SUBJECT: ROSEMEAD SKATE PLAZA PROJECT— PROJECT No. 41009 PRECAST SKATE PLAZA ELEMENTS & DESIGN SUMMARY Included in the July 2010 bond issuance by former Redevelopment Agency was a project to complete a number of improvements and upgrades to facilities at Rosemead Park, including basketball courts, turf, and landscape and a skate plaza at Rosemead Park. March 22, 2016, the City Council awarded the construction contract to PK Construction for the Rosemead Skate Plaza Project, and the Oversight Board confirmed the contract and expenditures during the April 18, 2016 special board meeting. In addition to the contract with PK Construction, a precast skate plaza equipment elements purchase order was initiated with Houston - Galveston Area Council for approximately $166,000, under the City's Interlock Contract for Cooperative Purchasing Agreement along with $21,000 for design work by Spohn Ranch Skateparks. Staff Recommendation It is recommended that the Oversight Board: 1. Approve Resolution 2016 -006 confirming a purchase order for Interlock Contract for Cooperative Purchasing agreement with Houston - Galveston Area Council related to the Rosemead Skate Plaza Project for $166,000, and $21,000 to Sphon Ranch Skateparks for design work — Project No. 41009, precast elements & design. DISCUSSION On November 10, 2014, the City Council directed staff to proceed with developing a skate plaza adjacent to the Aquatic Center, inside the Rosemead Park. On April 28, 2015, the City Council approved a contract with Spohn Ranch Skateparks, for conducting public workshops and preparing design plans. The Rosemead Skate Plaza is approximately 10,000 square feet in size, located immediately to the east of the Aquatic Center in Rosemead Park. The design capitalizes on the existing natural topography at the site to minimize major earthwork, and includes a variety of street features: steps, handrails, benches, ramps, etc. The City received a proposal from Houston - Galveston Area Council (HGAC) for the precast skate park elements. HGAC has an "Interlock Contract for Cooperative ITEM NO. 3.13 Oversight Board Meeting May 9, 2016. Peas 2 of 2 Purchasing" (ICCP) Agreement with the City in the amount of $166,000 for furnishing, coordination with PK Construction and installation of precast skate park elements during construction. FINANCIAL REVIEW Funding for the construction of the Rosemead Skate Park Project is included in the bond proceeds from the former Redevelopment Agency. The FY 15 -16 CIP Budget contains $500,000 in Redevelopment Bond Funds for the Rosemead Skate Plaza Project. In addition to the $500,000, a total of $187,000 will be expended for precast skate plaza elements and design work. WHEREAS, the Rosemead Successor Agency received the Finding of Completion on April 18, 2013 from the Department of Finance; and WHEREAS, the Finding of Completion states that the Rosemead Successor Agency may utilize proceeds derived from bonds issued prior to January 1, 2011 in a manner consistent with the original bond covenants per Health and Safety Code Section 34191.4 (c); and WHEREAS, the Rosemead Successor Agency is holding approximately $7.1 million in bond proceeds derived from bonds issued prior to January 1, 2011 for Capital Improvement Projects identified in the bond covenants; and WHEREAS, the Rosemead Successor Agency will be required to provide oversight of the completion of the Capital Improvement Projects to ensure compliance with the bond covenants; and WHEREAS, the approved Capital Improvement Projects have been included on each Recognized Obligation Payment Schedule filed by the Rosemead Successor Agency; NOW, THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION HEREBY RESOLVES: SECTION 1 . The Rosemead Successor Agency Oversight Board confirms that the vendors and professional firms listed below are qualified and capable to provide materials and construction services necessary to complete the Rosemead Skate Plaza Project- Precast Skate Plaza Elements & Design. SECTION 2. That the contract with the following firms shall not exceed the amounts listed in the table below. If any contract amendments are required, all such changes shall be brought back to the Oversight Board for review and approval, TRADE FIRM I TOTAL BUDGET Construction Houston- Galveston Area Council $166,000.00 Construction Design Spohn Ranch Skateparks $ 21,000.00 TOTAL COST: $187,000.00 SECTION 3. Successor Agency staff is directed to submit documents to the Department of Finance as necessary, including an amended Recognized Obligation Payment Schedule. SECTION 4. Successor Agency staff is directed to provide a copy of this Resolution to the County Auditor Controller, the State Controller's Office and the State Department of Finance.
