SUBJECT: KLINGERMAN STREET/ANGELUS AVENUE INTERSECTION TRAFFIC
EVALUATION
SUMMARY
On January 26, 2016, after hearing a technical presentation from Willdan Engineering,
the City Council directed staff to further review the intersection of Klingerman Street and
Angelus Avenue. Specifically, the City is to review other agencies' (i.e. Pico Rivera,
Monterey Park) engineering practices for similar situations, and bring back a Resolution
for consideration by the City Council.
The City has since contacted the cities of Pico Rivera and Monterey Park. Additionally,
the City's Public Works Manager (a licensed engineer) has conducted further review of
the intersection, and determined that the installation of all-way "STOP" control at the
Klingerman/Angelus intersection would reduce conflicts between vehicles exiting
driveways and through traffic, and enhance traffic safety.
Staff Recommendation
It is recommended that the City Council adopt Resolution 2016-07, approving the
installation of All-Way "STOP" control at the Klingerman/Angelus intersection.
DISCUSSION
At the February 12, 2015 Traffic Commission meeting, a resident expressed safety
concerns related to the intersection of Klingerman Street and Angelus Avenue. The
City subsequently completed a traffic investigation, and the results were presented to
the Traffic Commission, and then the City Council in April 2015. As approved by the
City Council, the City later installed edge line striping around the intersection, as well as
"15 MPH" warning signs.
On December 16, 2015, Willdan Engineering ("Willdan") completed a traffic study for the
Klingerman/Angelus intersection, including speed, pedestrian, and safety concerns
associated with Rice Elementary School traffic. On January 26, 2016, Willdan presented
its technical findings to the City Council. After deliberation, the City Council directed

staff to review the cities of Pico Rivera and Monterey Park's practices for installation of
"STOP" signs for similar intersection configuration.
The City has since contacted the cities of Pico Rivera and Monterey Park, and the
findings are as follows:
• The City of Pico Rivera has reviewed available files (between 2007 and present),
and found no records or Council reports describing the basis for the all-way
"STOP" installation at the Paramount Boulevard/Gallatin Road intersection. A
local resident in the vicinity of the intersection recalled the "STOP" signs were
likely installed prior to 2001.
• The City of Monterey Park has searched and found no records or Council reports
regarding the basis for the "STOP" installation at the Heather Drive/Lupine
Avenue intersection, and consequently concluded that the "STOP" signs were
likely installed prior to 1990.
As directed, Rosemead has further reviewed the intersection of Klingerman Street and
Angelus Avenue; and the City's Public Works Manager (a licensed engineer) has made
specific engineering findings as contained in the attached Resolution for the installation
of all-way "STOP" at the Klingerman/Angelus intersection.
Public Notice
This agenda item has been noticed through the regular agenda notification process.
Additionally, affected residents adjacent to the intersection have been informed of the
agenda item.

A RESOLUTION OF THE ROSEMEAD, CALIFORNIA CITY COUNCIL
ESTABLISHING ALL-WAY STOP AT THE INTERSECTION OF
KLINGERMAN STREET AND ANGELUS AVENUE
WHEREAS, the City Council has received public comments and directed the staff to
further review the intersection of Klingerman Street and Angelus Avenue; and
WHEREAS, installation of all-way STOP will not prevent Klingerman Street and
Angelus Avenue from functioning at its defined hierarchical classification level(local street)
as identified in the General Plan Circulation Element; and
WHEREAS, installation of all-way STOP will not unduly restrict the delivery of
emergency services to the surrounding neighborhood; and
WHEREAS, installation of all-way STOP will not create any potentially hazardous
conflicts between access points or driveways near the intersection; and
WHEREAS, installation of all-way STOP will enhance traffic safety and visibility for
vehicles exiting their driveways near the intersection; and
WHEREAS, the City Council finds that the installation of all-way STOP is in the best
interest of the motoring public; and
WHEREAS, Section 21100 of the California Vehicle Code authorizes that local
jurisdictions may adopt rules and regulations by resolution for the installation of traffic
controls to enhance traffic safety.
NOW THEREFORE, BE IT RESOLVED that the Public Works Department is
directed to erect the necessary stop signs facing northbound traffic on Angelus Avenue
and eastbound on Klingerman Street approaching the subject location with appropriate
markings.
