1. Concept Presentations
A. Garvey Earl Plaza Proposed Residential /Commercial Mixed Use Development -6449
Garvey Avenue and 3014 Earle Avenue
Simon Lee & Associates has submitted a Pre - Application to propose a new
residential /commercial mixed -use development. The proposed four -story building would
consist of seven (7) commercial units and thirty -five (35) residential dwelling units. In
accordance with SB 1818, the applicant would like to request a density bonus, reduction in
minimum parking spaces required, and concessions. Parking would be provided at the
basement and ground level. The proposed project would consolidate two (2) existing lots
(APN: 5288 - 004 -057 and 5288 - 004 -041) into one (1) lot via Lot Line Adjustment. The subject
site is located in the C- 3 /RC- MUDO /D -0 (Medium Commercial with Residential /Commercial
Mixed -Use Development and Design Overlays) zone.
B. Proposed 21 -Unit Residential Project (Portion of Don Bosco Technical Institute)
LaTerra Development, LLC is proposing to develop a new 21 -unit residential development,
ranging in size from 1,750 square feet to 2,200 square feet. A two -car garage is also proposed
for each single - family residential unit. The subject site is currently located at 1151 San Gabriel
Boulevard in the P -D (Planned Development) zone. On December 21, 2015, a comment letter
was distributed to the applicant outlining staff's and various agencies' concerns on the
proposed project. Please note the Planning Division has not conducted a complete review of
the project due to the minimal plans that were submitted during the Pre - Application process.
The applicant is aware of this comment and would still like to present its proposed project to
receive input on concerns that the City Council and Planning Commission may have.
