The mission of Public Safety CONNECTIONS is to:
• Serve as a community “think tank” and “information clearinghouse” on ways to prevent crime
and to combat drugs and alcohol abuse;
• Develop and promote positive and wholesome recreational activities and community service
opportunities for young people and their families;
• Coordinate with organizations that address human and social services needs to promote a
healthy community; and
• Promote and encourage emergency preparedness by all community members.

There was a motion by Brian Lewin and a second by Michael Reyes to approve the Public Safety
CONNECTIONS Forum minutes for January 28, 2016 as amended. Minutes were unanimously
approved.

3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS
Sgt. Duong provided an update on crime activity, including the following:
o As mentioned by Lt. Somoano from previous CONNECTIONS meetings, Prop 47 has
created many challenges for Law Enforcement; the profound impact is with property related
crimes.
o As much as four vehicles were broken into at the Panda Restaurant Group on Walnut Grove.
A good surveillance camera aided deputies to obtain a search warrant. Deputies found
stolen property in the burglar’s vehicle. Before these burglars were arrested, we had 8-10
vehicle burglaries a week, and after their arrest, vehicles burglaries decreased to 1 or 2 a
week.
o Per Sgt. Duong, it’s important to be good witnesses. Get as much information of the
suspect’s vehicle and a possible license plate number. Even a partial number will greatly
assist with the investigation.
o Residential and commercial burglaries are steady.
o Homes are targeted if the burglar thinks there may be cash in the house.
Polly Low asked, “If businesses install cameras, would that help with investigation leading to
arrest?” Sgt. Duong replied, “Most definitely.”
4. REVIEW OF CRIME PREVENTION SWOT ANALYSIS
Polly shared that Jeff Allred and Lt. Somoano are at a Contract Cities Law Enforcement event and the
SWOT Crime Prevention dialogue will continue at the March 31st meeting. CONNECTIONS members in
attendance are asked to review the typed SWOT analysis that was transferred from the white board,
from the last meeting and emailed by Mandy Wong. If any errors or mistakes are found, please contact
Mandy Wong.
Mandy Wong shared, “City Manager wants CONNECTIONS members to understand that the City’s
budget for the upcoming Fiscal Year will be very tight. The Liability Trust Fund (LTF) assessment to
contract cities will result in increased costs to Rosemead of approximately $250,000. Also the federal
government will again reduce CDBG grant funds to cities which will increase Rosemead’s budget costs
for Code Enforcement Officers in 2016-17. Rosemead will not be in a financial position to add programs
or increase law enforcement resources.”
5. BRIEF ANNOUNCEMENTS
Nancy Eng shared, she is a Board Member of NAMI (National Alliance of Mental Illness). Every
Thursday from 5:30-7:30pm in Pasadena, NAMI SGV offers family support meetings. Second
Wednesday of each month there are guest speakers on educational topics relating to mental illness for
communities. For more information check the Nami SGV website, www.namisangabrielvalley.org, or
contact Nancy Eng. In addition, Nancy wants to commend the Los Angeles County Sheriff Department
for taking a proactive steps to have patrol deputies participate in
James Berry announced April 30, 2016 is “Civic Pride Day” at the Savannah Cemetery from 8am - noon.
The event is a city-wide clean-up effort. We are looking for volunteers to help with the clean-up effort. If
you are interested to volunteer and/or would like more information, contact Pat Piatt, at
ppiatt@cityofrosemead.org or 626-569-2102. Brian Lewin mentioned that adults and kids are welcomed
to the event.
ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES
February 25, 2016
Wenli Jen announced a few programs offered by Asian Pacific Family Center in March. The 15th Annual
Talent Show is coming soon. The audition is in March. The Youth Summit is March 5 at the Garvey
Intermediate School. Registration starts at 8am. The classes are free and open to 6th-12th grade
students. On March 12 there will be a free Yoga Class, and 20 students maximum. If you are interested
