ROSEMEAD TRAFFIC COMMISSION MEETING
August 6, 2015
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell-Chavez at
7:00 p.m. in the Council Chamber,8838 E.Valley Boulevard, Rosemead, California.

PRESENT: Chair Russell-Chavez,Vice Chair Masuda, Commissioner Quintanilla, Omelas
ABSENT: NONE
OATH OF OFFICE: Edward Quintanilla and Joanne Russell-Chavez
REORGANIZATION: Chair Russell-Chavez and Vice Chair Masuda were nominated to remain in their
current positions.
STAFF PRESENT: Acting Public Works Director Hawkesworth, Public Works Manager Sullivan, and
Administrative Assistant Llamas

2.CONSENT CALENDAR
Brian Lewin, 9501 Ralph Street,asked staff if they can review the minutes and add a brief summary of what
he said.
Staff recommended that the minutes be tabled for review and to bring them back to the next meeting for
approval.
Vice Chair Masuda asked if staff can review his comment for Item C.
3. NEW BUSINESS
A. INSTALLATION OF ADDITIONAL RED CURB—NEW AVENUE AND EGLEY AVENUE
Staff provided the Traffic Commissioners with a brief description about the item, along with the
recommendation that the Traffic Commission recommend to the City Council that fifteen (15)feet of red curb
be added to New Avenue at the southeast corner of Egley Avenue.
Commissioner Ornelas motioned, seconded by Vice Chair Masuda to approve staffs recommendation that
the Traffic Commission recommend to the City Council that fifteen (15) feet of red curb be added to New
Avenue at the southeast corner of Egley Avenue. Votes resulted in:
Yes:Ornelas, Masuda, Quintanilla,and Russell-Chavez

B. INSTALLATION OF RED CURB AT FIRE HYDRANT POLICY DISCUSSION
Brian Lewin, 9015 Ralph Street, asked if staff can consider reducing the current amount of red curb in front
of a fire hydrant to preserve parking. Mr. Lewin also suggested painting the curb near driveway
approaches.
Staff gave the Traffic Commissioners a brief description about the item, and recommended that the Traffic
Commission review and file this report.
Vice Chair Masuda asked for clarification on summary B of the staff report.
Chair Russell-Chavez expressed that safety is the priority and requested that the policy remain at 15 feet.
Mrs. Russell-Chavez also asked for the current policy.
Staff suggested that the red curb standards will remain at 15 feet, but if a parking space is permitted them it
can be reduced to 10 feet.
Vice Chair Masuda mentioned that one of the concerns he has would be that if the current law states that
you can't park 15 feet from a fire hydrant and by reducing it to 10 feet would that create confusion with law
enforcement.
Staff informed the Traffic Commissioners if the policy were to change from 15 feet to 10 feet, the policy will
need to be adopted with an ordinance or resolution and law enforcement will be informed if approved.
C. CAPITAL IMPROVEMENT PROGRAM OVERVIEW—FICAL YEAR 2015.16
Staff provided the Traffic Commissioners with an overview of the approved Capital Improvements for the
current fiscal year.
STAFF REPORT
Staff provided the Traffic Commission with an update on current and upcoming projects throughout the City.
5. COMMISSIONER REPORTS
Commissioner Omelas asked staff if they had any update regarding the red curb in front of Encinita
Elementary School.
Vice Chair Masuda asked if the red curbs off of Walnut Grove Avenue can be touched up.
Commissioner Quintanilla asked staff if they got any details in regards to the accident that occurred at the
intersection of Rosemead Boulevard and Glendon Way.
Chair-Russell Chavez asked staff if they knew what projects were being done on Rush Street, along with
informing them that the beacons on Rush Street aren't working. She also mentioned that the trees and
mulch on Rush Street look nice and asked staff if they can talk to the school staff at Rice school and ask
them if they can clean up the trash along their fence off Rush Street. Mrs. Russell-Chavez also asked if
staff can see if the pedestrian bridge on Angelus Avenue and Klingerman Street can be painted black to
match the other bridges throughout the City and possibly add a rose.

7. ADJOURNMENT
The meeting adjourned at 7:52 p.m. The next Traffic Commission meeting is scheduled for September 3,
2015 at 7:00 pm., and in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
