C. National League of Cities 2016 Congressional City Conference —March 5th through 9th,
Washington, DC
The City Council will consider authorizing the attendance of any Council Member who wishes
to attend the National League of Cities 2016 Congressional City Conference in Washington,
D.C. from March 5, 2016 through March 9, 2016. The Expense and Use of Public
Resources Policy, adopted by City Council Resolution No. 2005 -47, requires prior City
Council approval for out -of -state travel beyond an adjacent state.
Recommendation: That the City Council authorize the attendance, at City expense, of any
Council Member that wishes to attend the National League of Cities Congressional City
Conference in Washington D.C. from March 5, 2016 through March 9, 2016.
D. Second Reading — Ordinance No. 2016.02 — Omnibus Ordinance Ratifying all
Ordinances Adopted by the City Council from 2012 through 2015
At the January 12, 2016 City Council Meeting, the City Council introduced for first
reading by title only, Ordinance No. 2016 -02 "An Omnibus Ordinance of the City
Council of the City of Rosemead, California, Ratifying Ordinances Adopted
Between 2012 and 2015."

E. Housing Element 2015 Annual Progress Report
California Government Code § 65400 (b) requires the filing of a Housing Element Annual
Progress Report by April 1st of each year, for the prior calendar year, with the State Office of
Planning and Research and the Department of Housing and Community Development
( "HCD "). State law also requires that the annual report be presented at a public meeting
before the City Council where members of the public are given an opportunity to comment on
the City's progress. This report summarizes the low to moderate - income residential building
activity, Regional Housing Needs Allocation (RHNA) progress, and progress of housing
program implementation for the 2015 calendar year.
Recommendation: That the City Council receive and file the City's 2015 Housing Element
Annual Progress Report.
Rosemead Public Works Yard Project (Project No. 31016) — Award of Contract
As a part of the adopted Fiscal Year 2015 -16 Capital Improvement Project (FY 15 -16 CIP)
Budget, the City Council approved Project No. 31016, which consists of constructing tenant
improvements inside an existing warehouse building for a City Yard Maintenance Facility.
After completion, the City will relocate its existing public works maintenance operations from
Garvey Park to this renovated building; greatly enhancing operation efficiency and security,
as well as making previously occupied space at Garvey Park available for public recreation
use,
The City has recently completed the construction document for Project No. 31016, and
subsequently solicited competitive bids. On January 13, 2016, the City received and publicly
opened 11 bids. The City is now ready to consider awarding a construction contract to the
lowest responsive and responsible bidder.
Recommendation: That the City Council (1) approve the plans and specifications for
Project No. 31016, Rosemead Public Works Yard project; (2) award the construction contract
to CEM Construction, Corp. in the amount of $518,000, and authorize a construction
contingency of $51,800 (10 %), for a total of $569,800; and (3) adopt Resolution No. 2016 -03
appropriating an additional $100,000 from Genera Fund Reserve for the project.
5. MATTERS FROM CITY MANAGER & STAFF
A. Klingerman Street /Angelus Avenue Curve Traffic Evaluation
Under the direction of the City Council, the City has retained Willdan Engineering ( "Willdan ")
to conduct a thorough traffic evaluation for the curve at Klingerman Street and Angelus
Avenue, including speed, pedestrian, and safety concerns associated with Rice Elementary
School traffic. On December 16, 2015, Willdan completed the evaluation, and submitted the
technical report, summarizing the following: (1) Existing roadway and traffic conditions; (2)
Rice Elementary School Circulation; and (3) Data collection, technical analysis, findings, and
recommendations.

The results of the technical report were presented to the Traffic Commission at its meeting
on January 7, 2016. After deliberation, the Traffic Commission voted to recommend that the
City Council approve Willdan's technical recommendations.
Recommendation: The Traffic Commission recommends that the City Council approve
Willdan's technical recommendations, as follows: (1) Install all -way "STOP" control at the
intersection of Angelus Avenue and Graves Avenue; (2) Install interlocking delineators and
raised round markers along the curve at Klingerman Street and Angelus Avenue; and (3)
Install additional "Chevron" sign(s) on each approach to the curve.
B. Cost-Sharing Memorandum of Agreement (MOA) for Implementing the Coordinated
Integrated Monitoring Program (GIMP)
On December 28, 2012, the Los Angeles Regional Water Quality Control Board approved an
updated National Pollutant Discharge Elimination System Municipal Separate Storm Sewer
System Permit ( "MS4 Permit "), which stipulates specific compliance requirements from the
County of Los Angeles and 84 cities (including Rosemead). To comply, on June 11, 2013,
the City Council authorized Rosemead to join the Upper Los Angeles River ( "ULAR ")
Watershed group, and participate in the development of the CIMP. The CIMP was
completed on June 26, 2014, and approved by the Regional Board on August 5, 2015. As
required by the MS4 Permit, the next steps are to implement the CIMP for the ULAR
watershed.
Rosemead has historically collaborated with other agencies on necessary efforts to comply
with the MS4 Permit requirements. Executing a cost - sharing MOA with the County and other
agencies for implementing the CIMP will effectuate cost and time savings to Rosemead.
Recommendation: That the City Council authorize the City Manager to execute the cost -
sharing MOA with eighteen other public agencies for Implementing the CIMP
