A. Public Hearing on the Consolidated Annual Performance and Evaluation Report
(CAPER)for FY 2014-15
The Community Development Department has completed its Consolidated Annual
Performance Report(CAPER) for the July 1, 2014 through June 30, 2015 fiscal year. The
CAPER describes the overall use of federal Community Development Block Grant(CDBG)
and HOME Investment Partnerships (HOME)funds received from the Department of
Housing and Urban Development (HUD) in relationship to the needs of the community as
outlined in its FY 2014-15 Annual Action Plan. The City's overall objective in the CDBG and
HOME programs is the development of viable communities by providing decent housing, a
suitable living environment and expansion of economic opportunities primarily for low-to-
moderate income persons.
Recommendation: That the City Council conduct a public hearing and take public
testimony on the City's FY 2014-15 consolidated Annual Performance and Evaluation
Report. No further City Council action is necessary.

C. National League of Cities 2015 Congress of Cities and Exposition—November 4th_7th

The City Council will consider authorizing the attendance of any Council Member who wishes
to attend the National League of Cities 2015 Congress of Cities and Exposition in Nashville
on November 4th through November 7th.
Recommendation: That the City Council authorize the attendance, at City expense, of any
Council Member who wishes to attend the National League of Cities 2015 Congress of Cities
and Exposition in Nashville, on November 4th—November 791.
6. MATTERS FROM CITY MANAGER & STAFF
A. Civic Center Improvement Project—City Hall exterior Improvements to Match
Rosemead Community Recreation Center
The City Council will consider a change order to an existing contract with CEM Construction
Company for City Hall exterior improvements to match the exterior of the Rosemead
Community Recreation Center (RCRC). The cost of the City Hail exterior improvements is
currently budgeted in the Capital Improvement Program (CIP), and the work can be
completed through the original contract awarded to CEM Construction for the Civic Center
Improvement Project. No additional financial allocation is required.
Recommendation: It is recommended that the City Council authorize the issuance of a
change order for the City Hall tagade improvement work, with no additional contract cost
increase.
B. Review and Approval of Jay Imperial Park Design
The City has been working with a landscape architectural firm on the design of Jay Imperial
Park since 2011. During that time, there have been many design iterations resulting from
limitations imposed by Southern California Edison (SCE). The proposed design was recently
approved by SCE and includes turf and miscellaneous landscape elements, personal fitness
equipment (e.g., a fitness zone), a decomposed granite walking path, picnic tables and
benches, drinking fountain, and security lighting. Development of the park is included in
Rosemead's Capital Improvement Program with most of the $700,000 allocated for the
project being provided through a Rivers and Mountains Conservancy Grant.
Recommendation: It is recommended that the City Council approve the proposed design of
the Jay Imperial Park.
C. Amendments to Municipal Code 12.44.050 Prohibition of Smoking in Public
Parks
The City Council will consider amendments to Chapter 12.44.050 of the Municipal
Code to expand the prohibition against smoking in city parks, playgrounds, and at
recreation centers to include marijuana or other substances and vaping. The
changes to the code come at the request of Los Angeles County Sheriff's

Department personnel as prohibitions against marijuana and vaping do not
currently exist and limit their enforcement capabilities.
Recommendation: It is recommended that the City Council introduce Ordinance
No. 958 amending Rosemead Municipal Code Chapter 12.44 regarding the
Prohibition of Smoking in Public Parks.
D. Cost-Sharing Memorandum of Understanding (MOU) Related to Load Reduction
Strategy for the Rio Hondo River and Tributaries
Under the Municipal Separate Storm Sewer System (MS4) Permit, agencies are mandated
by the Regional Water Quality Control Board (RWQCB) to comply with the Bacteria Total
Maximum Daily Load (TMDL) requirements, as well as others (e.g. trash, metal, etc.).
Specifically, agencies in the tributary areas must develop and implement strategies (known
as Load Reduction Strategies (LRS) to ensure that the maximum limits of the E. coli
bacterium in the Los Angeles River (LAR) will not be exceeded. Rosemead has historically
collaborated with other agencies on necessary efforts to comply with the MS4 Permit
requirements. Executing a cost-sharing MOU with the County and other agencies for
preparation of the Bacteria TMDL LRS document will effectuate cost and time savings to
Rosemead.
Recommendation: It is recommended that the City Council authorize the City Manager to
enter into a MOU with the County of Los Angeles and nine other cities for the development of
a Load Reduction Strategy for Compliance with Los Angeles River Bacteria TMDL.
