Display of the Vietnam American Heritage and Freedom Flag with the United States of America Flag Along Valley Boulevard as a Symbol of Freedom and Democracy The Vietnamese Refugee Community of Los Angeles County organization is again requesting authorization to display the Vietnamese American Heritage and Freedom Flag along with the United States of America Flag as a symbol of freedom and democracy on Valley Boulevard from Sunday, April 24th through Sunday May 1St. The display of the flags together side -by -side is consistent with the protocol specified in the United States Flag Code. The flag display will commemorate the fall of Saigon on April 30, 1975. Recommendation: That the City Council approve the request of the Vietnamese Refugee Community of Los Angeles County to display the Vietnamese American Heritage and Freedom Flag side -by -side with the United States of America Flag along Valley Blvd. from April 24 2016 through May 1, 2016 in accordance with the protocol specified in the United States Flag Code. D. Beverage Container Recycling Payment Program Application The Department of Resources Recycling and Recovery (CalRecycle) recently announced the City /County Payment Program (Program) for fiscal year 2015/16. This program makes funds available to cities and counties to implement beverage container recycling and litter abatement projects. Rosemead is eligible to apply for these funds to assist in the promotion of beverage container collection programs, which will be done through articles in the Rosemead Resources newsletter and help offset the cost of this brochure. An application for these grant funds must be accompanied by a resolution authorizing the City's grant application. Recommendation; That the City Council approve Resolution No. 2016 -11 authorizing the submittal of a Beverage Container Recycling Payment Program Application to the California Department of Resources Recycling and Recovery. E. Approval of Professional Services Agreement for Kimley -Horn and Associates for a Sewer System Comprehensive Study The Budget for the current 2015 -16 Fiscal Year includes an appropriation of $100,000 for completion of a Sewer System Comprehensive Study. On March 10, 2016, the City received Page 4 of 8 ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA MARCH 22, 2016 proposals from qualified engineering firms to conduct a Sewer System Comprehen Study, consisting of the following components: • Update 2009 Sewer System Management Plan in accordance with State Water Resources Control Board (SWRCB) Order No. 2006 -0003. • Update the existing City -wide Info -Sewer Model. • Analyze sewer system network along Garvey Avenue in coordination with the Garvey Avenue Specific Plan (GASP). • Provide documentation and justification for future establishment of a Sewer Development Impact Fee (SDIF) in accordance with Assembly Bill 1600 requirements. Recommendation: That the City Council authorize the City Manager to enter into an agreement with Kimley -Horn and Associates, Inc. for engineering services related to the completion of the Sewer System Comprehensive Study in the amount not to exceed $99,800. F. Rosemead Skate Plaza - Award of Contract As a part of the adopted Fiscal Year 2015 -16 Capital Improvement Program (CIP) Budget, the City Council approved Project No. 41009, which consists of constructing a skate plaza adjacent to the Aquatic Center, inside Rosemead Park. The City has completed the construction documents, and subsequently solicited competitive bids for the Rosemead Skate Plaza Project. On February 24, 2016, the City received and publicly opened 6 bids; and the apparent lowest bidder was PK Construction. The City is now ready to consider awarding a construction contract to the lowest responsive bidder. Recommendation: That the City Council approve the plans and specifications for Project 41009, Rosemead Skate Plaza; waive the minor irregularities in PK Construction's bid; award the construction contract to PK Construction in the amount of $381,999, and authorize a construction contingency of $57,301 (15 %), for a total of $439,000. It is also recommended that Council adopt Resolution No. 2016 -12 allocating an additional $187,000 from the Redevelopment Bond Fund for the Project G. Approval of Baque Bros Concessions for 4th of July The City Council will consider entering into an agreement with Baque Bros. Concessions for the 4th of July concessions and rides. The agreement is for Baque Bros. to operate ten (10) carnival rides, ten (10) game booths and one (1) food concession wagon on the 4th of July at Rosemead Park. Recommendation: That the City Council authorize the City Manager to execute the agreement in the amount of $27,000. Extension of Professional Services Agreement for Consulting Services with SitePacific, Inc. In November 2015, the City received the resignation of the former City Planner, who served as the project manager for the Garvey Avenue Specific Plan (GASP). As a result, the City entered into a short -term contract with SitesPacific, Inc., a Planning and Land Use management firm, to assume primary responsibility for coordination and completion of the GASP and the Environmental Impact Report (EIR). The Project Manager assigned to the City averages 32 hours a week and is working out of the office next to the City Manager. Since the beginning of the contract, the Project Manager has also been performing various administrative support functions under the direction of the City Manager. Recommendation: That the City Council authorize the City Manager to execute a contract extension with SitesPacific, Inc., for a not to exceed amount of $75,000 for the period of July 1, 2016 through December 31, 2016. 5. MATTERS FROM CITY MANAGER & STAFF A. 2016.2017 Budget Outlook The Council will be provided with a forecast of the upcoming 2016/17 Fiscal Year Budget. An early look at revenues for 2016 -17 shows signs of modest growth due to flat inflation and a slightly lower Consumer Price Index (CPI). Sales tax revenues are projected to show moderate growth in the upcoming fiscal year bolstered by the opening of a new Boiling Crab Seafood restaurant, the projected opening of a new Lucille's Smokehouse BBQ, as well as a Grocery Outlet neighborhood market. Property tax revenues will continue to be the City's largest revenue source and limited increases will rely heavily on residential sales as the CPI increase is projected to be less than the previous fiscal year. Expenditures will increase in concert with the rising cost of providing services. Projected financial resources will not support any additions to full -time staffing levels in the 2016/17 Fiscal Year. Recommendation: That the City Council receive and file the 2016/2017 budget forecast report. B. CDBG and HOME Programs FY 2016.17 Annual Action Plan On February 23, 2016, the City Council conducted a public hearing to receive input on the development of the City's Annual Action Plan for the period of July 1, 2016 - June 30, 2017. Under federal regulations, no more than 15% of the Community Development Block Grant (CDBG) allocation can be used for social service activities. In addition, under the HOME Investment Partnership (HOME) program, at least 15% must be set aside for a Community Housing Development Organization (CHDO). Two organizations (Family Promise of San Gabriel Valley and Santa Anita Family Service) that are current recipients of CDBG funds Page 6 of 8 ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA MARCH 22, 2016 made presentations at the public hearing as well as the one CHDO (Rio Hondo Community Development Corporation) funded under the HOME program. The City has been notified by HUD that Rosemead will be receiving $631,009 in CDBG funds for FY 2016 -17, which is a 2.528% cut from its FY 2015 -16 allocation, and $217,225 in HOME funds, which is a 7.99% increase from its FY 2015 -16 allocation. When combined with projected carryover funds and anticipated program income, the City anticipates having a total of $681,742 of CDBG funds available and $752,244 in HOME funds available for the 2016 -17 year. Recommendation: That the City Council review and finalize the CDBG and HOME funding recommendations under the City's FY 2016 -17 Annual Action Plan. 6. MATTERS FROM CITY COUNCIL A. CITY COUNCIL REORGANIZATION This is the time for the Council to reorganize by appointing a Mayor and Mayor Pro Tem, respectively for one -year terms. Appointment of Mayor — City Clerk Presiding 2.
