TC - Item 2A- Minutes of June 4, 2015 Minutes for the ROSEMEAD TRAFFIC COMMISSION MEETING June 4,2015 The special meeting of the Rosemead Traffic Commission was called to order by Chair Russell-Chavez at 7:00 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California, FLAG SALUTE: Commissioner Hall INVOCATION: Commissioner Quintanilla PRESENT: Chair Russell-Chavez,Vice Chair Masuda,Commissioners Hall, Quintanilla,Omelas ABSENT: NONE STAFF PRESENT: Acting Public Works Director Hawkesworth, Acting Public Works Manager Sullivan,and Administrative Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE Brian Lewin, 9501 Ralph Street, wanted to remind the Traffic Commissioners that Metro Caltrans 710 Alternative is still accepting public comments until July 6, 2015. Mr. Lewin also informed the Commissioners that another meeting has been added, for further information you can visit their website. 2. CONSENT CALENDAR Commissioner Hall motioned, seconded by Commissioner Quintanilla to approve Item A (April 2, 2015 Minutes)from the Consent Calendar. Votes resulted in: Yes: Hall,Quintanilla, Masuda,Ornelas and Russell-Chavez No: None Abstain: None Absent: None 3. NEW BUSINESS A. INSTALLATION OF ADDITIONAL RED CURB—HELLMAN AND ISABEL AVENUE Staff provided the Traffic Commissioners with a background and recommendation that the Traffic Commission recommend to the City Council that an additional 45 feet (approximately) of red curbing be added to the existing red curbing on the southwest corner of Hellman Avenue at Isabel Avenue. Vice Chair Masuda drove by the location in question and informed the Commission that there was a vehicle parked at the location; and agrees that when a vehicle is parked at that location it does block the line of sight. Commissioner Quintanilla asked staff if there was any response from the residents. Staff informed the Commissioners that they did not receive any inquiries on this item. REVIEW OF RESIDENT REQUEST FOR DISABLED PARKING SPACE — 3114 SULLIVAN AVENUE Staff provided the Traffic Commission with a brief description of the item and asked the Commission to table the item to a future meeting. The requesting party was not able to attend due to personal matter. Commissioner Ornelas wanted to know the States conditions for a blue curb. Staff will do further research and will bring it back to a future meeting. Chair Masuda asked staff if and when an applicant is denied,do they get informed of the reason/s. Staff informed the Commission that there are guidelines for approval included in the policy. All requesting parties receive a copy of the policy in the application packet. Commissioner Hall asked if there is enough parking for multiple vehicles to park in the driveway. Staff informed the Commissioners that there is sufficient space for multiple vehicles to park in the driveway. The Traffic Commissioner requested to table the item to a future meeting. C. REVIEW OF TRAFFIC CONDITIONS—HELLMAN AVENUE Staff provided the Traffic Commission with a brief description of the item, along with the recommendation that the Traffic Commission recommend that the City Council approve the traffic calming measures for Hellman Avenue, which include signage and striping improvements. Vice Chair Masuda commented that Hellman Avenue is currently a narrow street and that the edge line will make the lanes appear narrower. Mr. Masuda also mentioned that during periods of high traffic volume, he does not feel that cars are going that fast. Chair Russell-Chavez asked staff if they knew the difference between the daily traffic from San Gabriel Blvd and Del Mar Avenue compared to other streets. Staff informed the Commissioners that they will take a look at the volume of daily traffic going through the other streets,and also informed them that it may be a little difficult to compare due to Hellman Avenue being a very busy street and being so close to the freeway. Chair Russell-Chavez asked if the City Council approves the recommendations can staff continue monitoring the location to bring back the item to a future meeting and see if any other safety improvements need to done. OLD BUSINESS A. REVIEW OF TRAFFIC CONDITIONS — TEMPLE CITY BOULEVARD AND ELLIS LANE Brian Lewin, 9501 E. Ralph Street, is glad that this item is back on the agenda as this location has had issues for a long time. Mr. Lewin was concemed about the notification of all residents in the area as new proposals may cause traffic to be rerouted to Guess Street and Marshall Street causing impacts to residents on those streets. He believes that access to Temple City Boulevard from Guess Street is equally not as safe as accessing it from Ellis Lane based on the intersection configuration and the speeds of oncoming vehicles. Additionally, he does not think that the restriction of left turns from Ellis Lane to Temple City Boulevard will be effective without substantial construction to prevent these tum movements. He suggested for any further discussion or action of this intersection, or other major travel corridors, that signs should be posted to ensure that all residents are aware of any proposed changes as not all residents receive email notification or monitor the Commission Agendas. He further stated that he does not believe that preventing left tums will be the answer and he recommends that these changes not be made without a thorough engineering study of this intersection and the adjacent ones that could be affected by any modifications. He stated that he believes that a realignment of the intersection, a left turn pocket, and a refuge lane may work best; however, he believes that nothing should be done without a thorough study and review of the intersection. Staff gave the Traffic Commissioners a brief review about the item and would like to get the Commissioners input and ideas for future improvements. Commissioner Omelas asked if a traffic signal is warranted at this location. Staff informed the Commissioners that when looking back at previous staff reports, a traffic signal warrant has not been completed and has recommend in adding one if any further engineering studies in that area. Commissioner Hall informed staff that one of the biggest concerns is speed and major improvements are needed. Chair Russell-Chavez would like to have an analysis done and would like to hear an Engineering's ideas and recommendations. Vice Chair Masuda also agrees in having a study done at the location and doesn't think striping will resolve the issues. Commissioner Quintanilla concurred with Chair Russell-Chavez and Vice Chair Masuda. After receiving the Commissioners input and ideas, staff will talk to the Traffic Engineer and will bring this back to a future meeting. STAFF REPORT Rosemead Traffic Commission Meeting Meeting Minutes of June 4,2015 Page 3 of 4 Staff provided the Traffic Commission with an update on current and upcoming projects throughout the City. 5. COMMISSIONER REPORTS Commissioner Hall asked if there is anything the City can do in promoting bicycle safety. Chair Masuda asked if staff can look into replacing the missing delineators on Ramona Blvd east of Walnut Grove Avenue. Mr. Masuda also thanked staff for being responsive and proactive in seeking out the grant so the projects can be done. Chair Russell-Chavez informed staff that there has been major improvement after having all safety improvements done on Klingerman Street and Angelus Avenue. She also has also informed staff that there is already delineator missing and along with one of the barriers near the wash is broken. Lastly, Mrs. Russell-Chavez asked staff if they had a time frame on when the Welcome to Rosemead signs will be replaced. 7. ADJOURNMENT The meeting adjourned at 8:00 p.m. The next Traffic Commission meeting is scheduled for July 2, 2015 at 7:00 p.m., and in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
