sight-distance visibility. The City completed a traffic investigation, and found that certain red
curb installation adjacent to the driveways will enhance sight distance for vehicles exiting the
Plaza.

D. KLINGERMAN STREET/ANGELUS AVENUE INTERSECTION TRAFFIC EVALUATION
On January 26, 2016, after hearing a technical presentation from Willdan Engineering, the
City Council directed staff to further review the intersection of Klingerman Street and Angelus
Avenue. Specifically, the City was directed to review other agencies' (i.e Pico Rivera,
Monterey Park) engineering practices for similar situations, and bring back a Resolution for
consideration by the City Council.
The City has since contacted the cities of Pico Rivera and Monterey Park. Additionally, the
City's Public Works Manager (a licensed engineer) has conducted further review of the
Intersection, and determined that the installation of all-way "STOP" control at the
Klingerman/Angelus intersection would reduce conflicts between vehicles exiting driveways
and through traffic, and enhance traffic safety.
Recommendation: That the City Council adopt Resolution 2016-07, approving the
installation of All-Way"STOP"control at the Klingerman/Angelus intersection.
5. MATTERS FROM CITY MANAGER&STAFF
A. MID-YEAR BUDGET AMENDMENTS
The City Council will consider adjustments to the current Budget for the 2015-16 Fiscal Year.
During any fiscal year, unforeseen financial needs and opportunities typically arise which
require Council approval of adjustments to projected revenues and expenditures. At this
time there are several items that will require appropriations as well as projected revenue
adjustments. The net impact of all recommended adjustments to the General Fund
operating budget are positive, reflecting more anticipated revenues than expenditures.
Recommendation: That the City Council approve Resolution No. 2016-06 approving
various appropriations for the remainder of the current fiscal year.
