SUBJECT: GARVEY AVENUE TRAFFIC & PARKING WORKSHOP
SUMMARY
On September 22, 2015, the City Council conducted a grant funding workshop, and
received updates on pending Metro grant- funding projects (e.g. Garvey Avenue, Valley
Boulevard). On September 24, 2015, the Metro Board awarded $2.3 million to
Rosemead for improvements on Garvey Avenue (from New Avenue to East City Limit),
with the following conditions:
• Restrict parking on the north side of the street between 6:00 A.M. and 9:00 A.M.,
to provide a 3r westbound through lane.
• Restrict parking on the south side of the street between 4:00 P.M. and 7:00 P.M.,
to provide a 3` eastbound through lane.
• Rosemead to provide local matching funds (e.g. Gas Tax, Prop C, etc.) of
$992,273 (30% match) for the improvements.
On November 24, 2015, the City council conducted a traffic and parking workshop, for
which the property owners and business operators along Garvey Avenue were
notified /invited to attend. After deliberation, the City Council voted to continue the
workshop to January 26, 2016. The City has since mailed a total of approximately 270
notices to property owners and business operators, advising them of today's workshop.
DISCUSSION
The Metro grant funding is allocated for Fiscal Year 2019 -20 (FY19 -20) and FY 20 -21.
The City has approximately 4 years before having to design and construct the
improvements. A decision to accept or deny the grant will have to be made when
executing the grant funding agreement with Metro in early FY19 -20, prior to expending
grant funds for design.

Implementing the Metro -grant funding project would require removal of certain
convenient on- street parking during the peak hours; however, would facilitate traffic
(both vehicular and transit) flow on Garvey Avenue. The 3` travel lane would also
serve as a deceleration lane for ingress to adjacent businesses, as well as complement
the Garvey Avenue Specific Plan in terms of traffic impact mitigation. The grant funding
can also be used for street furnishings, landscaping enhancements, traffic signal
upgrades, and sidewalk improvements.
