The special meeting of the Rosemead Traffic Commission was called to order by Chair Russell- Chavez at
7:00 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

STAFF PRESENT: Acting Public Works Director Hawkesworth, Acting Public Works Manager Sullivan, and
Administrative Assistant Llamas
1. PUBLIC COMMENT FROM THE AUDIENCE
Brian Lewin 9501 Ralph Street, wanted to let everyone know that the Draft EIR/EIS for the 710 Alternative
has been released by Metro /Caltrans and is accepting public comments until July 6, 2015. He also invited
everyone to attend one of their upcoming meetings, for information you can visit their website at
metro:net/sr710study. Lastly, due to a recent accident at the intersection of Temple City Boulevard and Ellis
Lane, Mr. Lewin asked if the Traffic Commissioners can revisit the location and see if there are any other
safety improvements that can be done.
2. CONSENT CALENDAR
Commissioner Quintanilla motioned, seconded by Vice Chair Masuda to approve Item A (February 12, 2015
Minutes) and Item B (Keep Clear Markings - Garvey Avenue/ Willard Avenue) from the Consent Calendar.
Votes resulted in:

3. OLD BUSINESS
A. REVIEW OF TRAFFIC CONDITIONS NEAR JANSON ELEMENTARY SCHOOL —
APPROVAL OF STRIPING IMPROVEMENTS
Staff provide the Traffic Commissioners with a review about the item, along with their recommendations of
installing parking restrictions on Bartlett Avenue during school days from 7:00 a.m. until 3:00 p.m. on the East
and West side of the street on a temporary basis from May 1, 2015 through June 30, 2015 and the installation
of striping and signage improvements in the vicinity of Janson Elementary school.
Veronica Pena, 8648 Olney Street, provided the Commissioners with a petition opposing from anything being
done on a temporary basis without having an environmental study done.
Peter Pena, 8648 Olney Street, expressed that his biggest concern along Bartlett Avenue and Olney Street
is the increase in traffic. .

intersection of Bartlett Avenue from Loftus Drive.
Sylvia Ruiz, 8753 Olney Street, asked if they can get a crosswalk and /or crossing guard near the school
entrance off of Bartlett Avenue.
Vice Chair Masuda and Commissioner Hall agree with adding a crosswalk on Bartlett Avenue.
Staff recommend that a proper engineering study and review would need to be done priorto adding crosswalk
as part of the striping plan.
Susie Mendoza, 3620 Dubonnet Avenue, expressed that her biggest concern along the area in question is
the high increase in traffic and vehicles speeding.
Vice Chair Masuda asked staff if the City can get involved in supporting the residents to request that the
school relocate the drop off spot from its current location, to alleviate the traffic problems on Olney Street.
Staff recommended that no actions be taken tonight, to allow staff to do further research. Staff indicated that
this item, along with the submitted petition, would be presented to the City Manager and Department Heads
for further review.
Veronica Pena, 8648 Olney Street, requested if she can be informed in advanced if there are any future
meetings in regards to this issue.
Peter Pena, 8648 Olney Street, commended the Traffic Commissioner for getting involved and trying to help
resolve the issue.
The Traffic Commission has request for the item to be tabled to a future meeting to allow staff to do further
research and received input from various departments before any actions are taken.
4. NEW BUSINESS
A. REVIEW OF TRAFFIC CONDITIONS — ANGELUS AVENUE AND KLINGERMAN
STREET
Staff provided the Commission with a brief description of the item and the recommendation that the Traffic
Commission recommend that the City Council approve the signage and striping plan for the area of Angelus
Avenue and Klingerman Street which includes the addition of edge line striping, reduction of the return radii,
and reduction of the curve speed to 15 MPH.
Velia Navarro, 2239 Angelus Avenue, express her concerns with speeding and safety issues at that location.
Chair Russell- Chavez asked staff if Council approves the recommendations, what would be the timeline for
completion.
Staff informed the Commissioners if they approve the item tonight staff will add it on to the next Council
meeting for their approval and if approved staff will arrange to have all safety improvement done shortly after.
Velia Navarro, 2239 Angelus Avenue, asked what it would take to get a "Stop" sign installed at that location.
Staff advised the Commissioners that before considering the installation of a "Stop" sign a thorough study
would need to be done to see if it's warranted at that location.

Staff agreed with Commissioner Hall and will continue monitoring the location and will bring it back to a future
meeting for their review.

STAFF REPORT
Staff provided the Traffic Commission with an update on current and upcoming projects throughout the City.
5. COMMISSIONER REPORTS
Commissioner Ornelas informed staff that there is incorrect signage up at the intersection of Walnut Grove
Avenue and Marshall Street. Mr. Ornelas also commended Jimmy Limon for the signage and striping
improvement done on Glendon Way before the freeway entrance.
Vice Chair Masuda asked if staff can look into adding a "No Parking" west lane of Walnut Grove Avenue near
the Mc Donald's to prohibit vehicles parking close to the intersection.
Commissioner Quintanilla asked staff if they can bring back the Temple City Boulevard and Ellis Lane
intersection to see if there are any other traffic improvements that can be done at that intersection.
Chair Russell- Chavez asked if staff can look into possibly adding turn signals at the intersection where San
Gabriel Blvd, Rush Street and Potrero Grande meet. She also wanted to follow up with staff and see if there
have been any traffic studies done on Hellman Avenue between San Gabriel Blvd and Del Mar Avenue.
Lastly, Mrs. Russell- Chavez asked if the City is planning on add medians on San Gabriel Blvd near Rush
Street.
7. ADJOURNMENT
The meeting adjourned at 8:26 p.m. The next Traffic Commission meeting is scheduled for May 7, 2015 at
7:00 p.m., and in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
