Recommendation: Adopt Resolution No. 2016-02 RHDC B. INSTALLATION OF RED CURB AT 9241 VALLEY BOULEVARD On January 7, 2016, the Traffic Commission reviewed a request for red curb from the property owner of the Orchid Plaza, located at 9241 Valley Boulevard. Specifically, the request is for red curb installation on Valley Boulevard adjacent to the plaza to enhance sight-distance visibility. The City completed a traffic investigation, and found that certain red curb installation adjacent to the driveways will enhance sight distance for vehicles exiting the Plaza. Recommendation: That the City Council approve the installation of 30 feet of red curb between the two existing driveways to the Orchid Plaza, and 15 feet of red curb immediately to the east of the easterly driveway. LETTER TO LOS ANGELES COUNTY SUPERVISOR HILDA SOLIS IN SUPPORT OF A COUNTY ORDINANCE FOR PHARMACEUTICALS AND SHARPS COLLECTION AND DISPOSAL The City Council will consider a request by the Los Angeles County Integrated Waste Management Task Force for a letter of support for a County ordinance regulating pharmaceutical and sharps collection and disposal. Recommendation: That the City Council authodze the Mayor to sign a letter to Supervisor Hilda Solis in support of adoption of a County ordinance for pharmaceuticals and sharps collection and disposal. D. KLINGERMAN STREET/ANGELUS AVENUE INTERSECTION TRAFFIC EVALUATION On January 26, 2016, after hearing a technical presentation from Willdan Engineering, the City Council directed staff to further review the intersection of Klingerman Street and Angelus Avenue. Specifically, the City was directed to review other agencies' (i.e Pico Rivera, Monterey Park) engineering practices for similar situations, and bring back a Resolution for consideration by the City Council. The City has since contacted the cities of Pico Rivera and Monterey Park. Additionally, the City's Public Works Manager (a licensed engineer) has conducted further review of the Intersection, and determined that the installation of all-way "STOP" control at the Klingerman/Angelus intersection would reduce conflicts between vehicles exiting driveways and through traffic, and enhance traffic safety. Recommendation: That the City Council adopt Resolution 2016-07, approving the installation of All-Way"STOP"control at the Klingerman/Angelus intersection. 5. MATTERS FROM CITY MANAGER&STAFF A. MID-YEAR BUDGET AMENDMENTS The City Council will consider adjustments to the current Budget for the 2015-16 Fiscal Year. During any fiscal year, unforeseen financial needs and opportunities typically arise which require Council approval of adjustments to projected revenues and expenditures. At this time there are several items that will require appropriations as well as projected revenue adjustments. The net impact of all recommended adjustments to the General Fund operating budget are positive, reflecting more anticipated revenues than expenditures. Recommendation: That the City Council approve Resolution No. 2016-06 approving various appropriations for the remainder of the current fiscal year. ZAPOPAN PARK IMPROVEMENT PROJECT—DESIGN AND CONSTRUCTION UPDATE As part of the Fiscal Year 2014-15 (FY 14-15) Budget, the City Council approved the Zapopan Park Improvement Project(Project No. 41008), and allocated $1,050,000 in redevelopment bond funds for the design and construction effort. The City has recently obtained approval from Southern California Edson (SCE)for the improvements, as well as substantially completed the design. A presentation regarding the most recent design and construction schedule will be made at the City Council meeting. Recommendation: That the City Council provide direction regarding the final project improvements scope and construction bidding strategies. 6. MATTERS FROM CITY COUNCIL 7. COUNCIL COMMENTS 8.
