The mission of Public Safety CONNECTIONS is to:
• Serve as a community “think tank” and “information clearinghouse” on ways to prevent crime
and to combat drugs and alcohol abuse;
• Develop and promote positive and wholesome recreational activities and community service
opportunities for young people and their families;
• Coordinate with organizations that address human and social services needs to promote a
healthy community; and
• Promote and encourage emergency preparedness by all community members.

1. INTRODUCTIONS/WELCOME – Polly Low stated that tonight’s CONNECTIONS Meeting is a joint
Special City Council Meeting and the agenda reflects as such so three or more Council Members
may be presence. Polly welcomed Mayor Clark and Council Member Alarcon and asked all
members and participants presence to state their name and agency they represent.
2. MINUTES – September 24, 2015
There was a motion by Ron Esquivel and a second by Brian Lewin to approve the Public Safety
CONNECTIONS Forum minutes for September 24, 2015. Minutes were unanimously approved.
3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS
Lt. Somoano provided an updated crime report including the following:
• Rosemead Special Assignments Team made two GTA (Grand Theft Auto) arrests. One was from the
ASAP car that has the capability to read stolen vehicle plates. There has been nine positive arrests
with the ASAP vehicles since July 2015. In addition, one related possession of burglary tool arrest,
13 narcotics related arrests, two arrests for weapon law violation, and a bulk load of warrant arrests.
• Significant activities included:
o A spike in robberies. On October 3rd CVS on Garvey and San Gabriel Boulevard had a
masked gun man robbed the pharmacy. Gun man fled with some money.
o A lady walking on Garvey Avenue and Delta was a victim of a purse snatched robbery on
October 3rd.
o On October 6th, several units were tied up at Southern California Edison Corporation when
they received mail with white powder in it. Presences were the Sheriff’s Hazard Materials
Team, Fire Department, FBI, and Secret Service. A sheriff mobile lab at the scene
conducted a preliminary test and has identified the white powder as nothing toxic or
dangerous but as talcum powder.
o The Auto Zone on Valley Boulevard and Temple City Boulevard was robbed on October 9th
by two suspects and one suspect was armed with a shot gun.
o Deputies arrested a Lomas Gang who was an ex-con with anmunitation which is a felony
crime on the October 10th in the south part of town.
o Strong armed robbery occurred on October 13th at the 1300 block of Ellis Lane.
o Another robbery occurred on Garvey and San Gabriel stemming from a guy that jumps in
front of a stopped car and extort for money. The incident later turn into robbery.
o A neighbor dispute on Hellman and Del Mar that escalated into deputies having to use of
force due to the uncooperative suspect.
o On October 24th a domestic incidents occurred on Dorothy and Charlotte and later turned
into a carjacking violations.
o The suspect that held up the San Gabriel Liquor Store in August 2015 was stopped by a
CHP in West Covina and later went on a high speed pursuit that ended in Rialto with the
suspect crashed and arrested. The suspect and the shot gun is the same suspect from the

liquor store robbery.
o A residential burglary in progress on Ralph and Rio Hondo led to two suspects arrested on
October 29th. They were arrested on a vacated property.
Lt. Somoano invited everyone to have Coffee or Tea with Captain Coronne Jacob and himself to
discuss community issues on November 9th from 6 -7:30 p.m.
4. PRESENTATION ON EXISTING SHERIFF DEPARTMENT DEPLOYMENT AND RESOURCES IN
ROSEMEAD
Polly reminded the CONNECTIONS participation that at last CONNECTIONS meeting, she and Sandra
brought up the level of sheriff deployment for Rosemead and do we have enough resources. Due to the
passing of recent propositions; crime rates has increased in our city and throughout. Polly has asked
Captain Jacob and our Chief of Police, Lt. Somoano to see what our city needs to do and do we have
enough coverage.
Captain Coronne Jacob mentioned the power point presentation presented tonight was put together by
Rosemead Chief of Police, Lt. Somoano and if there are questions from any of the slides, to please feel free
to chime in.
The presentation was very comprehensive and focuses on goals to reduce crime. The following areas were
discussed:
• Community Oriented Policing Plan
• Sheriff’s Deployment and Resources
• Sherriff’s Department Activity
• Sheriff’s Response Times
• Rosemead Special Assignment Team
• Crime Statistics
Many positive dialogues were exchanged throughout the presentation. CONNECTIONS members had an
opportunity to meet the Rosemead Special Assignment Team and the RD area they covered.
5. DISCUSSION OF CONFLICTING MEETING DATES FOR NOVEMBER 26 AND DECEMBER 31, 2015
Jeff Allred shared that in the past CONNECTIONS meetings in November and December goes dark due
to the Holidays.
To continue the discussion from the power point on Law Enforcement deployment and resources, Jeff
asked CONNECTIONS Members to move the November 26th meeting to November 19th to continue the
discussion. It was agreed by CONNECTIONS members. CONNECTIONS meeting will go dark in
December 2015.
6. BRIEF ANNOUNCEMENTS
Nancy Eng invited everyone to attend the November 12th NAMI Conference at the Church of Nazarene.
She also mentioned how pleased she is to see Law Enforcement staff at the MILES (Mental Illness for
Law Enforcement) workshop.
Ron Esquivel wanted to thank the quick respond of the deputies at Janson School one evening when a
bunch of kids was running around in the school yard. Ron can hear the deputy announcement through
the PA.

Michael Reyes announced and invited everyone to the Homeless Awareness Workshop on November
12 from 6 – 7:30 p.m. at the Public Safety Center. Members from the San Gabriel Consortium and the
American Corp will be presence to share solutions and resources for homeless people.
Sandra Armenta invited everyone to Trunk or Treat on October 31st at the Rosemead Community
Center from 6 – 8 p.m.
Mandy Wong shared that a few flyers were passed around and asked everyone to take the flyers and
shared with their agencies.
Lena Woo shared on APFC Thanksgiving Dinner for low income families at the Rosemead Community
Center on November 25. Flyers are sent to neighboring schools as well.

Safety Center.
