SUBJECT: SIDEWALK, CURB & GUTTER REPLACEMENT PROJECT (PROJECT NO. 24807) AWARD OF CONTRACT SUMMARY As a part of the adopted Fiscal Year 2015 -16 (FY15 -16) Budget, the City Council approved Project No. 24807, which consists of repair and replacement of sidewalk, curb and gutter in various locations in the City. Upon completion, the Project improvements will enhance pedestrian safety and drainage, as well as ensure continued compliance with the American with Disabilities Act (ADA). In accordance with the Public Contract Code, the City recently solicited and received competitive bids; and is now ready to consider awarding a construction contract to the lowest responsive responsible bidder. Staff Recommendation It is recommended that the City Council: 1. Approve the plans and specifications for the Sidewalk, Curb and Gutter Replacement Project. 2. Award the construction contract to PK Construction in the amount of $60,308.25, and authorize a construction contingency of $2,991.75 (5 %), for a total of $63,300.00. 3. Approve Resolution No. 2016- 02 appropriating an additional $18,500 in Gas Tax Funds for the Project DISCUSSION On December 2, 2015, the City publicly opened and read three (3) sealed bids with the following results: RANK CONTRACTOR LOCATION BID AMOUNT 1 P.K. Page 2 of 3 The apparent low bidder was P.K. Construction of Altadena, California, with a bid of $60,308.25. The City has reviewed all 3 bid packages, and confirmed that P.K. Construction is the lowest responsive and responsible bidder. P.K. Construction has also satisfactorily completed similar projects for other public agencies, including City of Rosemead. If awarded by the City Council, construction is anticipated to begin in February 2016 and be substantially complete by June 2016. FINANCIAL REVIEW The FY 15 -16 Budget contains $50,000 in gas tax funds for Project No. 24807; of this amount, approximately $3,500 has been expended for preparation of the construction document and bid advertisement, with a balance of $46,500 available for construction. The total estimated cost for the construction phase (including contingencies, contract administration, and inspection) is $65,000, as tabulated below. Therefore, an additional appropriation of $18,500 is required to complete the project. Alternatively, the City can reject all bids, and re- advertise the Project for construction bids. With the size of this construction project (i.e. <$100,000), re- bidding the Project may not necessarily lead to additional bidders or more favorable bid results. Savings from lower bids, if any, may also not be sufficient to cover the re- bidding cost. Additionally, re- bidding the Project will delay contract award by 5 to 7 weeks.
