Consideration to Cancel the May 24, 2016, City Council Meeting The City Council will consider action to cancel the May 24th City Council Meeting due to lack of quorum. The next regular scheduled City Council meeting is set for June 14, 2016. Staff Recommendation: That the City Council cancel the May 24, 2016, City Council Meeting. D. HOME Funds Commitment Agreement between the City of Rosemead and Rosemead Housing Development Corporation for the Implementation of Certain HOME Funded Programs The City is required to commit its HOME funds for particular affordable housing activities within 24 months after HUD's appropriation of the entitlement allocation. To comply with this requirement, staff recommends that the City commit $160,919 of FY 2016 -17 HOME funds, plus unspent carried over funds of $654,000 from prior FY's, by contracting with the Page 3 of 6 ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA May 10, 2016 Rosemead Housing Development Corporation (RHDC) to administer certain HOME funded programs. Recommendation: That the Rosemead Housing Development Corporation and the City Council take the following actions: 1. Approve a HOME Funds Commitment Agreement between the Rosemead Housing Development Corporation and the City Council for the implementation of the City's Owner - Occupied Rehabilitation Loan Program in the amount of $674,919 (approximately) and Mortgage Assistance Program in the amount of $140,000; 2. Authorize the Mayor to execute the contract on behalf of the City; and 3. Authorize the President to execute the contract on behalf of the RHDC. E. City Investment Policy The City's Investment Policy is reviewed annually to ensure that it best reflects current investing conditions. As those conditions change, minor adjustments to the Policy may be made to allow for the continuation of reasonable returns on investments while maintaining the priority of safety first. The report is an annual item in accordance with Government Code Section 53601 and no changes are being proposed. The investment priorities of the City's Policy remain, in order of importance: 1) safety, 2) liquidity, 3) yield. Staff Recommendation: That the City Council approve the Investment Policy. 4. MATTERS FROM CITY MANAGER & STAFF A. Comprehensive Fee Resolution Update The City provides various "individualized" services (i.e., inspections, permits, variances, etc.) that are not of general benefit. Historically, many of these services have been provided at a city cost greater than the price being charged for them thus resulting in the subsidies of the remaining costs of service from the general taxpayers. As a matter of routine fee maintenance and to keep pace with increasing costs of individualized services, the fees charged to users need to be reviewed on a regular basis, preferably each year. In the interest of being responsive to the service needs of Rosemead residents and businesses, not all fees need to be adjusted and some are controlled by statute. Consequently, not every fee is being recommended for an adjustment this year. A list of all fees is presented and those with strikethroughs and underlines are identified for adjustment, all others will remain unchanged. Staff Recommendation: That the City Council approve Resolution No. 2016 -21 "Annual Comprehensive Fee Schedule." MATTERS FROM MAYOR & CITY COUNCIL A. Ratification of Mayor's Appointments 2016 -17 At the April 26th meeting, the City Council approved the Mayor's Appointment List for 2016- 17. Upon approval of the Mayor's appointments, some discrepancies were discovered on the list of appointments. To confirm the final appointments for 2016 -17, corrections have been made to four committee appointments to reflect the approval of the Mayor's Appointments List for 2016 -17. Recommendation: That the City Council approve the ratified list of Mayor Appointments for 2016 -17. B. Klingerman Street/Angelus Avenue Intersection Improvements On February 9, 2016, the City Council reviewed Resolution 2016 -07 and considered installation of All -Way "STOP" at the Klingerman /Angelus intersection. After receiving testimonies, the City Council asked that a public workshop be conducted to solicit community input. On March 15, 2016, the City held a public workshop, and received inputs from 14 attendees. Staff Recommendation: That the City Council provide directions regarding the appropriate improvement measures for the Klingerman /Angelus intersection. C. Out of State Conference Expenditure Reimbursement Rosemead's Municipal Code 2.04.020 states that any councilmember shall be reimbursed for the necessary and actual expenses incurred in the performance of official duties. All expenses must be verified and documented. The City's Travel Policy# 20 -02 states that the following expenses require prior Council approval: "International and out of state travel except to an adjacent state." Mayor Pro Tom Low was invited to participate in an Asian Pacific American (APA) Leaders Roundtable in honor of APA Heritage Month. She received the invitation for this conference after the April 26, 2016 Council meeting. She attended this conference in Washington D.C. on May 2nd through May 4th. Staff Recommendation: That the City Council approve the expenses incurred by Mayor Pro Tern Low at the Asian Pacific American (APA) Leaders Roundtable in honor of APA Heritage Month conference and reimburse her for these expenses. 6.
