1. Concept Presentations
A. Garvey Earl Plaza Proposed Residential /Commercial Mixed Use Development— 6449
Garvey Avenue and 3014 Earle Avenue
Simon Lee & . Associates has submitted a Pre - Application to propose a new
residential /commercial mixed -use development. The proposed four -story building would consist
of seven (7) commercial units and thirty -five (35) residential dwelling units. In accordance with
SB 1818, the applicant would like to request a density bonus, reduction in minimum parking
spaces required, and concessions. Parking would be provided at the basement and ground level.
The proposed project would consolidate two (2) existing lots (APN: 5288 - 004 -057 and 5288 -004-
041) into one (1) lot via Lot Line Adjustment. The subject site is located in the C-3/RC- MUDO /D-
0 (Medium Commercial with Residential /Commercial Mixed -Use Development and Design
Overlays) zone.
B. Proposed 21 -Unit Residential Project (Portion of Don Bosco Technical Institute)
LaTerra Development, LLC is proposing to develop a new 21 -unit residential development,
ranging in size from 1,750 square feet to 2,200 square feet. A two -car garage is also proposed
for each single - family residential unit. The subject site is currently located at 1151 San Gabriel
Boulevard in the P -D (Planned Development) zone. On December 21, 2015, a comment letter
was distributed to the applicant outlining staff's and various agencies' concerns on the proposed
project. Please note the Planning Division has not conducted a complete review of the project
due to the minimal plans that were submitted during the Pre - Application process. The applicant
is aware of this comment and would still like to present its proposed project to receive input on
concerns that the City Council and Planning Commission may have.

Marijuana Dispensaries" to Prohibit Medical Marijuana Cultivation Facilities and
Medical Marijuana Deliveries in all Zones in the City
On December 8, 2015, the City Council introduced Ordinance No. 959, amending Chapter
17.40 of the Rosemead Municipal Code "Medical Marijuana Dispensaries" to prohibit
marijuana cultivation facilities and medical marijuana deliveries within the City of Rosemead.
Recommendation: That the City Council adopt Ordinance No. 959 at its second reading.
D. Ordinance No. 960 — Second Reading: Municipal Code Amendment 15.08 — Adoption
of Amended Rosemead Municipal Code Title 13 "Public Services," Chapter 13.08
"Water Efficient Landscapes" and Associated Guidelines in Accordance with
Governor Brown's Drought Executive Order (B- 20 -15)
On December 8, 2015, the City Council introduced Ordinance No. 960, amending Chapter
1108 of the Rosemead Municipal Code "Water Efficient Landscaping Regulations" and
related "Water Efficient Landscape Guidelines" to comply with State law.

E. Extension of Professional Services Agreement for Consulting Services with
SitesPacific, Inc.
In November of 2015, the City received the resignation of the former City Planner, who
served as the project manager for the Garvey Avenue Specific Plan. As a result, the City
entered into a short -term contract with SitesPacific, Inc., a Planning and Land Use
management firm, to assume primary responsibility for coordination and completion of the
Garvey Avenue Specific Plan. The Project Manager assigned to the City currently averages
32 hours per week and is working out of the office next to the City Manager. The existing
agreement with SitesPacific, Inc. is set to expire on February 28, 2016,
Recommendation: It is recommended that the City Council authorize the City Manager to
execute a contract extension with SitesPacific, Inc., for a not to exceed amount of $82,400
for the period March 1, 2016 through June 30, 2016.
F. Jay Imperial Park Lease Agreement with SCE
After several years of negotiations with Southern California Edison (SCE), a lease
agreement has been executed to enable the development of Jay Imperial Park. The planned
public park will be constructed on approximately five acres of land under the electrical
transmission lines running south of Garvey Avenue bordered by San Gabriel Blvd. on the
east and Pine Street and Falling Leaf Avenue on the west. Construction of the park is
included in the City's Capital Improvement Program (CIP) budget and the majority of funding
will be provided by a $550,000 grant from the San Gabriel and Lower Los Angeles Rivers
and Mountains Conservancy, which must be expended by June 30, 2017.
Recommendation: That the City Council ratify approval of the lease agreement with SCE
for Jay Imperial Park signed by the City Manager and City Attorney on December 23, 2015.
G. Transmittal of FY 2014.15 City of Rosemead and Rosemead Housing Corporation
Annual Financial Reports
This is to transmit the FY 2014 -15 annual financial reports for the City of Rosemead and the
Rosemead Housing Development Corporation to the City Council, The reports provide a
complete presentation of the finances of each of the above mentioned organizations. The
2014 -15 Fiscal Year was a good year of revenues for the City, and was also a year of capital
asset growth. A highlight of the City's capital asset growth in FY 2014/15 was the purchase
of real property on River Avenue from the General Fund balance at a cost of approximately
$1.8 million for the establishment of a City Yard public works maintenance facility. The
impact of this capital expenditure was partially offset by higher than budgeted revenues and
lower than budget expenditures resulting in a decrease in General Fund balance of only $1.2
million,

Recommendation: that the City Council receive and file the City of Rosemead
Comprehensive Annual Financial Report (CAFR) and the Rosemead Housing Development
Corporation Annual Financial and Compliance Report for the 2014 -15 Fiscal Year.
H. Sidewalk, Curb & Gutter Replacement Project (Project No. 24807) — Award of Contract
As a part of the adopted Fiscal Year 2015 -16 (FY15 -16) Budget, the City Council approved
Project No. 24807, which consists of repair and replacement of sidewalk, curb and gutter in
various locations in the City. Upon completion, the Project improvements will enhance
pedestrian safety and drainage, as well as ensure continued compliance with the Americans
with Disabilities Act (ADA). In accordance with the Public Contract Code, the City recently
solicited and received competitive bids; and is now ready to consider awarding a
construction contract to the lowest responsive responsible bidder.
Recommendation: that the City Council (1) Approve the plans and specifications for the
Sidewalk, Curb and Gutter Replacement Project. (2) Award the construction contract to PK
Construction in the amount of $60,308.25, and authorize a construction contingency of
$2,991.75 (5 %), for a total of $63,300.00 and (3) Approve Resolution No. 2016- 02
appropriating an additional $18,500 in Gas Tax Funds for the Project
5. MATTERS FROM CITY MANAGER & STAFF
A. Omnibus Ordinances Ratifying All Ordinances Adopted By the City Council From 2012
through 2015 -- Ordinance No. 2016.01— An Urgency Ordinance of The City Council of the
City of Rosemead, California, Ratifying Ordinances Adopted Between 2012 and 2015; and
Ordinance No. 2016.02 — An Ordinance of The City Council of the City of Rosemead,
California, Ratifying Ordinances Adopted Between 2012 and 2015
The Council will consider the ratification and re- adoption of all ordinances approved between
2012 and 2015 through Omnibus Ordinances. In order to address any potential gaps in the
legislative process of enacting ordinances, cities may from time to time determine that it is
useful to undertake an omnibus ordinance as a "housekeeping" measure to reaffirm and
ratify ordinances that have already been approved by the City Council.
Recommendation: That the City Council (1) adopt Urgency Ordinance No. 2016 -01; and (2)
introduce Ordinance No. 2016 -02 at its first reading.
B. Grand Jury Report on Homeless Population
The City Council will discuss an Interim Report by the 2015 -2016 Los Angeles County Civil
Grand Jury entitled: Inadequate El Nino Planning for County Homeless Population. The
report includes a series of recommendations for each of the 88 cities in Los Angeles County.
However, it does not provide funding to the cities to implement the recommendations. The
City Council will also be provided with information regarding the City's current efforts to
assist the homeless population.
