The following regulations shall apply to all non- conforming buildings and structures or parts thereof i and uses existing at the effective date of this Chapter, and meet all requirements as set forth in ..the General.Provisions, Part XXI, except for Sections 9121.4 (D),.•(E), (F), (G), (H),.(I), 9121.5 and 9 21.7. A Any such non-conforming buildings may not be 1',{I repaired, rebuilt, or structurally altered if such repair work exceeds one hundred (100) a percent of the assessed value of the struc ture 1 unless such structure is changed to a conforming building, except where otherwise specified in this 'ordinance.
