A. Public Hearing on the Fiscal Year 2016.17 Annual Action Plan for Federally- Funded
Programs
The City Council will conduct its required annual public hearing regarding the projected use
of federal Community Development Block Grant (CDBG) and HOME Investment Partnership
(HOME) funds for the upcoming 2016 -17 fiscal year. The U.S. Department of Housing and
Urban Development (HUD) has not yet announced the final amounts to be allocated to

participating communities; however, cities have been warned that Congress will again make
cuts to these programs.
Recommendation: That the City Council conduct a public hearing and take public
testimony on the Annual Action Plan covering the period July 1, 2016 through June 30, 2017.

C. Cancellation of the March 8, 2016 City Council Meeting
The National League of California Cities is holding its Congressional City Conference in
Washington D.C. from March 5, 2016 through March 9, 2016. The majority of the City
Council is scheduled to attend the Conference and will not be present for the regular City
Council meeting on March 8, 2016.
Recommendation: That the City Council cancel the March 8, 2016 meeting due to a lack of
quorum.

D. Approval of Joint Use Agreement with the Garvey School District for the Operation
and Maintenance of the Jess Gonzalez Sports Complex
The City Council will consider renewal of the Joint Use Agreement for the operation and
maintenance of Jess Gonzalez Sports Complex. The agreement provides for joint use of a
certain specified area at Temple Intermediate School for this purpose. The most recent
agreement between the City and the Garvey School District has expired. Representatives
from the City and the School District have worked cooperatively to renew this agreement.
Recommendation: That the City Council authorize the Mayor to execute the agreement.
E. SB 876 (LIU) Homelessness— Preemption of Local Authority
The City Council will consider authorizing the Mayor to send a letter to state legislators
urging their opposition to SB 876 that has been introduced by Senator Carol Liu. The
League of California Cities has taken a position in opposition to this bill that would preempt
local authority to address important issues affecting public health and safety in public places
or private property such as plazas, courtyards, sidewalks, public buildings, shopping centers
and parks. While this proposed legislation may be well intentioned, local agencies must be
able to protect the public health and safety of their communities. Moreover, this effort will not
make a positive impact in the effort to address the societal problem of chronic
homelessness.
Recommendation: That the City Council authorize the Mayor to send letters to state
legislators urging their opposition to SB 876 (Liu).
F. Adams Ranch Mutual Water company – Deed of Trust and Re- Conveyance
The City Attorney was contacted by Legal Counsel for the Adams Ranch Mutual Water
Company. Adams Ranch is currently in negotiations to be purchased by California American
Water (Cal Am). As a part of the purchase process it was found that there was recorded on
Adams Ranch's title a Deed of Trust dated from May 1, 2001 for a $150,000 loan to Adams
Ranch from the City of Rosemead as the Lender.
Recommendation: That the City Council re- convey and surrender a $150,000 Deed of
Trust to Adams Ranch Mutual Water Company for construction and operation of a water well
for 10 years and authorize the City Manager to sign the attached re- conveyance document to
effectuate such re- conveyance, which has been reviewed by the City Attorney.

A. Strategic Plan for 2014 and 2015 — Report Card
The City Council will review the status of the goals and action items that were established
two years ago in the City's updated Strategic Plan for 2014 and 2015. This is a progress
report for the two -year planning period
