CC - Item 4D - Beverage Container Recycling Payment Program ApplicationROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: MARCH 22, 2016 SUBJECT: BEVERAGE CONTAINER RECYCLING PAYMENT PROGRAM APPLICATION SUMMARY The Department of Resources Recycling and Recovery (CalRecycle) recently announced the City /County Payment Program (Program) for fiscal year 2015/16. This program makes $10.5 million available for cities and counties to implement beverage container recycling and litter abatement projects. Rosemead is eligible to apply for these funds to assist in the promotion of beverage container collection programs, which will be done through articles in the Rosemead Resources and help offset the cost of this brochure. An application for these grant funds must be accompanied by a resolution authorizing the City's grant submittal. Staff Recommendation It is recommended that the City Council approve Resolution No. 2016 -11 authorizing the submittal of a Beverage Container Recycling Payment Program Application to the California Department of Resources Recycling and Recovery. Ramirez Community Development Director Attachment A — Resolution No. 2016 -11 ITEM NO. 4.1) RESOLUTION NO. 2016 -11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE SUBMITTAL OF A BEVERAGE CONTAINER RECYCLING CITY /COUNTY PAYMENT PROGRAM APPLICATION AND RELATED AUTHORIZATIONS. WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program. NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as follows: SECTION 1. That the City Council authorizes the City of Rosemead to submit an application to CalRecycle for any and all payment programs offered; and SECTION 2. The City Manager, or a designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment; and SECTION 3. That this authorization is effective until rescinded by Signature Authority or this Governing Body; and SECTION 4. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect.
