SUBJECT: INSTALLATION OF RED CURB AT 9241 VALLEY BOULEVARD
SUMMARY
On January 7, 2016, the Traffic Commission reviewed a request for red curb from the
property owner of the Orchid Plaza, located at 9241 Valley Boulevard. Specifically, the
request is for red curb installation on Valley Boulevard adjacent to the plaza to enhance
sight-distance visibility. The City completed a traffic investigation, and found that certain
red curb installation adjacent to the driveways will enhance sight distance for vehicles
exiting the Plaza.
Staff Recommendation
The Traffic Commission recommends that the City Council approve the installation of 30
feet of red curb between the two existing driveways to the Orchid Plaza, and 15 feet of
red curb immediately to the east of the easterly driveway.
DISCUSSION
The City received a request for red curb installation from the property owner of the
Orchid Plaza, which is located on the north side of Valley Boulevard between Loma
Avenue and Mission Drive (see Exhibit "A"). Access to/from the Plaza are currently
provided via two driveways; and sight distance concerns (attributable to vehicles parked
on Valley Boulevard adjacent to the driveways) were expressed for vehicles exiting the
driveways, especially those attempting to make left-turns onto Valley Boulevard.
Currently, Valley Boulevard is approximately 76 feet wide curb-to-curb, with on-street
parking and two travel lanes for each direction, separated by a two-way-left-turn lane.
The Public Works Manager (a licensed engineer) has reviewed and determined that the
installation of the following lengths of red curb would enhance sight distance for vehicles
exiting the driveways: (1) 30 feet between the two existing driveways, and (2) 15 feet
immediately to the east of the easterly driveways (see Exhibit "B"). Additionally, field
observations revealed approximately 30 parking spaces on site, which appeared
sufficient for the existing businesses in the Plaza.

Funding for this effort is included in the adopted Fiscal Year 2015-16 Operating Budget.
