SUBJECT: V ALLEY BOULEVARD TRAFFIC & PARKING WORKSHOP
SUMMARY
On September 22, 2015, the City Council conducted a grant funding workshop, and
received updates on pending Metro grant- funding projects (e.g. Valley Boulevard,
Garvey Avenue) with detailed discussions on Valley Boulevard. Specifically, Rosemead
was awarded approximately $781,000 in grant funds for Valley Boulevard (between
Charlotte Avenue and Temple City Boulevard) under the 2011 Call for Projects, with the
following conditions:
• Restrict parking on both sides of the street during the morning (6 -9 AM) and
evening (4 -7 PM) peak hours, to provide a 3` travel lane in each direction.
• Construct raised medians between Charlotte Avenue and Temple City Boulevard
to restrict left -turn ingress /egress in order to enhance traffic safety.
• Rosemead to provide local matching funds (e.g. Gas Tax, Prop C, etc.) of
$639,000 (45% match) for the improvements.
The Metro grant funding for Valley Boulevard is allocated for Fiscal Year 2015 -16 (FY
15 -16) and FY 16 -17, and Metro has recently sought response from Rosemead in terms
of whether to accept the funds and proceed with executing a funding agreement. No
action from Rosemead in the next few months would most likely result in Rosemead
losing the grant funding.
DISCUSSION
Implementing the Metro -grant funding project would require removal of on- street parking
on both sides of the street, during the peak hours; which would provide for a 3` travel
lane in each direction to facilitate traffic flow (both vehicular and transit) on Valley
Boulevard. However, notwithstanding the beautification appeal, constructing raised
medians would have left -turn ingress /egress impacts to adjacent businesses. Modifying
the raised median design to allow for selective left -turn access to certain adjacent
businesses would require special review and approval from Metro.

The Metro grant funding of $781,000 is the maximum allowable amount, and would
require a local match of $639,000 from Rosemead, for a total project cost of $1.42
million. However, preliminary cost estimates for constructing the improvements as
currently required by Metro is approximately $2.3 million. In other words, if the
construction is to cost $2.3 million, Metro will pay for $781,000, and Rosemead would
be responsible for the balance; that is approximately $1,519,000.
The Metro grant for Valley Boulevard comes with certain conditions, which require
careful consideration. While constructing the improvements may effect mobility and
safety benefits, there are also parking and left -urn access impacts to adjacent
businesses, as well as financial consequences to the City.
Two weeks ago, the City has mailed a total of approximately 220 notices to property
owners and business operators on Valley Boulevard, advising them of today's
workshop.
