Re: Information Request regarding two existing 7-Eleven stores in Rosemead
On September 23, 2015, Commissioner Eng requested the following information regarding existing
7-Eleven stores located at 3366 San Gabriel Boulevard and 8807 Mission Drive:
• How long the stores have been in operation;
• The stores' hours of operation;
• Reason the stores' hours of operation are not posted at the building entrance;
• History of code enforcement issues, crime information, and community/resident complaints
for the last five years; and
• How the City is notified when there is a change of franchisee operator.
7-Eleven store at 3366 San Gabriel Boulevard
The Planning Commission approved Conditional Use Permit 01-833 and Tentative Parcel Map
026406 to consolidate three parcels of land for the development of a gasoline station and
convenience store (d.b.a. 7-Eleven) on August 6, 2001. The Commission denied Conditional Use
Permit 01-832, which was a request for the issuance of an off-sale beer and wine (Type 20) license
in conjunction with the convenience store, at this same public hearing. On August 16, 2001, the
applicant appealed the Planning Commission's decision to the City Council. Conditional Use
Permit 01-832 was finally approved by the City Council on September 25, 2001. According to
Rosemead Building and Safety Division records the construction of the 7-Eleven store and
gasoline station were completed on December 5, 2002.
• The Building Certificate of Occupancy indicates that business operation began on
December 5, 2002. Therefore,the store has been in operation for over twelve years.
• Per Conditional Use Permit 01-832, Condition of Approval No. 14, the hours of operation
shall be posted in the front window or door. Hours of operation shall be 24 hours, seven
days a week. A site inspection was completed on October 5, 2015. The site inspection
revealed that the business license renewal was past due for the retail portion of the
business, there was some graffiti onsite, and the hours of operation were not posted. The
City's Code Enforcement team notified the store owner of these deficiencies. As of
November 10, 2015, all noted deficiencies have been resolved.

7-Eleven store at 8807 Mission Drive
The sale of beer and wine in conjunction with a convenience market has existed at 8807 Mission
Drive since 1967. Planning Division records indicate that two Conditional Use Permits have been
granted by the Planning Commission for the transfer of the existing beer and wine license over the
years.
e Building Department records indicate that a 7-Eleven business has operated at this site
since July 28, 1972. Therefore, the store has been in operation for approximately forty
three years.
• Per Conditional Use Permit 80-195, Condition of Approval No. 6, the hours of operation
shall be posted in the front window or door. A site inspection was completed on October 5,
2015. The site inspection revealed that the hours of operation were not posted. The City's
Code Enforcement team notified the store owner of this deficiency. On November 5, 2015,
the store manager indicated the sign was being fabricated.

Notification of Change of Ownership
There are several ways that the City may receive notice when there is a change of business
franchisee ownership.
If an ABC license is involved in the business transaction, State ABC immediately notifies the City in
writing. The written notification contains the applicant's contact information, business address, and
license type requested. Upon receiving this information, the City notifies the applicant of the
zoning code requirements. State ABC will not issue the license without City authorization.
When a change of business ownership does not involve the sale of alcohol, the City becomes
aware of the change of ownership through the business licensing process. Current business
owners usually submit a written request to cancel their business license when they go out of
business. If a new business owner fails to obtain their business license, the City learns about the
new ownership during the business license renewal process. City staff from the Community
Development Department also actively collaborate with City Code Enforcement to keep them
apprised of business vacancies.
