He also discusses consequences including community service, restitution, and jail time. The presentation is designed to help parents look for signs to see if there children are involved in tagging graffiti. Further discussion followed the presentation. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES May 28, 2015 6. BRIEF ANNOUCEMENTS Mandy Wong shared that Nostradamus an Astrologer and Physician has been predicting earthquakes for many centuries. He had predicted a 9.8 earthquake at 4 p.m. on May 28. Whether the prediction proved true, it should serve as a reminder that we should be prepared. Mandy reminded CONNECTIONS members that 55-gallon water kits are offered for purchase through Kapital Distribution. Anyone interested, should contact Mandy at mwong@cityofrosemead.org. Brian Lewin shared that there will be another opportunity of a public meeting scheduled on June 20 regarding the SR 710 environmental study report. He urged that, for those who cannot attend the public meeting, they go online to share their opinion. Wenli Jen shared that Asian Pacific Family Center is recruiting 7th – 12th grade youth for their Youth Council. There are many free activities for council members. Sandra Armenta invited everyone to attend the Luminaria Ceremony on Thursday, June 25, 2015, 7:30 p.m. immediately following the CONNECTIONS forum meeting. Many Rosemead residents brought the Luminaria bags and we want to remember all those impacted by cancer. The Luminaria Ceremony will take place at Zapopan Park. The previously scheduled ceremony was cancelled due to rain. The Beautification Committee will host another clean-up day on June 27th at Savannah Cemetery, 9 a.m. – 12 p.m. Volunteers are needed. Please arrive at 8:45 a.m. for instructions and tools. Michael Reyes shared that the Community Area Watch meeting at Savannah School had a great turn out. He also said that the next Area Watch meeting will include information on coyotes. Ron Esquivel invited everyone to attend the Rosemead School District Educational Foundation’s 7th Annual Golf Tournament on June 16, 2015 at the San Dimas Canyon Golf Course, 2100 Terrebonne Avenue, to help fundraise money to benefit the children of the Rosemead School District. For more information, contact Ron Esquivel at rejn316@earthlink.net. Joe Basile shared with Lt. Somoano and Michael Reyes that people are going through residents’ trash bins looking for recyclables. He wants to know if anything can be done to stop it. 7. PUBLIC COMMENT There were no public comments. 8. ADJOURNMENT Meeting adjourned at 7:25 p.m. The next CONNECTIONS Forum is scheduled for Thursday, June 25, 2015 at 6:00 p.m. at the Public Safety Center.
