AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD GRANTING A COMMUNITY
ANTENNA TELEVISION FRANCHISE TO TELE-
.COMMUNICATIONS, INC.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD-DOES HEREBY ORDAIN
AS FOLLOWS:
Section 1: Grant of Franchise.
The City of Rosemead hereby grants to TELE-COMMUNICATIONS,
INC.'a non-exclusive community antenna television system franchise
in accordance with the terms of this Ordinance.
Section 2: Franchis`e'Term.
The franchise term shall be for twenty (20) years
commencing March 28, 1972.
Section 3: Incorporation by Reference•of Chapter 7
of Article VI of the Rosemead Municipal Code.
Chapter 7; of Article VI of the Rosemead Municipal Code,

as it now exists or may hereafter be amended or renumbered, is
hereby incorporated by reference herein and made a part of this
Ordinance. No such amendment shall materially alter the terms of
this Ordinance without the written consent of Tele-Commun1c,ations,
Inc
• Section 4: Completion of Construction.
Tele-Communications, Inc. shall complete and have in
operation throughout the franchise area, in the manner.and to the
standards set forth in its application of May 6,1971, for a
CATV franchise for the City of Rosemead, within eighteen (18)
months after obtaining pole connection agreements with the agree-
ments with the telephone companies servicing the City have been
executed, a CATV system meeting the requirements of Chapter 7 of
Article VI' of the Rosemead,Municipal Code";` I
Section 5: -Franchise Payments.
Tele-Communications, Inc. shall pay to the City of
Rosemead the sum of Twenty thousand dollars ($20,000.00) prior
to April 1, 1972, of which sum Ten thousand dollars ($10,000.00)
shall be credited against franchise payments to become due to
the City under Section 6705 of the Rosemead Municipal Code.
Section 6: Community Channels-.
Tele-Communications, Inc. shall provide four (4)
channels for use for public programming of civic events by the
City of Rosemead and the educational programming by the school
districts serving the City of Rosemead.
Section 7: Construction of Studio.
Tele-Communications, Inc. shall construct, operate
and maintain•a fu]1'service television studio within the City of
• Rosemead in;accordane"e with provisions of its application of
May 6 , 1971.
Section.8: Rates and Charges:'..
Tele-Communications, Inc.'shall charge for its services
those rates and charges set forth in its application of May 6;
1971, and such notes and charges shall not be changed without
the prior written consent of the Rosemead City Council.
Section 9: Ordinance Effective Immediately.
• In order to insure the early completion of a CATV
system within the City, and to preserve the terms of this fran-
chise as verbally agreed to by the franchisee and City,prior to
recent changes in regulations of the Federal-Communications
Commission .this Ordinance is declared to be an urgency ordinance,
necessary for the welfare of the citizens of the City of Rosemead,
and shall take effect immediately upon its adoption.
