SUBJECT: PROJECT NO. 41008, ZAPOPAN PARK IMPROVEMENT PROJECT --
DESIGN AND CONSTRUCTION UPDATE
SUMMARY
As a part of the Fiscal Year 2014-15 (FY 14-15) Budget, the City Council approved the
Zapopan Park Improvement Project (Project No. 41008), and allocated $1,050,00 in
redevelopment bond funds for the design and construction effort. The City has recently
obtained approval from Southern California Edison (SCE) for the improvements, as well
as substantially completed the design. A presentation regarding the most recent design
and construction schedule will be made at the City Council meeting. Directions will be
sought from the Council regarding construction bidding strategies and possible
refinements to the improvement scope for cost savings.
Staff Recommendation
It is recommended that the City Council provide directions regarding the final project
improvement scope and construction bidding strategies.
DISCUSSION
Zapopan Park is approximately 7 acres of open park space located below an existing
SCE transmission corridor adjacent to Garvey Avenue, between San Gabriel Boulevard
and Walnut Grove Avenue. The Park, which is under a long-term lease from SCE to the
City, presently contains two playgrounds, a basketball court, restrooms, and multiple
picnic shelters. Project No. 41008, Zapopan Park Improvement Project, includes the
following: a new 1/3-mile rubberized surface pedestrian trail (similar to the one in
Rosemead Park), security lighting, landscaping, irrigation, new restroom facilities,
parking lot renovation and expansion, repainting existing picnic shelters and furnishings,
renovation of existing basketball court and the northerly playground, relocation of
existing volleyball court, Garvey Avenue entryway beautification and access
enhancement, new pedestrian access gate at Park Street, and others (e.g. removal of
existing fencing on Garvey Avenue, etc.).
On March 12, 2015, the City retained professional services from CEJ Engineers, Inc.
("CEJ") for preparation of the design and construction documents. The City has since
worked closely with CEJ in preparing the design, and to obtain SCE's approval for the
improvements. On January 6, 2016, the City conducted a community workshop on the
Project at the Public Safety Center, for which nearby residents were invited to attend.

Today, the design is substantially complete along with SCE's approval. A preliminary
engineering cost estimate, final design concepts, and construction schedule will be
presented to the City Council at the meeting. Directions will be sought from the City
Council before finalizing the design and construction document for bid advertisement.
FINANCIAL REVIEW
The adopted FY 14-15 Budget contains a total of $1,050,00 in redevelopment bond
funds for the Zapopan Park Project. Of this amount, approximately $60,000 has been
expended for design with a balance of $990,000 available for the construction phase. A
detailed financial review will be provided at the time of construction award.
ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
